In the neantime, Ministry of Urbun Development, Dircctorate of Lstate in 2003

the construction of CGOComplex at Kakkunud, Kochi. The Exccutive Engneer, CPWD ide
his letter dated l2/11/2003, had asked the then Director, WCO-I lo inform the requirement of
accommodation at GPOA, Kakkanad at Kochi. Acordingly, a detailed spake requirement of
15001 sq. mt., was submitted to the Diectorate of Estatc, Ministry of Urban Development, afier
getting duc approval from the competent authority for allotment of space at GPOA, Kakkanad.
Finally, an area of I4484 sq.(i. in "c" Block of 4 and sloor of Kendriya Bhavan had been
allottcd on 6/4/2005. After allotment, the required partition in 4h and $" floor of Kendriya
Bhavan was carricd out after getting approval from the compctent authority and the ofice of the
M&CSD,wCO- finally shifted to Kendriya Bhavan on 03/1 L/2006.
Tilldate no hcence fee was charged/demandcd by the Directorate of Estale. This office

The office of Director Operation West Coast II, at GPOA complex Kakkanad, Kochi
has received a demand note from the Directorate of Estate on charging rent for the space

In this regards, the following points are brought to your kind attention for your
considerate action please.
As anolicy decision, the Government of India, Ministry of Urban Development,
Directorate of Estate, is now charging licence fees @ Rs.36/- per sq. ft. per month for the CGO

complex having more than 4 floors and @ Rs.26/- per sq.ft. per month for the office complexes
having below four floors.
Since 1985 WC-IIOperational office was functioning from rented building having an
area of 1434.66 sq.mt., at Edapally, Ernakulum. Efforts by various HODs and HOOs of WCO
II to acquire a government plot for constructing own building could not be materialized due to
paucity of government land and the decision of Govt. of Kerala insisting to participate in open

WEST COAST-I AT KENDRIYA BHAVAN, KAKKANAD, KOCH!
The committee constitutcd by Deputy Director Gencral and HOD. M&CSD to assess the utilization of space
occupied by Operational office of West Coast-l at Kendriya Bhavan, Kakkanad, Kochi and the actual
requireiment in view of the recent decision of Ministry of Urban [Jevelopment, Gover1ment of india to levy
uniform rental charges for the floor space alloted to various Govcrnment ofices at GCP omplexes all over
India, w.e.f |"April 2017,visited Operalion West Coast -1l office on 20/09/2017 and carried out the necessary
deliberations. Following are the findings and rucommendations of the comnittee.
A -Prcsent Scenario

1. WC-II, M&CSD, GSI, Kochi is located in C- Block of Kendriya Bhavan, Kakkanad, Kochi and occupies
4b and 5 floors of this block. The total area 0ccupied is 14484 sq.ft, which excludes common areas. 1he
iloor-wise plan is given in Anncxure-lA &Annexure-1B.
2. WC-11, M&CSD, GSI, Kochi was shifted here from a rented building having similar floor space at Edapally.
Knchi, in the year 2006 (3/1 1/2006).
3.Tillast April (2017), the officc space, electricity,watcr and maintenance have been given to GIby CPWD

free of cost. Because, of change in policy by the Ministry of Urban Development, the CPWD, has askedmonth
to pay rental charges @36/sq.ît. This amounts to Rs. 5,21,424/- (excluding applicable taxcs) per
(Annexure-2 & 3).
4. As on date, WC-II, M&CSD, GSI. Kochi has onc Director, one Superintcnding Geologist, seven Senior
Geologists and four Geologists. It also has one UDC, one PA, one Driver and two MTS. There is a severe
shortage of staff andthis office also necds few more officers to carry out the FSP. The spáce occupancy details
of the officers, staff, various sections, Labs etc are given in Anncxure-4.

5. Asubstantial amount ofthe area is occupied by Geotechnical Laboratory, Storage area of samples, Petrology
and Sedimentology laboratories, Library. Conference hall and Museum which are essential parts of the office.

6. The required space, as per the entitlement, after the required additional ofiiccrs and staffs once posted, is
14670 sq. ft. (Annexure-5).

7. wC-!I, M&CSD, GSI, Kochi has donc a lot of offshore geotechnical investigations all along the west coast
of lndia. There is aful-fledged Geotechnicat Laboratory. Aformer DG, GSI, during his visit, recommended
that this offiee should be developed as Center of Excellence of training for Marine Geology of GSi. Also, this
is the only office of M&CSD which is equipped to carry out offshore geotechnical investigat:ons.
8. As, the new Geotechnical Vossel of GSl is cxpected to be operational by January 2019, thisofice willbe
the hub of offshore geotechaical activiies of M&CSD, GStand needs to be strengthened further with modern
equipments and machineries.

9. CPWD infomed that if GSI decides to surrender some spacc it has to be a full separate Unit so that the
CPWD can rent out it to some other office.

B- Deliberations

1. Each floor has three units - two units having !661 sq.ft. each (CI & C3) and onc third one is 3920 sq. ft.
