Job title: Finance and Administrative Officer

Purpose of the role: to ensure that the smooth running of internal administrative and
financial operations is carried out effectively, efficiently, transparently and accountable.

ICCROM is an intergovernmental organization working in service to its Member


States to promote the conservation of all forms of cultural heritage in every region of the
world.

The Finance and Administrative Unit ensures ICCROM has embedded tailored
systems and procedures to strengthen organizational accountability, compliance,
development, and sustainability.

Main functions
The role involves, but is not limited to, the following functions:
1. Provide overall leadership in all financial matters, and ensuring the proper financial
planning, results-based budgeting, budget control, management, accounting and
periodic financial tracking and reporting of the regular budget/assessed
contributions in accordance with programmatic goals, ICCROM rules and
regulations, IPSAS criteria, UN and other international standards.
2. Provide regular financial and administrative analysis to support the Director-General
to make appropriate programmatic and financial decisions that will lead to the
attainment of organizational objectives.
3. Provide leadership in drafting the annual and biennial budget in close collaboration
with other relevant colleagues.
4. Provide leadership in developing and implementing internal control procedures and
in coordinating and facilitating external audits.
5. In close collaboration with relevant colleagues, ensure accurate planning,
forecasting, and reporting of voluntary contributions, including managing the cost-
recovery system for ICCROM projects.
6. Ensure compliance with corporate rules and regulations in the development of
procurement strategies including sourcing strategy, supplier selection and
evaluation, quality management, joint procurement promotion and introduction, and
performance measurement.
7. Ensure the proper management of ICCROM assets, facilities, and logistical services
to ensure adequate support to programmes and activities.
8. Act as the organizational focal point for security issues.
9. Coordinate and evaluate Team performance, ensure an enabling environment, and
assist team members in realizing and developing their potential.

Additional functions
The holder of this position will also be responsible for the following additional duties:
1. Member of the bank signatory panel. Perform the function of Treasury in SAP and
approve pending disbursements as the “third authority” (cheques, bank transfers,
EFT).
2. Develop the organizational financial risk management by analyzing the organization’s
liabilities and investments, and decide on investment strategies by considering cash

and liquidity risks.
3. In close collaboration with the relevant colleagues, provide regular and clear
financial reporting in a timely manner to guide decisions made and provide audit-
related services as appropriate. This includes preparing all statutory and
management financial information.
4. Manage internal logistics business support services to ensure the smooth running of
organizational operations.
5. Develop and elaborate on the strategic approach to implementing common services
in accordance with ICCROM programmatic and strategic goals, the latest
developments in common services, and best practices.
6. Perform other duties as assigned consistent with the post and staff member’s
background skills and experience and the needs of the organization.

Other relevant relationships:


Assist the Director-General to ensure that ICCROM acts as an agile and transparent
organization, and serves to build trust and reliability with Member States and other
stakeholders. Manage relations with Banks and financial institutions and provide analysis
and support to the Director-General for a proper management and monitoring of
expenditures and investments.

Technical knowledge
1. Master’s Degree or equivalent in Business Administration, Public Administration,
Finance, Economics or a related field.
2. Ability to lead business processes re-engineering, to implement new systems and
procedures to support the business in achieving goals and deliveries.
3. Good knowledge of the audit principles and procedures for operating an accountable
and agile administration of resources and assets.
4. Good knowledge of SAP (Accounting module) or similar ERP systems.
5. Fluency in English or French, with knowledge of the other and any other language as
an advantage.
