1. General Description and Purpose:


The purpose of this Method Statement is to describe the method to be followed for Setting up all
necessary Site temporary facilities for the Project and ensure that facility set up work related
loading, transportation, offloading, installation and related activities are executed safely in
accordance with the contract requirements; subsequent works are inspected, verified by relevant
Authorities and documented in line with Governing Guidelines / Project specification & Contract
requirements at SAJAA PLANT ELECTRICAL MODIFICATION AND SEWGA GRID TIE- IN ,Site
in Sharjah, UAE.

2. Safety:
This safety brief is to ensure that the public and workers are protected from construction hazards.
Risk assessment is a process of evaluating the potential risks or hazards associated with an
activity, process, or situation and identifying the likelihood (L) and potential impact/severity (S) of
various risks on individuals, environment, assets, or the overall well-being of an organization or
community. Risk assessment involves the following steps:

- Identifying potential sources of harm or hazards that could lead to negative outcomes.
- Once hazards are identified, the next step is to analyze the list of risks associated with
each hazard by evaluating the likelihood and the potential consequences if it does occur.
- Based on the analysis, risks are evaluated based on their significance and priority which
helps identify which risks require immediate attention and which can be managed through
routine measures.
- Control measures are then implemented to reduce or eliminate the identified risks which
can include modifying the task, introducing a safety measure, providing training, or other
measure as deemed necessary.
- Along the construction, regular monitoring, and review of the effectiveness of the control
measures is needed to ensure the risks remain within the acceptable levels.

Severity and likelihood are all set out based on past incidents, expertise, regulations and
standards, and statistics. Control measures are categorized into several types:

- Engineering controls which involve physical modification to equipment, machinery or


processes to eliminate or minimize hazards for example installing safety guards or
barricades.
- Administrative controls which are procedural measure such as implementing work
policies, training programs, work permits, establishing restricted areas etc.
- When hazards cannot be eliminated through other means, personal protective equipment
can be used to protect individuals from potential harms.

6. Site Preparation

Land:

 Loyal construction team shall obtain information regarding existing site services that
may have been placed below ground. Services found shall be rerouted and protected
from any damage in an area ensuring no effect on site activities.
 Loyal shall check the existing elevations and report to the owner including any
apparent errors or discrepancies.
 The existence and location of the surrounding buildings, services and all pertaining

excavation certificate, HSE plan, drawings) from the authorized departments before the
commencement of work at site.

 The Job hazard analysis & Risk hazard involved in various stages of this activity shall be
thoroughly read from the work location prior to start the activity in coordination with
Contractor /Client/Engineer & local Authorities and based on severity of risk involved (Risk
rating) for each of the activity shall be drawn and dealt with.

ACCESS GATE PASS AND PERMIT TO WORK:

 Necessary gate passes, authorization and clearances will be secured by relevant


authorities to facilitate all transportation vehicles/equipment and personnel to enter in to
project premises well in advance. Authority / Client will also be notified about the planned
mobilization and date of entering of all required Equipment's well in advance.
 Necessary Work Permits will be secured from required client Security team and renewed
in accordance with the Governing traffic rules and regulations. Regulations / approved
project work permit system (whichever is applicable) for all activities involved in Site
temporary facility set up work inside or outside the project site. All mandatory
precautionary measures will be implemented.
 Job performer will oversee the all the concerned work with in his area and available with
the work team continuously.

INSTALLATION OF FENCE/ BARRICADING THE PROJECT LIMITS:

 RGCC shall install high visibility fencing across site boundary and all areas to be protected
during the construction progression as shown on the drawing.
 Shop drawing should be submitted and obtained approval from the consultant prior to start
execution.
 Prior to start execution the site of fence shall be sufficiently cleared of obstructions, and
surface irregularities shall be graded so that the fence will confirm the general contour of
the ground.
 Fence lines and the Entrance gates will be set out by a Surveyor as per the Shop drawing
approved by the Engineer.
 Corrugated Fence Panel shall be installed and fixed in a concrete block following the
approved drawing details.
 Each Corrugated Fence Panels shall be clamped properly with anchor bolts rigidly
fastened in the concrete block. Also, Vertical & Diagonal supports shall be rigidly fastened
for each Corrugated Fence panels to ensure the Fence is integrally robust and secure.
 The parameters of the enclosed fence shall be limited as marked-up in the drawing.

TRANSPORTATION/ OFFLOADING PORTACABINS AND OTHER BULK/ HEAVY


MATERIALS:

 Loading & Transportation of Porta -cabins & other heavy equipment's outside Project
premises will be carried out as per Governing traffic rules and regulations.
 Porta-cabins will be hooked / fastened and secured properly with Trailer bed to prevent
any movement while travelling.
 Proper sign flags, indicators will be fixed on Trailer & Porta-cabin. Defined route, speed
limit and mandatory escorting method will be followed.
 Certified Slings, Lifting belts/ hooks, hangers (spreader bar) and D - Shackles will be used
to toe and lift (Loading / offloading / installing) all the Porta-cabins, associated materials
and any other heavy / bulk materials.

 Certified crane operators and trained riggers will be engaged for all lifting operations.
 Cranes will be anchored on a firm, clear and levelled ground. We will ensure that Cranes
& associated equipment's / lifting apparatus will be of suitable & of sufficient capacity to
handle the respective tasks. Movement of personnel around the swing area will be
prevented.
 Prior to unload Porta-cabins or other heavy / bulk materials any fasteners / hooks will be
removed and Porta-cabins / material will be lifted & moved slowly by crane operator in
continuous coordination with Rigger.
 The area where the Porta-cabins to be installed will be make ready prior to offloading the
same with necessary concrete paving / support column to the required line and level. All
location setting up work will be done by Subcontractor's Surveyor and his team.
 Welfare facilities will be provided as per the requirement.
 Painting & Electricals works will be done to the site office porta cabins as per the contract
specification.

SETTING UP SITE FACILITIES:

 Surveyor will continuously provide, check and verify the location, / line and levels of each
and every facility in line with approved drawing 'Site Temporary Facilities', The Temporary
facilities will be provide in line with Contract agreement & Project specifications, will
consist of facilities includes but not limited to below mentioned list:
- Contractor's Site Office facility Client's Site Office facility.
- Car Parking Facility Necessary Access Roads Project Sign Board Project Site Safety
Board.
- Defined Permanent Material Ware House Lay down Area.
- Rest area for Construction personnel Toilet Blocks
- Defined Smoking Shelters Guard / Security Cabins
- Temporary power & water supply network facility Covered Store
- Defined area for Flammable material storage. Diesel Generators with tank bund all
around.
- Necessary Sanitary network with Septic Tank / Holding Tank facility. Induction &
Training Centre.
- First Aid Center
- Defined Waste disposal area.
- Tent for workers rest area.

 All facility areas will be well connected with roads, walk ways as necessary as per
approved Layout drawing. All earth works, concreting, fabrication and erection works for
temporary facility set up will be in accordance with Contract requirements & Specifications.
 All safety precautions, procedure in accordance to approved Project HSE Plan, governing
Rules & regulations and Company HSE Policies will be followed.
 Prior to start and after completion of each facility set up work Company will be asked to
verify the facility in all respects and obliged to provide advice if any.
 All housekeeping, waste management, traffic management will be followed as per
governing Rules & Regulations, Contract specifications and approved Project HSE Plan.
 Site Facility Management Procedure and Emergency Procedure will be followed as per
approved Project HSE plan. Contractor will have exclusive personnel for all necessary
interface activity and coordination between required entities / any other concerned
Authorities like Police, Traffic Department etc. Additional facilities provided if any will be
incorporated in the drawing and revised drawing will be submitted for final approval

CHECKING THE LOCATION OF UNDERGROUND SERVICES:

 Verification of the existing underground services as per the drawings issued by the
Contractor.
 Survey marking for the underground services

GROUND LEVEL VERIFICATION/ ESTABLISH BENCHMARK/ SURVEY POINTS:

 Locate the Project benchmark and mark the location.


 Establish the reference survey point's reference from the identified benchmark in the
project areas marked by the surveyor with proper marking and protection.
 Verification of the existing ground level in the project site by the surveyor prior to start the
excavation.

DISPOSAL OF MATERIALS:

 The removed materials for dumping shall be remove from the site and dispose to the
approved designated locations
 Unwanted soil shall be removed from the site and to be disposed as well.

8. House Keeping:
Site supervisory staff shall ensure that the site remains clean from unwanted waste and that the
ease of access and ingress to and from site is maintained at all time and that the access are kept
free from any kind of dump etc. to provide safe and conducive environment at site. The team shall
provide the water bauzering etc. to protect flying of the dirt and dust in and around the site.

9. Sub-Contractor:
 Ensure the work is carried out as per the Method Statement, Specification and Approved
Drawings.
 Ensure that the resources are available to carry out the work as scheduled.
 Ensure that MSRA trained site supervisors upon approval and prior to work executions, in
addition to periodic training for the MSRA.
 Ensure reporting of any new hazard/incidents/ unplanned events to EHS team to review
of the MSRA.
 Ensure the availability of competent employees to complete the task.
 Ensure the availability of adequate welfare facilities on site.
 Ensure the availability of required PPE at site
