MINISTRY OF SOCIAL WELFARE AND SPECIAL EDUCATION Introduction

Social welfare has universally been recognized as a process of social development through which the potentialities of people (particularly of those who belong to down-trodden and vulnerable segments of society) are stimulated to promote their effective participation in the process of social change for improvement of quality of life. Social welfare as a process of social development provides tools and the skills for instilling confidence in a person to cope with the pressure of disorders and disruptions caused by the forces of social change.

Social welfare is an essential activity in all societies from the least developed to the most developed. In Pakistan, Social Welfare has been placed at Serial No. 25 of the fourth schedule of the concurrent legislative list of subjects in 1973 constitution. In 2004, Federal Ministries and Divisions were reorganized and Social Welfare and Special Education Division was given full fledge status of the Ministry on 2nd September, 2004. Thenceforth, the activities and areas of interest of the Ministry assumed new dimensions.

In pursuance of its mandate assigned in Rules of Business 1973, Ministry of Social Welfare and Special Education envisions and translates into action the commitments of the Government of Pakistan for uplift of the marginalized and down-trodden segments of society. In this connection, this Ministry has an obligation of fulfilling international commitments of the state regarding implementation of the UN Convention on the Rights of the Child (CRC), UN Convention on Rights of the Persons with Disabilities (UNCRDP), related Optional Protocols and International Commitments concerning Social Welfare and Special Education.

The Ministry, through its various Wings and Institutions and in consultation with stakeholders, NGOs and experts, prepare Action Plans/Projects for the welfare of needy people including special persons, women, children and senior citizens. It chalks out

strategies to implement welfare policies and programmes. The Ministry has played an important role to bring civil society along the Government on various initiatives that aim at improving the plight of down trodden people. As a social sector focal point of the Government of Pakistan, it is doing advocacy of the Government policy and vision in the social sector and is lobbying among the stakeholders to achieve the set targets. The Ministry is also performing the role of coordinator by linking civil societys initiatives with that of the Government. Another important task of the Ministry is to combine its efforts with the similar initiatives of the Provincial Governments in a more sustainable manner.

Vision and Mission


Provides enabling environment and opportunities through policies, programs and projects that would contribute to alleviate poverty; promote social progress; educate and rehabilitate children/ persons with disabilities; improve conditions of the marginalized and vulnerable segments of the society.

Problem statement
The Ministry of Social Welfare and Special Education is having an old attendance system and facing problem because the number of employees have increased to 500. Ministry of Social Welfare and Special Education had hire new persons for the attendance of employees, And this is a financial burden on the Ministrys budget. This system is not satisfactory because the administration does not know the entry and departure time of employees. So our project team has proposed a new system which electronically very efficient and performance oriented. The new system is very capable of routing direct into administration department to make decisions and report compiling of employees.

Solution
 The system is designed and developed as a complete and highly advance time and attendance recording system.  The critical and comprehensive demand for fast and easily accessible employee attendance information in the administration departments of Ministry.  All requirements for each individual department is included and encompassed into one whole system through which employee attendance information can be collected, analyzed, compiled and produced in a clear and precise manner, providing a working pattern for each employee in the System.

HRIS History
There is no HRIS System in Ministry of Social Welfare and Special Education Islamabad. This system is designed for the employees of. Ministry of Social Welfare and Special Education the main focus of the system is two types of grades I) II) 1 - 10 11 - 16

This system will provide the instant information about attendance of the employees citied above grades Attendance rules for grade (1-10) i) Starting time for these Grades is 7:30 am. If employees come 10 minute late they will be marked as 10 minute late and 500/- rupees will be deducted from their salaries. ii) End time for office HRS above mentioned grades is 3:30 pm, if any employee leaves the office before 3:00 pm he will be marked by the software as out of the workplace he will be marked as departing early after two consecutive attempts he will be fined 500/rupees from the pay and for the whole day he will have a penalty of 1000/- rupees.

iii) Starting time for Grade (11-16) is 8:00 am if any employee come 10 minutes late, will be marked late by software and 500/- rupees will be deducted from their pays, if any employee comes between 8:00am & 8:10 he will be warned and if next time

commonly same mistake penalty will be charged 1000/- rupees. iv) End Time for Grade (11-17) is 3:00pm leaving the work place before 10 minutes of end time will be marked early departure and warning will be given after doing the same they will result to a penalty of 1000/- rupees and if he leaves the work station before 2:50pm will be marked out of the work place and will be fined for 1000/- rupees.

Installation of Attendance Machine


A biometric device is installed which is part and parcel of the attendance system, this machine takes the thumb impression and pin code of employees.

Testing
After the development of software, its trail will be run by the team of experts to debug the errors for the purpose to give error free software to the end user. The beta version will be debugged and alpha version will be installed on machines, where required.

Documentation and Training


After satisfactory completion of all the above mentioned steps, full fledge training will be given to all the concerned on live data, in order to give them full command on the software. This system must be documented.

Maintenance of system

The implementation processes contains software preparation and transition activities, such as the conception and creation of the maintenance plan, the preparation for handling problems identified during development, and the follow-up on product configuration management.

The problem and modification analysis process, which is executed once the application has become the responsibility of the maintenance group. The maintenance programmer

must analyze each request, confirm it (by reproducing the situation) and check its validity, investigate it and propose a solution, document the request and the solution proposal, and, finally, obtain all the required authorizations to apply the modifications.

The process considering the implementation of the modification itself. The process acceptance of the modification, by confirming the modified work with the individual who submitted the request in order to make sure the modification provided a solution.

Finally, the last maintenance process, also an event which does not occur on a daily basis, is the retirement of a piece of software.

Security of Data
As soon as the alpha version is ready, its installation will be made on the machines of those employees who are recommended by the HOD and are responsible for generating reports for decision making. Access will be granted with secured password to the individuals only for that portion of software which is related to them and not for the whole software. Database will be saved on separate machine and maintain a daily log. Back up will be taken on weekly basis on backup tapes and placed other than the IT department where management decides. Biometric Access
Biometric access controls are the best means of authenticating a user's identity based on a unique, measurable aspect for verifying the identity of a human being. This control confines computer access, based on a physical or behavioral characteristic of the user. By tradition, biometric systems have been used very little as an access control technique. However, due to advances in hardware efficiencies and storage, biometric systems are becoming a more feasible option as an access control mechanism
