HIRING OF RETIRED ARMED FORCES AND CIVILIAN OFFICERS AS


DISCIPLINE AND VIGILANCE OFFICERS (CDVO) ON CONTRACTUAL
BASIS AS PER EXPANSION PLAN OF NCC

General

1. Ministry of Defence, Govt of India has sanctioned the expansion of NCC vide
their Government Sanction Letter No. 8/20/2024-D (GS-VI) dated 01 Jul 2024.

2. In order to implement the expansion plan, HQ Directorate General National


Cadet Corps (DGNCC) will be hiring retired Armed Forces commissioned officers
(Army, Navy and Air force only) and retired Gp ‘A’ Civilian Officers from central govt /
state govt as Discipline and Vigilance Officers (CDVO) on contractual basis at HQ
DGNCC (New Delhi) and five NCC State Dtes viz UP, MP & CG, P H HP & C, NER &
Mah in Oct 24. JCO, WO, Hony Commissioned rk holders and their equivalent rks/
appointments in other services and govt organisations are not eligible to apply for this
appointment (CDVO).

Requirement of Hiring

3. CDVO will be hired for HQ DGNCC and five NCC State Directorates. The HQ
DGNCC/ State Directorate wise vacancies for hiring are as under:-

HIRING PROCEDURE

4. Hiring at DGNCC/ State Dte Level. The procedure that will be followed for
hiring of DVO is as under:-

(a) Application Submission. Interested candidates will be required to


submit their applications along with duly filled Application Form and relevant
documents both online and in hard copy to official e-mail ID and postal address
of HQ DGNCC / State NCC Directorates as given at Paras 3 & 5 (d). The
application will be submitted by the candidate in individual capacity.

(b) Screening. The applications will be screened by a Board of Officers at


HQ DGNCC / concerned State Directorate, as applicable. This will be done to
ascertain candidate meeting minimum eligibility criteria including educational
qualification, age limits and relevant experience etc. The candidates will submit
Medical Fitness Certificates issued at the time of release from the Army. In
addition, a medical fitness certificate (issued by the CMO/ OIC ECHS as
applicable) stating present fitness state will also be submitted. The documents
provided by the candidate will be validated by the Board of Officers and
thereafter, the list of final candidates will be prepared for interview. The final list
of candidates will be shared to the shortlisted candidates through e-mail.

(c) Interview. Shortlisted candidates will be invited for interview on the


specific dates given by HQ DGNCC / State NCC Dtes at specified locations to
evaluate the suitability of the candidates for the allotted vacancies.

(d) Documents Verification. Candidates who successfully clear the


interview stage will undergo detailed document verification to confirm
qualification, age and experience.

(e) Selection. After completing all the stages of the hiring process the
Board of Officers will select the most suitable candidates for the specified
position and location including the reserve list.

(f) Contract Agreement. Selected candidates will receive appointment


letter after signing the contract with HQ DGNCC and the State Directorates
specifying the terms and conditions of their contract including salary, duration,
location, responsibilities, date of commencement of their service conditions and
other aspects.
(g) Induction. After the contract agreement is signed, the selected
candidates will join their respective posts at designated location on specified
dates.
(h) Probation. On joining NCC, the CDVO shall be on probation period for Three
months. This period shall be utilized for orientation and performance assessment of the
CDVO. However, while on probation, should the performance and discipline of the
CDVO be found wanting or he is found unsuitable; his contract can be terminated by
the DG NCC or the respective head of the particular state NCC Dte, as applicable.

5. How to Apply?

(a) Application Form. The application form will be duly filled and fwd to
HQ DGNCC / the concerned State Directorate both through e-mail and hard copy
depending on the chosen place of hiring as given out at Para 3 & 5(d) The format
of the application form is attached as Annexure 1.

(b) Date of Submission. Last date for Submission of applications online is


20 Oct 24. It is mandatory to send your applications both through e-mail and by
post. Not applying in any one may lead to rejection of application.

(c) Documents Required. The following documents need to be


attached and forwarded:-

(i) Application Form (given in Annexure 1)


(ii) Self attested Copy of Aadhaar Card
(iii) Attested Copy of Address Proof for Permanent & Present address
(iv) Copy of Pension Payment Order (PPO)
(v) Copy of Character Certificate issued by the last army unit/org at
the time of retirement
(vi) Certificates of Army and Civil Courses Done (if applicable)
(vii) Copy of Medical Fitness Certificate issued at the time of release
(viii) Copy of Present Med fitness by CMO/ OIC ECHS
(ix) Form 11 of EPF Act 1952 (Ref Annexure 2)
(x) Insurance Declaration (Ref Annexure 3)
(xi) Pt II orders of Honours & Awards/ Special Achievement (if
applicable)

(d) Contact Details. The application form along with the requisite
documents as per Para 5 (c) will be forwarded to the under mentioned e-mail ID
and postal address depending on the State Directorate/ DGNCC where the
applicant wishes to apply. Any queries regarding filling of application form or the
entire process of hiring may be clarified from the contact number listed out

TERMS & CONDITIONS FOR HIRING OF CDVO IN NCC
ON CONTRACTUAL BASIS

ELIGIBILITY CONDITIONS

6. Service. Should have retired from service as a commissioned Armed


Forces Officer (Army, Navy and Air force only) from all Arms & Services or a retired
Gp ‘A’ Civilian Officer from central govt / state govt, subject to meeting requisite
criteria.

7. Educational and Course Qualifications (CDVO).

(a) Preferably LLM / LLB qualified from a recognized university.

(b) Regular Graduate/Post Graduate Degree from a recognized university.

(c) Should have handled DV and legal cases.

8. Gap in Service. Gap in service should not be more than Two years from the
date of retirement from former service and date of reporting for hiring in NCC.

9. Discipline. For hiring in NCC, the applicant should meet the following

disciplinary QRs:-

(a) No Administrative / Disciplinary award in his entire former service.

(b) Officer previously awarded punishment for offences/ acts of Moral

Turpitude/ sexual harassment and financial irregularities will not be eligible for

hiring in NCC.

(c) No ongoing legal/ disciplinary proceedings.

(d) At the time of retirement / release his character should be EXEMPLARY.

(e) Similar disciplinary QR shall apply to the retd civilian offrs as applicable to

them vide CCS/CCA rules 1965 or State Govt rules / any other rules and

regulations as applicable to their service and as amended from time to time.

10. In addition to the above, officers dismissed, terminated or discharged from


service are not eligible for hiring in NCC.
11. Any imprisonment in civil jail/ mil prison during service or post retirement or
conviction by a civil court post discharge of the individual from the service will render
him ineligible for hiring as contractual D & V officers in NCC.

12. Medical Category.

(a) Medical Fitness Certificates issued at the time of release from the services

will be deposited by all candidates at the time of hiring. In addition, a medical

fitness certificate (issued by the CMO/ OIC ECHS) at the time of signing of

contractual agreement will also be submitted.

(b) Officers placed in Low Medical Category (both temporary and

permanent) during entire former service preceding the date of discharge (even

upgraded to SHAPE–1 before discharge) due to “Alcohol Dependence

Syndrome” and ‘S’ cases are not eligible for hiring in NCC. Similar conditions

of medical status and categorisation as above shall apply to the retd civilian

officer applicants.

(c) Applicant should have basic physical fitness and should not be suffering
from obesity.

TERMS & CONDITIONS OF EMPLOYMENT

13. Initial Terms of Engagement and Extension of Service. The initial Terms of
Engagement on contractual basis will be of Two Years after which one extension of 11
months may be granted by a Board of Officers based on the performance of the
individual. Maximum upper age limit for service in NCC will not exceed 65 years for
CDVO.

14. Probation Period. On joining NCC, the CDVO shall be on probation period for
Three months. This period shall be utilized for orientation, training and grooming of
personnel. However, while on probation, should the performance and discipline of the
DVO be found wanting or he is found unsuitable; his contract can be terminated by
the DG NCC or the respective head of the particular state NCC Dte.
15. Termination of Contract. The contract of CDVO so hired can be
terminated by the DG NCC or the respective head of the particular State NCC
Directorate, as applicable, after giving Three month notice on administrative/ disciplinary
grounds or any other relevant ground. The CDVO can also leave the Job pre-maturely
after notice period of three months or forego three month salary.

16. Discipline in NCC Service. If the CDVO commits any act of indiscipline,
his services can be terminated with approval by the DGNCC or head of the State NCC
Dte, as applicable.

17. Procedure for Disciplinary Action. An enquiry will be conducted at an


appropriate level & forwarded to State NCC Dte for disposal. In case of Major
Disciplinary issues, the employment of the CDVO shall be terminated without any
notice.

18. Pay and Allowances

(a) Contractual D&V Officer so hired will draw an All Inclusive Fixed monthly
Remuneration of Rs 75,000/- (Rupees Seventy Five Thousand only) which
will include all allowances such as DA, Transport Allowance, Kit Maintenance
Allowance, Outdoor Training Allowance, Messing Allowance and HRA.

(b) Annual increment of 3% will be entitled to all hired contractual D&V Officers.

19. Employees Provident Fund. Employees Provident Fund will not be


applicable to this employment as per EPF Act 1952. Applicant to submit Form 11
prescribed in EPF Act 1952 (format attached in Annexure 2) alongwith the application
form.

20. Insurance. All applicants should have mandatorily subscribed to the extended
insurance by Army Group Insurance Fund (AGIF) and life insurance cover (for civilian
applicants) at the time of retirement. A declaration to that effect shall be deposited
alongwith the application form (Format of Declaration attached as Annexure 3).

21. Medical. No addl medical facilities will be entitled as they are already

covered under ECHS and CGHS.

22. Pension. The employment of CDVO is contractual in nature. There will be no


pension liability in current appointment.
23. Uniform and Accoutrements. The CDVO will be turned out in formal wear
according to service guidelines depending upon weather / climatic conditions. Detailed
instrs will be issued by HQ DGNCC and the respective State NCC Dtes later.

24. Posting Management. Retd Officers, while applying, will give three choices of
NCC State Dtes for employment. The contractual D & V Officer hired in NCC will be
employed in his first choice of State / Union Territory, if he makes it in the merit list of
that particular State / UT. However, the Officer selected & not making in merit list
will be given option to be employed in his 2nd / 3rd Choice depending upon the
vacancies available in that state or in any other State / UT where vacancies exists.

25. Accommodation. Under own arrangements.

26. Leave. Earned lve of 1.5 days per month will be applicable in addition to
Sundays and National Holidays, which may be combined to a maximum of six (06)
months, i.e. Nine (09) days at a stretch. Any accumulation beyond six months will
render the leave to be lapsed.
