of Time to File Rebuttal Comments

On December 18, 2023, the domestic interested parties of the changed circumstances review
(CCR) of the anti-dumping duty order on raw honey requested a 14-day extension of the
deadline to submit rebuttal comments on the Socialist Republic of Vietnam’s (Vietnam’s)
status as a non-market economy (NME) country. Currently, the deadline to submit rebuttal
comments on Vietnam’s status as an NME country is January 4, 2024.
The Department of Commerce (Commerce) has considered the request and is granting an
extension of the deadline for all parties to submit rebuttal comments (including rebuttal
factual information) on Vietnam’s status as a market economy country. Accordingly, the
deadline to submit rebuttal comments and rebuttal information for all interested parties is
now by no later than the close of business (i.e., 5 p.m. Eastern Time) on January 18, 2024.
Note that parties must specifically identify new rebuttal factual information being used to
rebut information submitted during the initial comment period in the cover letter, otherwise
the submission may not be considered or it may be rejected.
As stated in the Initiation Notice that Commerce published in the Federal Register on
October 30, 2023,1 all comments and factual information on Vietnam’s status as a market
economy country must be submitted in the Federal eRulemaking Portal:
www.Regulations.gov. The identification number is ITA-2023-0010. For further
