SECTION-2 PRINCIPLE
CHDOC to Thar Power Project recognizes that people are the essential ingredient that is
interwoven through all the elements of PSM. It is important to maintain a minimum level of
specific direct process experience and knowledge and skill in managing process safety. Loss of
minimum levels of experience and knowledge through personnel movements and organizational
changes (and like changes to technology or facilities) potentially invalidates prior hazard
assessments, which were based on knowledgeable people being present and in-charge.
Accordingly, it is essential that personnel changes at all levels are controlled to pre-established
criteria so that minimum levels of experience and knowledge are maintained.
Site and higher levels of management are responsible for developing and implementing criteria and
guidelines regarding management of personnel change so that a minimum level of skills is
maintained.
The Site shall develop and implement criteria and guidelines regarding management of change of
personnel to ensure that minimum levels of specific, direct, process experience and minimum
levels of knowledge and skill in managing process safety are maintained.
Use the policies and principles as a working document in meetings of senior management and in
HSE committee meetings to routinely establish commitment and understanding. It is important to
maintain such minimum levels of direct process experience to effectively manage personnel
changes such as transfers, promotions, retirements, vacations and disability relief.

The Site and corporate management shall adhere to pre-established criteria and guidelines for
management of personnel changes.
The Site shall provide appropriate training to line management, technical personnel, operators and
maintenance technicians newly assigned to chemical or construction processes involving
hazardous materials and activities. Such training shall address the following:
Line supervision newly assigned to processes involving hazardous materials or activities must
develop and demonstrate a minimum degree of proficiency before authorizing permits,
management of change and procedures within a period not to exceed three months.
The demonstration of proficiency could take the format of a review of the hazards of the
operation or maintenance, including lines of defense, presented to a group of managers and/or
peers familiar with the operation. They should assist in investigation of serious injuries and
incidents.
