1. Introduction
This procedure describes the process of effectively demobilization in order to minimize
their impact to the environment at demobilization and handover stages of this project.
Contractor will perform the demobilization for this project without compromising the
nature
2. Purpose
This procedure describes the process by which Contractor’s Demobilization activities
shall be undertaken to ensure compliance with NEOM Environmental requirements. This
procedure shall outline the control measures required to mitigate any project
environmental impacts during the demobilization phase of the project and ensure
successful reinstatement of undeveloped areas of the site upon Contractor
demobilization.

4. Scope
This procedure relates to Oxagon Community Expansion Project demobilization
activities undertaken by Contractor engaged by NEOM. It describes demobilization
requirement areas and temporary support facilities, which are used to support
construction, including but not limited to:
1. Office Premises
2. Welfare Facilities (such as rest shelter, mess-hall, toilets)
3. Temporary Store & Laydown
4. Waste management Skips
5. Plant/Equipment Demobilization.
Contractor NEWFAB ( Saudi Company for Prefabricated Buildings) will be
compliance with NEOM Environment Demobilization Inspection Checklist (NEOM-
NEV-FRM-017)

7. Roles & Responsibilities
a). Project Manager
• Ensuring compliance with legislation and the requirements during the course of
demobilization.
• Identifying any potential changes to the works and liaising with the Contractor Project
Director and the PMC.
• Ensuring environmental records relevant to the works are generated and no any pending
documents for submittal.
• Coordination with PMC/NEOM for the final inspection.
• All types of NCR/CAT-01, observations were closed, prior to start the final handover of the
project.
• Ensuring the all-control measures to mitigate environmental impacts. Personnel in order to
rest and avoid working under high temperatures.
• Prior to start demobilization, must be compliance with NEOM-NEV-PRC-701 - Site
Acceptance &Handover Procedure.

b). Environmental Manager


• Ensure all environmental liabilities during the course of demobilization along with Project
Manager.
• Ensuring compliance with legislation and the requirements of this Plan.
• Communicating with Managers/Supervisors on the day-to-day management of
environmental risks and issues during the course of site demobilization phase.
• Monitoring implementation and compliance with the Contractor EMS.
• Ensuring sufficient resources of suitable qualification and experience to implement the
environmental and social requirements in this document
• Ensuring personnel are made aware of their requirements under this Plan
• Coordinating any environmental monitoring required by this Plan.
• Ensuring environmental records relevant to the works are generated and maintained.
• Reinstallation
• Leading environmental site inspections, ensuring corrective actions prior to Final call to
PMC Environmental Inspection.
• Environmental and social reporting.

c). Safety

• All work execution shall be in compliance with NEOM Safety procedures &
requirements. Safety personnel will be available on site at all times for all stages of
works. Coordination with NEOM Safety & Security shall be done for demobilization
works

d). Construction Manager

• Ensuring the compliance and obligation of this project.


• Ensure course of demobilization is under process as per the method statement & NEOM
norms.
• Ensure to identifying of all environmental related hazard along with CEM and apply
control measure accordingly.
• Coordination with supervisor/Foreman for the compliance of the NEOM Environmental norms.
• Prepared the non-developed area for final handover without any existing environmental
impacts.
• Ensure during the course of demobilization, no any damages of flora/fauna at this project.
• Properly generated waste shall be dumped according to NEOM norms.
• Ensure all kind of spillage, contaminated soil shall be removed as per NEOM norms prior to
Final environmental inspection.

• Ensure all unresolved observations, NCR & other obligation issues must be closed prior
to conduct the final environmental inspection.

e). All Personnel


• Undertaking activities in an environmentally responsible manner and in accordance with
relevant legislation, this Plan and any relevant procedures or work method statements.
• Understanding the environmental risks and control measures that apply to their work.
• Attending environmental Tool box talk & training and inductions relevant to their role.
• Immediately reporting all environmental issues and incidents to their Supervisor.

8. Demobilization Generic Guideline
• Contractor shall be arranged a demobilization inspection prior to leaving site along with
PMC/NEOM. The inspection shall be attended by the Proponent Environmental Team,
contractor environmental Manager, Contractor construction team Representatives. Advance
notification shall be cascaded to PMC/NEOM and Contracting Management.
• NEOM-NEV-TGD-702 - Environmental and Social Codes of Practice for Construction will be
applicable for demobilization course.
• Contractor shall be complying the framework of the NEOM Environment Demobilization
ChecklistNEOM-NEV-FRM-017. (See Attachement-02)
• During the demobilization process prior to the contractor handing over the project to NEOM,
to ensure that all unresolved environmental issues that occurred during the course of the
project are addressed:
- Environmental inspections reports.
- Incidents reports
- NCRs/CAT-01 Observations.
- Other Environmental issues.
• The contractor shall be required to address fully all recorded environmental issues on BIM 360
before the project sign off.
• Once the contractor has resolved all the issues reported on BIM 360, the contractor shall
inform the Proponent to verify and sign off.
• Restore all land take as close as practicable to its original condition .
• Contractor is using port existing building for office use and storage of material
• Contractor shall remove all the material from the storage area prior to conduct
demobilization/handover the building.
• Contractor shall do the housekeeping and cleaning also shall comply the NEOM
Environmental policy and procedures.
• Contractor will hand over the building in safe manners
• Contractor shall remove its belonging assists such as computers, printers and furniture etc.
• After the inspection done by Parson and NEOM Contractor will handover the building to its
concern
• Contractor shall be implemented the all-highlighted comments in demobilization inspection
checklist accordingly and report shall be submitting under the stipulated time frame.
• Removal of all aboveground storage tanks and below ground storage tanks (Fuel tanks, water
tanks, sewage storage tanks) and all associated above ground and below ground pipes and
connections. (If applicable)
• Reinstatement of the site/land/topography to a condition like its original preconstruction (neat,
clean and usable). Removal of any imported fill materials used to create or stabilize laydown
areas. (If applicable).

9. Environmental Liabilities
Contractor shall be complied with NEOM-NEV-PRC-701, Section-5.2.4 for environmental liabilities.
