No. TPS-1816/CR 452/16/UD-13 :- Whereas in exercise of the powers conferred by sub-
section (1) of section 3 of the Maharashtra Right to Public Services Act, 2015
(MAHARASHTRA ACT NO XXXI OF 2015), the Urban Development Department by
the Notification No.MCO-2015/CR 189/UD-14, dated 23rd June 2015 and vide
Notification No TPS-1816/CR-452/16/UD-13, dated 20th April, 2016 notified the
different Public Services alongwith Designated Officers , First and Second Appellate
Authorities and Stipulated Time Limits for such Public Services (hereinafter referred to
as the said RTS Notifications);
And whereas in view of the Central Government DIPP Reforms - 2017 as well as
Ease of Doing Business Assessment, 2017 reforms, Government of Maharashtra has
already issued the directives No.TPS-3215/CR-193/UD-13 /Dated 11.07.2017 under
Section 154 of the Maharashtra Regional and Town Planning Act 1966 to all Planning
Authorities / Special Planning Authorities / New Town Development Authorities
regarding mandated time limits for Building Permission / Plinth Checking
/completion cum Occupancy Certificate (hereinafter referred to as the said directives);
And whereas in view of the above said directives, the Government of
Maharashtra, considers it expedient to notify the revised time limits under sub-section
(1) of section 3 of the Maharashtra Right to Public Services Act, 2015 for different
services and for that purpose decided to amend the said RTS Notification;
Now, therefore, the Government of Maharashtra, in exercise of the powers
conferred by sub-section (1) of section 3 of the Maharashtra Right to Public Services
Act, 2015 (Maharashtra Act XXXI of 2015), hereby amends the part of the said RTS
Notification and notifies the revised time limit for the following services mentioned in
the schedule;

4 Tree felling Permission as per the Section 45 days

Protection and Preservation of Trees Act,
1975.
5 Online Submission of inspection report in 48 hours from actual inspection of
case of Building permission, Plinth the site.
Checking, Occupation and Tree felling
permission.

6 For processing of application for conversion The powers of change of land use
of land/ change in land use (from the date of zone outside the local /Planning
application) for the lands situated outside the Authority area (i.e. Regional Plan
local /Planning authority area (i.e. Regional area) under Section 20 of
Plan area) Maharashtra Regional &Town
Planning Act, 1966 are delegated to
the Committee Appointed under the
chairmanship of respective
Divisional Commissioner vide
Government Resolution dated
06/05/2015. The total time limit
from application to sanction is 241
days.
