SCOPE

This Method Statement applies to all installations of emergency and Diesel Generator Sets at site.

Manpower and equipment shall be organized to meet the schedule as per the approved program. This

method Statement shall cover the Transport, Loading/Offloading, Installation and Commissioning of

Diesel Generators, Distribution Panels with Diesel Supply.

PURPOSE

The purpose of this Method Statement is to describe the details used and controls to be carried out for

the installation of Diesel Generator Set to ensure that it complies with Project requirements,

specifications.

HEALTH AND SAFETY

 Strictly followed as per the manufacturer’s Health and Safety recommendations for handling and
use of the materials.
 Ensure all involved personnel shall be aware of the same.
 Specific safety measures have to follow as applicable, and all the safety measures are covered
separately in the project safety plan.

PERMIT TO WORK

Permit to Work (PTW) requirements, both internal and external, in this section. This should cover all

hazardous activities such as Hot Works, Lifting Operations, working at Height, LOTO (Lock-Out Tag-Out),

Confined space working, etc., under the PTW system.

into the project.

RESPONSIBILITIES

Project Manager:

 Ensure all required submittals area made and required plant / tools/ material and manpower is
available.
 Ensure all unloading of material area is according to approvals, contract specifications, approved
drawings, and safety measures are all implemented.
 Ensure necessary coordination with all involved for timely completion of job.
 To ensure that all the equipment and material required executing the work are available
according to the planned construction program.
 To co-ordinate with the Main contractor, MEP coordinator, Safety Officer for a safe and proper
execution of the works.

Site Supervisor:

 Ensure implementation of all safety measures and procedures specific to the nature
 To ensure that all project personnel / site execution team is fully aware of their responsibilities
and have full understanding of related safety rules, procedures.
 To maintain a continuous inspection / surveillance of site activities, implementation of policies,
advise.
 Specification, approved method statement and the shop drawings.
 To provide all necessary information and distribute responsibilities to his construction.
 To monitor the progress of work in relation with the work program and to report to the Project
Manager.
 To co-ordinate with the safety officer and to ensure that the works are carried out in safe
practicing method

DRIVING PERSONNEL AND EQUIPMENT TO SITE:

 Ensure crane/Boom truck and vehicle are in good condition.


 Drive according to road condition and obey site rules.
 Specific attention is paid to all safety measures and quality control in coordination with Safety
Engineer.
 Ensure the operator has the required certificates and valid.
 All drivers will hold a valid license.

LIFTING EQUIPMENT:

 Crane/Boom truck must set up as per standard safe working practice.


 Crane/Boom truck must be sized to be able to safely lift the heaviest load.
 Ensure area is clear of personnel not involved with the operation.
 All personnel on site are required to wear PPE at all times.
 Ensure that the lifting equipment has the required certificate and valid.

INSTALLATION AND FIXATION:

Off-Loading:

 Arrangement of all necessary crane, rigger & operator documentation for review and approval
including lifting plan.

 Use Mobile Crane to off-load the Generator Sets. Capacity of crane shall be capable to carry the
weight of the generator set.
 All safety precaution shall be adhered during offloading.
 Ensure the safety of equipment’s and workers.
 Off load the Generator sets on the designated offloading area.
 If the Generator Room is not ready for generator set installation, proper protection of Generator
set shall be provided and cover it.

Pre-Installation:

 All materials and documentation relevant to this particular section of works shall be checked
prior to the installation.
 Make sure that the generator room is clear and free of debris and foreign materials.
 Ensure that the access for generator set installation is free from obstructions.

Installation:

 It has been presumed that all related civil works have been completed before installation.
 Move the generator from the Altaaqa facility using the crane and/or trailer and set them in site.
 Make sure that the generator with regards to the position of cable entries, exhaust system and
ventilation system is correct.
 Check mechanical operation of off-loading. Verify that the movement is positive.
 Set the generator on its final position on the concrete base.
 Install packaged engine generator to provide access, without removing connections or
accessories, for periodic maintenance.
 Dress and terminate the incoming and outgoing cables on the generator. Ensure that the cables
are supported properly as per the approved details. Cable glands and lugs shall be from an
approved manufacturer (M.V & L.V cables route will be on cables tray).
 After termination works have been completed, clean the generator cable box and ensure that it
is free from foreign materials. Ensure that all the connections are properly tight through the use
of a torque wrench.
 Cover the cable boxes. Bolts and nuts must be tightened properly. Make sure that the generator
room is clean and free from foreign materials.
 The generator will be connected to the designated earthling point using the earthling cable.
 Ensure that workmanship is neat and clean and complying with good construction practices.

 We’ll custom for each Generator M.V C. B and it will not have connected internally with each
other toavoid circulation current (the connection will be only from BB for customer SWG).

COMMISSIONING:

 Test the Generator in accordance to specification and manufacturer recommendation.


 Ensure that all the pre-commissioning checks are carried out successfully and the fuel oil system
& pump is commissioned.
 The batteries shall be connected & the Emergency Stop Function & Crank Termination shall be
checked.
 Installation of muffler, fuel supply system, exhaust ducts, circuit breaker installation connections
to BMS and control wires shall be carried out as per approved specifications.
 Pre & Post installation start up and commissioning at site using available site load shall be
performed in coordination with the client.
 Detailed procedure shall be submitted for testing pre-commissioning and commissioning checks
for client’s approval prior to commissioning of genset.
 Applicable operating instruction, service manuals, recommended spares shall be submitted in
manual.
 All testing will be carried out in the presence of client.
 Test shall be carried out by the competent person.

Important conditions during installation, testing & commissioning

 Customer should provide the access for the crane.


 The time required for termination work will be approximately 12 hrs.
 The sequence for installation will be as the following
1. Offloading the 3 generators
2. Offloading the 3 transformers
3. Offloading C.B in front of each M.V cable connected to (customer generators)
4. Connect 1st Generator M.V cable to 1st C.B
5. Make full shutdown for 9 hrs. to perform excavation work for M.V cable for (G#2 & G#3)
dismantling the M.V cables from customer generators as well to carry out the termination work.

Installation Stage
Installation team will complete site installation, according to the site layout plan as following:

1. Offloading and positioning the power module on its foundation


2. Offloading and positioning setup transformer on its foundation
3. Connect the LV cables between the generator and step up transformer LV side
4. Connect HV cables from transformer HV side to customer feeder.
5. Connect grounding system to equipment
6. Install and connect fuel lines inlet & return from generator to customer fuel system.
7. Visual inspection and check all cables and hoses connection.

Pre-commissioning stage

1. General visual inspection for all power module component (Engine, Alternator, Radiator and
SWG).
2. Check engine oil level
3. Check the engine water level
4. Check the controller parameter setting
5. Adjust base load application setting for the controller

Commissioning Stage

1. Run the engine from EMCP controller and SWG for warm up
2. Check all engine and engine running parameters
3. Confirm that all parameters within range and trouble shoot any problem if required
4. Install the load share control cable
5. Adjust the controller at load sharing mode
6. Check the communication between all generators
7. Check the transformer TAP setting @13,8 KV
8. Keep the MV CB in open position
9. Run the generator 1
10. Check the voltage and phase sequence of the generator 1/LV side
11. Check the voltage and phase sequence of the remaining generator/LV side
12. Synch the generator together
13. Close the remining generators to busbar
14. After successful synchronization, Closing the MV CB to connect the power plant to load

1.0 Introduction

1.1 General Description


The SABRE VCE is a highly flexible unit, suitable for applications in distribution
switchboards, transformer substations, ring distribution networks and as HV
connections to industrial sites and building complexes.
The unit utilises a vacuum circuit breaker, together with a self-powered protection
system in place of the fuse switch combination.
The unit is suited to both indoor and outdoor use and has been designed and tested to
IEC 60129, BS EN 62271 and EATS 41-36 standards.

1.2 Main Variants


The Sabre VCE is only one component within the Sabre Extensible range. The range is
designed to combine to offer a fully configurable switchboard arrangement.

2.3 VCE Detailed Description


The VCE comprises a tee-off vacuum circuit breaker contained within a common SF6
gas insulated chamber. The unit is suitable for both indoor and outdoor applications and
can be used either as a freestanding unit or for direct mounting to a transformer,
complying with EATS 35-1.

2.3.1 Unit configurations


The VCE is available with normal current ratings of either 250A or 630A. Both unit
types are available as extensible to either both sides, or to the left only.

2.3.2 Gas Enclosure


The gas enclosure is manufactured from stainless steel and is fabricated utilising
automatic 'robot welding' techniques to produce consistent leak- free equipment.

2.3.3 Housing
The housing of the VCE is fully treated, using zinc coated steel and electrostatically
applied oven cured paint, to resist weather and pollution attacks. All units are provided
with a hinged, weatherproof and lockable door. The external support legs can be
adapted for varying height requirements.

2.3.4 Tee-Off Circuit Breaker


The tee-off circuit breaker comprises three vacuum interrupters, which have a fault-
make, fault-break rating. Opening of the circuit breaker (tripping) can be achieved
manually by operation of the manual trip bar, via a protection circuit or by remote
tripping.

Earthing of the outgoing cable, from the tee-off circuit breaker, is achieved by the use
of the circuit breaker and in series with an off-load isolator/selector switch. This
ensures that the tee-off earthing facility has a full short circuit-making capability
comparable with the ring main unit on the VCE6 and transformer earthing levels for
VCE2 units.

2.3.5 Operation
All operating positions and instructions are indicated on the main panel at the front of
the unit. Operation is by means of manually independent spring assisted mechanisms,
which are mounted externally to the gas enclosure.

The tee-off vacuum circuit breaker has two operating positions, 'ON', 'OFF', with an
off-load, interlocked selector allowing earthing of the tee-off circuit.

A single, bar type operating handle is stored at the front of the unit, inside the door.

2.3.6 Test Facilities


If cable test facilities are required on the T-off, an alternative interlocked system, using
plug-in connectors, is available.

2.3.7 Interlocks
Positive safety interlocks are incorporated on all switch positions to prevent mal-
operation.

2.3.8 Padlocks
All switch and selector positions can be padlocked.

2.3.9 Transformer Protection
The vacuum circuit breaker enables the VCE to protect transformers with ratings well
in excess of those with a comparable fused unit. Protection is achieved by the use of
ring core current transformers and Time Limit Fuse or a protection relay. The ring core
current transformers are mounted around the rear tee-off bushings, external to the SF6
chamber. The time-fuse links, or the protection relay, are mounted behind a cover at
the front of the unit.

2.3.9.1 Time Limit Fuse Protection


CT's are provided in accordance with the specific requirements of
individual orders and would, typically, be dual ratio to provide
adequate protection for the desired range of transformer rating.

Access for CT ratio change is provided by means of an external cover


plate, which is on the side of the unit.

2.3.9.4 Relay Protection


A wide selection of relays are available, offering overcurrent and earth
fault tripping, fault trip indication and fault type indication through
operator interface.
Relays can be self or auxiliary powered.
Communication protocols can include MODBUS & IEC60870-5-103
via either RS485 & RS232 ports.
