1. GENERAL PROVISIONS
1.1. This document (hereinafter referred to as Guidelines) describes the procedure for
obtaining a Permit from an authorized Iraqi authority that allows the personnel of LUKOIL
Group and its contractors, involved in the West Qurna-2 Project, as well as bidders, visitors and
guests, to enter and stay at the West Qurna-2 Contract Area.
1.2. The Guidelines are considered to be a corporate functional standard in the area of
corporate security regulating the Business Process "Access Control and Internal Security
Procedures" ("SM - Security").
1.3. Guidelines are based on the requirements of Iraqi legislation, regulating the security of
oil and gas facilities, and the following documents:
- Corporate Security Concept of the LUKOIL Group.
- Corporate Security Policy of LUKOIL Overseas Holding GmbH.
- Guidelines for arranging Access Control and Internal Security Procedures at the facilities of
LUKOIL Overseas Holding GmbH. Group.
- Concept of Integrated Security System for West Qurna-2 Project.
1.4. Rules set forth herein are binding upon all employees of LUKOIL Group and its
contractors, taking part in West Qurna-2 project, as well as bidders, visitors and guests.
1.5. The following terms and abbreviations are used in these Guidelines:

as personnel of contractors, being engaged for one-time (non-
Visitors recurring) works and /or services associated with the Contract
Area functioning.
Very Important Persons, the list of which is compiled by the
VIP Operator's Executive Director and communicated to all those
concerned.
OFPD of SOC Oil Facilities Protection Department of South Oil Company.
Information and Security Clearance Office of the South Region of
ISCO the Iraqi Ministry of Oil is an agency authorized to process
Applications for the access and presence at oil and gas fields,

located in Iraq, and issue Permits to people and vehicles allowing


their access and presence at the oil and gas fields of Iraq.
Oil Police unit of the MOI ensuring security to the benefit of the
Oil Police Forces (OPF) Iraqi petroleum industries at concession and contract areas,
hydrocarbon treatment and refining facilities, including pipelines.
A private security company contracted to render Static and/or
PSC Mobile security services for the Operator or Contractor.
24/7 Operator’s Security Control Center Duty Security
SCC DSC Coordinator, an employee of the Operator.
An authorized employee of the Contractor or visitor, who acts on
his behalf or on behalf of the Contractor and carries out actions,
Applicant required to get a Permit for the access and presence at the
Contract Area from ISCO and Passes (Badges) for specific sites
at the Contract Area and beyond for personnel and/or vehicles.
An employee of the Operator, a representative of the project team
or an Operator's unit, who is authorized by the Project Manager
Contract Administrator (Functional Manager) to administer a contract (cooperate with an
(Contact person) Applicant). Contact details of such employees is communicated
to concerned parties through the contract award (bidding and etc.)
procedure.
The strip around the main Filed facilities, within the boundaries
of which engineering structures and fencing is constructed (ditch,
berm, fence, road, buildings and structures for security personnel,
communication lines etc.) designed to provide the Operator with
Security Perimeter timely information on any individuals, animals and/or vehicles
attempting to infiltrate through this border and to prevent such
attempts as well as to assist security forces to implement their
routine duties and to restrain any attempts of intrusion into the
Contract Area.
A set of measures aimed at providing lawful protection for the
Static Security safeguarded facilities against any unlawful actions.
A set of rules and organizational activities, set forth herein, aimed
at ensuring authorized access to the Contract Area and sites
Access Control (facilities) for the employees and visitors, vehicles and material
supplies.
A set of of rules and regulations, organizational, technical and
Internal security procedure security activities aimed at ensuring compliance with the work
regime established by the Company, security of employees,
visitors, assets and information protection.
A paper, issued by ISCO containing a list of personnel and
vehicles (equipment), or a Badge, which allows its owner to
ISCB Permit getting access and presence at the Contract Area for the period,
while it is valid.

A paper, issued by the Operator's Security or Contractor’s PSC


Access pass from Operator containing a list of personnel and vehicles (equipment), or a
or Contractor Security Badge, which allows its owner to access and presence at the
specific Field facility/site for the period, while it is valid.
A specially equipped location in the security engineering
infrastructure (a set of buildings, structures, equipped with
Checkpoint (CP), Entry security engineering and special protection tools), where access to
Check Point (ECP) the Field (facilities) is provided, access control procedures as
related to Project staff, visitors, vehicles and material assets are
implemented and badges are issued.
Access Control and System for controlling and monitoring the access of personnel,
Monitoring System visitors and vehicles to the Contract Area.

Include ID examination, vehicles and supplies search, questioning


the incoming individuals, who are going to the Contract Area
Inspection and examining (facilities), escorting the vehicles, observation, visual
examination, searching, pursuit, apprehension of the individuals
breaking the rules of access and internal security procedures.
A document, which meets the following requirements:
Valid Document - issued as appropriate and signed by the duly authorized official;
- issued by the appropriate authority;
- not expired;
- has no signs of forgery or retouching;
- held by its owner.

1.6. All other terms used in this Procedure are defined according to the Corporate Glossary
(http://home.msk.lo/Srvs/glossary/default.aspx).
1.7. Getting access to the West Qurna-2 Contract Area facilities is split into two stages:
- stage 1 – obtaining a permit from an authorized Iraqi authority for the access and presence at
the Contract Area;
- stage 2 – obtaining a Pass (Badge) for the access and presence at a specific facility (site, work
area).
1.8. The following documents may be used as a ground to apply for the Permit for the access and
presence at the Contract Area, issued by the ISCO:
- for the employees of the Company – an effective employment contract with the Company.
- for the employees and vehicles of the Contractors - an effective contract with the Operator for
work (services) within the framework of the West Qurna-2 project;
- for the bidders, bidding for work (service) contracts – a decision of the Managing (Executive)
Director on the arrangement of a Contract Area visit.
- for one time short-term visits see Section 4.
1.9. Permits, issued by the ISCO can be Permanent (Attachment 5), Temporary (Attachment 6)
and One time (see Section 4).

1.10. Operator’s Employees get a Permanent Permit from the ISCO for the access and presence
at the Contract Area, when recruited (seconded to Iraq). For this purpose an employee of the
Operator, authorized by the Operator's Managing Director, following the procedure set forth in
the Guidelines, gathers all information, required to fill in the Application form, set by the Iraqi
ISCO (Attachment 2) and together with the Operator's Security organizes the filling of these
forms and their delivery to the ISCO officials. He also tracks the processing of applications,
obtaining of ISCO Permits, extension thereof etc.
1.11. The availability and validity of Permits, passes and badges is checked
-in the course of routine operations (Green level according to the level breakdown, established
in the Company Guidelines) and deterioration of the situation to the Yellow level - by guards of
the Qurna OPF battalion, representatives of the SOC OFPD, guards of the Private Security
Companies at the WQ-2 Security perimeter checkpoints and checkpoints of facilities, work sites
and areas, where the Project team members are accommodated location map and the list of
sites/facilities is set forth in Attachment 8).
- in case of aggravation of the security situation to the Orange and Red levels – by the Iraqi
military at the Defense perimeter checkpoints and/or temporary checkpoints at the boundaries of
the CA.
1.12. Operator Security takes part in the processing of ISCO Permits, but does not have authority
to give any instructions to the management of ISCO, SOC OFPD or OPF commanders in terms
of granting access to the Contract Area.
1.13. In case of any disputes, which may arise in the course of issuing Permits, or failures to
comply with the established deadlines, as well in case of any disputes, when passing the
checkpoint to the CA, an Applicant can call SCC DSC (phone numbers can be found in
Attachment 7) to resolve misunderstandings.
1.14. These Guidelines may be changed from time to time by the Operator, SOC or ISCO of the
Iraqi Ministry of Oil.
1.15. All contractors and organizations, working for the West Qurna-2 project, as well as
visitors, shall fulfill the requirements of these Guidelines and obtain their Permits for the access
and presence at the Contract Area by themselves in a timely manner.
1.16. Timely obtaining (extension) of ISCO Permits for the Contract Area (submission of
applications to ISCO, completeness and accuracy, when executing mandatory documents, etc.)
shall be the responsibility of the Applicants' authorized officials.
1.17. Access and presence of individuals and vehicles at the Contract Area without ISCO
Permits is forbidden by the Oil Police.
1.18. Peculiarities:
- when processing applications for vehicles, Applicants shall bear in mind that according to the
requirements of the Iraqi legislation, saloon type vehicles are not allowed to access and presence
at the Contract Area.
- if it is necessary to visit an area, which was not cleaned of unexploded ordnances/explosive
objects, an Applicant shall execute an additional application form, according to the requirements
of the Access Procedure for Personnel and Vehicles Moving Around and Working in UXO

Uncleared Areas (Facilities) of West Qurna-2 Field, which is submitted by SCC DSC upon
request of an Applicant.
- obtaining permits for the access of vehicles, delivering diesel oil, is regulated by SOC.
Transportation of diesel at the Contract Area is controlled by the special unit of the OPF.
- requirements of the Guidelines as related to the obtaining of ISCO Permits are not binding upon
PSC, which execute ISCO Permits through the procedure, established by the legislation of Iraq.

2. EXECUTION OF A PERMANENT ISCO PERMIT.


2.1. A Permanent Permit (Attachment 5) to an employee and a vehicle is issued by ISCO:
- local staff – up to 1 year (but not exceeding the effective period of an employment (service)
contract);
- expatriate staff – up to 1 year till the expiry date of an employee's visa (but not exceeding the
effective period of an employment (service) contract of the company);
- vehicles – up to 1 year (but not exceeding the effective period of the work (service) contract of
the company);
2.2. In order to get a Permanent Permit
2.2.1. An Applicant not less than 5 working days before estimated day of the visit shall fill and
send an Application form, containing the list of employees and vehicles (Attachment 1), through
the courier (or by e-mail) to the Contract Administrator for endorsement by the Operator's
Functional Manager.
2.2.2. An Applicant prepares information on a CD (compact disc) as per the established
procedure (Attachment 2).
2.2.3. The Contract Administrator checks the documents (see paragraph 1.8 above), which are
used as a ground to apply for a Permanent Permit. If the application is executed in a proper
manner as related to both people and vehicles that have grounds for getting the Permanent Permit
to the Field, the Contract Administrator arranges for the singing of the Application form by the
Operator's Functional Manager and sends it with courier (or by e-mail
[email protected]) to SCC DSC for the approval by the Operator's
Security management.
2.2.4. When the application is signed by the Operator's Security management, the Applicant shall
deliver the Application to the representative of SOC OFPD at the Field, who will prepare a
relevant cover letter addressed to the SOC Director for the Protection Oil Facilities (Attachment
3) and hand it over to the Applicant.
2.2.5. The Applicant will deliver a CD (compact disc) with the pack of filled in mandatory
documents (Attachment 2) and a cover letter from the SOC OFPD to the ISCO office in Basra.
2.2.6. ISCO Manager will review the Application with enclosed mandatory documents and make
a decision on the issuing of a Permanent Permit (Attachment 5) or reject the application.
2.2.7. In the course of execution of a Permanent Permit the Applicant shall stay in touch with the
ISCO Manager's document control office and be ready to provide additional information, if
necessary.
2.3. A Permanent Permit is issued to the Applicant at the ISCO office in Basra.

2.4. ISCO sends a copy of the Permanent Permit to the South region OPF Headquarter to provide
access through the WQ-2 Security Perimeter checkpoints.
2.5. Should it be necessary to extend the effective Permanent Permit, the Applicant shall again
prepare and execute all documents following the procedure described above not later than 10
days prior to the expiry of the Permit.
2.12. Timeframes for the review of Permanent Permit Applications and making decisions thereon
(approval):
- Functional Manager of the Operator – on the day of application.
- Security Manager of the Operator – on the day of application.
- Head of department SOC OFPD at the WQ-2 – one working day.
- Director for the protection of oil facilities, SOC – one working day.
- ISCO Manager – three working days.

3. EXECUTION OF A TEMPORARY ISCO PERMIT.


3.1. A Temporary Permit (Attachment 6) to an employee and a vehicle is issued by ISCO and is
valid up to 21 day:
3.2. A Temporary Permit for the access and presence at the Contact Area is issued, if some short-
term operations need to be fulfilled or for the period, when a Permanent Permit is being
executed.
3.3. The following actions are required to get a Temporary Permit:
3.3.1. An Applicant not less than 48 hours before estimated day of the visit shall fill and send a
scan copy of the Application form, which contains the list of employees and vehicles
(Attachment 1), by e-mail to the Contract Administrator for endorsement by the Operator's
Functional Manager. The copy shall be signed by an authorized Applicant's representative.
3.3.2. The Applicant shall prepare information on paper as per requirements set forth in
Attachment 2.
3.3.3. The Contract Administrator checks the availability of paperwork required to apply for the
Temporary Permit (see paragraph 1.8). If the application is executed in a proper manner as
related to both people and vehicles that have grounds for getting the Temporary Permit to the
Field, the Contract Administrator arranges for the singing of the Application form by the
Operator's Functional Manager and sends it with courier (or by e-mail
[email protected]) to SCC DSC for the approval by the Operator's
Security management.
3.3.4. When the application is signed by the Operator's Security management, the Applicant shall
deliver the Application to the representative of SOC OFPD at the Field, who will prepare a
relevant cover letter (Attachment 4) addressed to the Head of the ISCO office at the Field (or
ISCO office in Basra) and hand it over to the Applicant.
3.3.5. The Applicant delivers formalized documents and a cover letter from SOC OFPD to the
ISCO office at the Field (or ISCO office in Basra).
3.3.6. ISCO Manager reviews the Application with enclosed mandatory documents and makes a
decision on the issuing of a Temporary Permit (Attachment 6) or rejects the application.

3.4. A Temporary Permit is issued to the Applicant at the ISCO office at the Field (or ISCO
office in Basra).
3.5. ISCO sends a copy of the Temporary Permit to the battalion of the Qurna Oil Police to
provide access through the WQ-2 Security Perimeter checkpoint.
3.6. Should it be necessary to get a new Temporary Permit, the Applicant shall again prepare and
submit all documents following the procedure described above not later than 1 day prior to the
expiry of the Permit.
3.7. Timeframes for the review of Temporary Permit Applications and making decisions thereon
(approval):
- Functional Manager of the Operator – on the day of application.
- Security Manager of the Operator – on the day of application.
- Head of department SOC OFPD at the WQ-2 – on the day of application.
- Head of ISCO office at the WQ-2 – on the day of application.

4. EXECUTION OF A ONE-TIME ISCO PERMIT.


4.1. A One-time Permit may be issued on some extraordinary occasions (urgent delivery of
cargoes, equipment or if some urgent work needs to be done), first of all, when the access and
presence at the Contract Area is required on weekends and/or public holidays.
4.2. The following actions are required to get a One-time Permit:
4.2.1. An Applicant shall follow the procedure for getting Temporary Permits, or:
4.2.2. An Applicant shall get in contact with SCC DSC through the Contract Administrator by
calling +964 780 914 7700 or by sending an e-mail to LME.IQ.SecurityCenter@lukoil-
overseas.com, the DSC gets approval from the Operator's Security Manager regarding the
decision on issuing a One-time Permit and together with the representatives of ISCO, SOC
OFPD and OPF commanders provides for the execution of the Application.
4.3. A One-time Permit is registered in the logbook of access control authorities at the WQ-2
Security Perimeter checkpoints. A visitor (vehicle) is given a pass (badge), the format of which
is established by the Iraqi party.

5. GETTING ACCESS TO SITES (WORK AND ACCOMMODATION AREAS).


5.1. The Procedure for getting Passes (badges) for the employees and vehicles of the Operator
and its contractors, involved in the implementation of the West Qurna-2 Project, as well as
bidders, visitors and guests, allowing their access and presence at specific facilities/sites of the
Field (e.g., Well Pads, Pilot Camp, Accommodation Camp, CPF etc.) is regulated by the
Guidelines regulating access control and internal security of these facilities (sites). The above
mentioned Guidelines are being developed
- for facilities under construction - by the Operator's Contractor for civil works as a part of
documentation package mandatory for development under the contract (must be approved by an
authorized Operator's representative, supervising the contract);
- for the facilities accepted for operations – by the Operator's Static Security Contractor (upon
decision of the Operator's Security Director) or the Operator's Security.

When developing their own Guidelines for the organization of access control and internal
security at work sites, Contractors shall be following these Guidelines and Minimal Security
Standards.
Passes (badges) of the Operator's Security and Contractors may be used as IDs, as agreed upon
with ISCO, SOC OFPD and OPF, when entering the Contact Area and facilities (work sites).
5.1.1. Employees of the Company get Passes (badges) for accessing Field facilities upon
recruitment (secondment to Iraq). For this purpose every employee upon arrival at the Field is
briefed by the security team and gets his/her badge at the Operator's Security. Security Manager
of the Operator acting in cooperation with the Operator's Functional Manager shall define
required sites (locations), accessible for an employee. The range of sites (locations) may be
changed, if required, upon request of the Functional Manager.
5.1.2. In order to get access to the Field site/facility the representative of the Contractor under the
contract, acting through the Contract Administrator (Applicant), shall
- send an informal request by e-mail to SCC DSC [email protected]
not later than 48 hours prior to the anticipated site visit (documents may be delivered to the
office by the courier).
- SCC DSC, as soon he gets the request, immediately (within 1 hours) sends the Procedure for
getting a Permit to the facility, which is to be visited or where some work will be taking place, to
the Contract Administrator (Applicant) (Attachment 8).
From then on the Applicant shall follow the requirements of that Procedure.
5.2. In order to get access to a facility/site, located outside the Field (TUBA Tank Farm, Energy
City and EDGO camps, Umm Qasr port etc.) a concerned representative of the Operator or the
representative of the Contractor under the contract (acting through the Contract Administrator)
shall
- send an informal request by e-mail to SCC DSC [email protected]
not later than 48 hours prior to the anticipated site visit (documents may be delivered to the
office by the courier);
- SCC DSC, as soon he gets the request, immediately (within 1 hours) sends the Procedure for
getting a Permit to the facility, which is to be visited or where some work will be taking place, to
the Contract Administrator (Operator's representative, Applicant) (Attachment 8).
From then on the Applicant shall follow the requirements of that Procedure.
5.3. The procedure for searching people, vehicles, cargoes, going through the checkpoint of Field
sites/facilities, the use of technical equipment and K9 dogs, is defined by the Guidelines and/or
Standard Operating Procedures, which are developed by the static security contractor of the
Operator (Contractors) and approved by an authorized representative of the Operator for each
specific contract.
