PURPOSE
• To prepare people, equipment and develop procedure to minimize the impact of an
emergency.
• To prevent and mitigating the environmental impacts, likely illness and injury caused
during accidents, incidents or emergency situations.

SCOPE
This procedure covers the first hour of an accident or emergency and is oriented towards
minimizing initial impacts to the environment, employees and the neighbouring community.
The emergency procedure should cover events such as:
1. Fire / Explosion
2. Oil spillage / Scheduled waste & Chemical spillage
3. Effluent overflow / bund collapses
4. Water shortage
5. Accidents / Vehicle accidents
6. Power failure
7. Boiler wet scrubber

RECORDS
1. Accident & Near Miss Logbook
2. Fire extinguisher, fire hose box and hose reel records
3. Effluent Treatment Plant (ETP) Logbook.

APPENDIX

PROCEDURES
1. Mill Manager and Assistant Engineer together with Emergency Response Team shall
identify potential emergency situations in the palm oil mill through:
a) Identification of environmental aspect and impact / hazard identifications, risk
assessment and risk control.
b) Regular internal inspection.
c) Feedback from external parties.
2. Emergency procedure
2.1 Fire in the Mill
2.1.1 Any person who discover the fire incident
i. Alert everyone by shouting Fire or trigger the alarm by breaking the glass.
ii. To put out the fire using portable fire extinguisher or other means
immediately if the fire is small and manageable.

iii. Otherwise, remain calm and do not panic and start to evacuate to the
assembly area.
2.1.2 ERT member
i. To break fire glass as an alarm to all workers and automatically sending
message to Fire Bridget by SPKA (Sistem Pengawasan Kebakaran
Automatik)
ii. To put out the fire using portable fire extinguisher or other means
immediately if the fire is small and manageable.
iii. ERT member will start to rig up the fire hoses closest to the affected area
as determined from the Mill General Layout and Fire Plant to start the
Emergency Fire Pump.
iv. ERT members who are aware of the siren should assemble at the
Emergency Assemble Point (EAP) by 3 minutes.
v. ERT member will call the Hospital & Police (If necessary) using the
Emergency Contact Numbers.
vi. ERT leader (OSH Coordinator) will brief the members of the situation and
next course of action as well as take a head count whenever it is possible.
vii. ERT member will if needed be give first aid too any of the affected person
immediately before sending them to the estate clinic or to the nearest
hospital for further treatment.
2.1.3 Report Emergency equipment (fire extinguisher, hose reel and fire alarm) shall
be check by OSH Coodinator or ERT member by monthly.
2.1.4 Training / Drill will be conducted once a year.

2.2 Oil Spillage at CPO Despatch Area / Oil Room / Scheduled Waste & Chemical
Spillage
2.2.1 Any person who discovers oil & chemical spillage need:
i. To barricade the oil spillage from entering the main stream or monsoon
drainage.
ii. To stop the leak and / or clean the spillage immediately using available
means such as scoops, fibre and rags if the spillage is small and
manageable.
iii. Contaminated fibre and rags shall be disposed at schedule waste store (SW
410).
iv. To send information to Production Supervisor /Assistant Engineer / Mill
Controller (OSH Coodinator) if the leakage / spillage is big and
unmanageable.
2.2.2 ERT member
i. ERT members who are aware of oil spillage shall take contamination
action to prevent the oil from going to the drainage.

ii. ERT member will, if necessary, make arrangement to plug off the leakage
source and plug off the nearby rain drain outlets.
iii. ERT member will call the Bomba, Hospital & Police (If necessary) using
the Emergency Contact Numbers.
iv. ERT member will start the spillage cleaning up using the Oil Spill Kit
determined using the Oil Spillage Kit location as shown in the Mill
General Layout and Fire Plan.
v. ERT member will commence the cleaning until the affected area and its
surrounding drainage is cleaned out.
vi. ERT member will if needed be give first aid too any of the affected person
immediately before sending them to the estate clinic or to the nearest
hospital for further treatment.
vii. Contaminated fibre and rags shall be disposed at schedule waste store (SW
410).
2.2.3 Oil room operator is responsible to record any spillage incidents at oil room
station in “Daily Log Sheet – Oil Room Station”.
2.2.4 Lab operator is responsible to record any spillages at despatch area in “CPO
Storage Tank Quality Log Book”.
2.2.5 Cleark is responsible to record any spillage at Scheduled Waste store in E-
Swis online record.
2.2.6 Emergency equipment (spill kit) will check on monthly basis.
2.2.7 Oil trap cleaning shall be conducted once a month or if any spillage incidents
occur. Cleaning activities shall be recorded in “Oil Trap Record” log book.
2.2.8 Training / Drill will be conducted once a year.

2.3 Effluent Overflow from Effluent Ponds & Satellite Ponds.


2.3.1 Anyone who discover effluent overflow
i. To tackle the overflow by clearing up the chocked pipe line or stopping
the flow of influent into the affected pond If the overflow is small and
manageable.
ii. If the overflow is big, report immediately to mill manager and mill
manager will take the next action.
iii. To send information to Production Supervisor / Assistant Engineer / Mill
Controller (OSH Coodinator) if the leakage / spillage is big and
unmanageable.
2.3.2 ERT Member
i. ERT members who are aware of the incident should tackle the overflow
by clearing up the chocked pipe line or stopping the flow of influent into
the affected pond.
ii. If the overflow is big, report immediately to mill controller and mill
controller will take the next action.

iii. ERT members / Mill Controller (OSH Coordinator) will call the persons
including the Estate Manager, if necessary, for further action.
iv. ERT members will isolate the pond with the broken bund or isolate the
pipe line, which has burst.
v. ERT member will repair the broken bunds with the assistance of
contractors or own heavy machinery and or repair the burst pipe with the
assistance of own workshop team until the overflow has stopped.
vi. ERT member will if needed be give first aid too any of the affected person
immediately before sending them to the estate clinic or to the nearest
hospital for further treatment.
2.3.3 ETP operator is responsible to record any overflow or bund breakage in “Land
Irrigation” Log Book.
2.3.4 Preventive maintenance:
i. Land irrigation shall be cleaned on regular basis to ensure smooth water
flow.
ii. Effluent pond level must have at least ----- free

2.4 Water Shortage


2.4.1 Anyone who discover incident
i. To immediately notify Assistant Engineer / Mill Controller (OSH
Coordinator) for further action.
2.4.2 ERT Member
i. ERT Member will investigate cause of water shortage.
ii. If due to pump breakdown, ERT member will inform Mill Workshop
Foreman to repair the pump.
iii. If due to empty of water reservoir pond, ERT member will inform Mill
(OSH Coordinator) as soon as possible.
iv. Control the usage of water as per water storage tank.
v. When water supply regains, discharge incoming water until visible clear
water is observed.

2.5 Accidents or Vehicle Accidents


2.5.1 Anyone who discover incident
i. If possible, to remove all further threat to the victim.
ii. To immediately notify ERT member.
2.5.2 ERT Member
i. If injured employees are found, the ERT members who are equipped with
PPE should carefully remove the injured out the area of emergency.
Depending on the injury, it may be necessary to wait until the ambulance
arrives or immediately sent the patient to the nearest clinic / hospitals for
treatment.

ii. Trained first aiders will be authorized to provide initial treatment to the
injured employees while waiting for the ambulance to arrive or prior to
sending to the hospital / clinic. The first aid boxes provided throughout
the company shall be regularly assessed for adequacy.
iii. During an emergency, it may be necessary to shutdown and other services
/ operation. The ERT Leader will make the decision with input from
production supervisor / operator. Care must be taken not to shut down too
much as this might hamper resolution of the emergency situation.
iv. Barricades shall be established to prohibit entry by everyone except for
the ERT members.
2.5.3 Emergency equipment (safety stretcher) shall be check on monthly basis.
2.5.4 Training / Drill will be conducted once a year.

2.6 Power Failure


2.6.1 Anyone who discover power failure
i. To immediately inform Production Supervisor / Assistant Engineer / Mill
Controller (OSH Coordinator) by any means necessary.
2.6.2 ERT Member
i. ERT Member shall immediately inform Electrical In Charge
ii. If due to turbine failure, Electrical In Charge to inform Mill Manager(OSH
Coordinator) for next action.
iii. Genset will be used to generate current.
iv. On hold all work in progress.
2.7 Chemical Spillage
2.7.1 Anyone who discover chemical spillage
i. Do not attempt to clean up the spill if not capable and not sure.
ii. To immediately notify the ERT member for Chemical Spillage.
2.7.2 ERT Member
i. ERT shall find out the type or nature of the chemical spilled from the
witness of the scene. ERT must refer to SDS for accidental release
measure information for better spill response process.
ii. ERT member to ensure bring PPE such as face mask, full face shield
respirators, chemical resistant gloves, eye goggle, apron, spill kit and
plastic bags or empty containers to the spillage site.
iii. ERT member will if necessary, make arrangement to plug off the leakage
source and plug off the nearby rain drain outlets.
iv. ERT member will call the Bomba, Hospital and others if necessary, using
the Emergency Contact Numbers.
v. ERT member will commence the cleaning until the affected area and its
surrounding drainage is cleaned out.

vi. ERT member will if needed be give first aid too any of the affected person
immediately before sending them to the estate clinic or to the nearest

2.7.3 Emergency equipment (spill kit) will check on monthly basis
2.7.4 Training / Drill will be conducted once a year.

3. OSH Coordinator
3.1 For CPO spillage, unauthorized release of effluents and other environmental related
incident, the witness should immediately report to the Mill Manager(OSH
Coordinator) and he shall immediately carry out necessary action to correct the
situation.
3.2 Coordinate emergency drill at least once a year whenever is practical.
