ORDER:

In G.O.Rt.No.4433, General Administration Department, dated


04.12.1986, the Government have appointed the One Man Commission to
comprehensively examine, review upto-date the existing rules for the various
posts under State Government. The One Man Commission was also requested to
frame Rules for the posts for which there are no Rules existing. Accordingly the
One Man Commission took up the Rules governing the Non-Gazetted Posts in
the Andhra Pradesh Health Laboratories and Food (Health) Administration for
examination among others. For the above purpose, the One Man Commission,
after thorough discussions with the Director of Andhra Pradesh Health
Laboratories and Food (Health) Administration and Secretary to Government,
Health, Medical & Family Welfare Department finalized in the Rules, keeping
in view the needs of the Department and the observations of Pay Revision
Commission on service Rules. The Government, after careful consideration
hereby accept the recommendations of One Man Commission with certain
modifications and decided to issue them.

The following Notification will be published in Andhra Pradesh Gazette:

NOTIFICATION

In exercise of the powers conferred by the proviso to article 309 of the


Constitution of India and of all other powers hereunto enabling, the Governor
of Andhra Pradesh and in supersession of the orders issued in….

hereby makes the following Special rules for the Andhra Pradesh Health
Laboratories and Food (Health) Administration Subordinate Service, namely:
SPECIAL RULES

1. SHORT TITLE:

These rules may be called the Andhra Pradesh Health Laboratories and
Food (Health) Administration Subordinate Service Rules.

2. CONSTITUTION:

The Service shall consist of the following categories of posts in the


Andhra Pradesh Health Laboratories and Food (Health) Administration
Subordinate Service Rules.

CLASS – A:

Category-1 : Junior Analyst including Chemist (Drug Special) Research


Chemist, Junior Analyst (Bio-Chemistry formerly designated
as Assistant Bio-Chemist and Assistant Virologist.
Category-2 : Laboratory Technician, Grade.I
Category-3 : Senior Technical Assistant including Chemical assistant
Category-4 : Laboratory Technician, Grade.II including Chemist
(Cholera), Technical Assistant and Sample Custodian.
Category-5 : Laboratory Attendant.
CLASS - B:
Category-1 : Food Inspector (Non-Gazetted)
CLASS – C:
Category-1 : Health Supervisor
Category-2 : Health Inspector
Category-3 : Vaccinator including Sample Taker.
CLASS – D:

3. METHOD OF APPOINTMENT AND APPOINTING AUTHORITY:

Subject to the other provisions in these rules the method of appointment


and appointing authority for the several categories shall be as follows:

NOTE (1): (a) One third of the number of substantive vacancies in the category
of Junior Analyst (Category 1 of Class-A shall be filled by direct
recruitment

(b) Appointment to the post of Junior analyst other than by direct


recruitment, shall be made by the other methods of appointment
indicated in the table above.

(Not withstanding anything contained in the rules, the seniority of a person


appointed as Junior Analyst (Cateogry.1 of Class-A) shall be governed by the
provision of General Rule 33 of the Andhra Pradesh State and Subordinate
service Rules.

NOTE (2): The appointment to the category of Food Inspector (Non-Gazetted)


(Class-B) by the different methods of appointment indicated in the table above
shall be limited to one third of the posts for each of the methods of
appointment as indicated below:

(i) One third of the posts by transfer of Junior Analysts


(ii) One third of the posts shall be filled in from the category of
Qualified Sanitary/Health Inspectors of Panchayats, Municipalities
and Health Inspectors working in Medical & Health Department.
(iii) One third of the posts by direct recruitment

Provided that if qualified candidates by any of the methods of


appointment is not available, the vacancies meant for the relevant category
will lapse.

4. PREFERENCE IN APPOINTMENT:

In the matter of direct recruitment to posts for which women and men
are equally suited, preference shall be given to women and they shall be
selected to an extent of atleast 30% of the posts in each category of O.C.,
B.C.(A), B.C.(B), B.C.(D), S.C. and S.T. Quota.

5. QUALIFICATIONS:

No person shall be eligible for appointment to the categories specified in


column (1) of the annexure t these rules by the method specified in column (2)
unless he possess the qualifications specified in the corresponding entry in
column (3) thereof.

6. AGE:

No person shall be eligible for appointment by direct recruitment, if he


has completed 28 years of age on the first day of July of the year in which the
Notification for section is made.

Provided that this age limit shall not be applicable for direct
recruitment, to the post of Food Inspector (Non-Gazetted) from the categories
of Sanitary Inspectors/ Health Inspectors of Municipal
Corporations/Municipalities.

6. MINIMUM SERVICE:

No person shall be eligible for appointment by transfer or promotion


unless he is an approved probationer and has put in not less than three years of
service in the category from which appointment by transfer or promotion is
made.
7. PROBATION:

Every person appointed by direct recruitment to the various posts shall


be probation for a total period of two years on duty within a continuous period
of three years and every person appointed to any of the posts in the service
either by promotion or by transfer shall be probation of one year on duty within
a continuous period of two years, from the date on which one commences
probation.
