SUDAN CRISIS AND INDIA’S RESPONSE
Background:

I
l The conflict in Sudan has its roots in the overthrowing of long-serving President Omar al-Bashir by military generals

AT
in April 2019, following widespread protests.
l This led to an agreement between the military and protesters, under which a power-sharing body called the Sovereignty
Council was established to lead Sudan to elections at the end of 2023.
l However, the military overthrew the transitional government led by Abdalla Hamdok in October 2021, with Burhan
becoming the de-facto leader of the country and Dagalo his second-in-command
Recent Conflict
UC
l An armed conflict between rival factions of the military government of Sudan began on 15 April 2023, when clashes
broke out in cities, with the fighting concentrated around the capital city of Khartoum and the Darfur region. As of 20
June, between 3,000 and 5,000 people have been killed and 6,000 to 8,000 others were injured, while 2 million were
internally displaced and 600,000 others had fled the country as refugees.
l The conflict began with attacks by the paramilitary Rapid Support Forces (RSF) on government sites. Airstrikes,
artillery, and gunfire were reported across Sudan including in Khartoum. Throughout the conflict, RSF leader Mohamed
ED

Hamdan “Hemedti” Dagalo and Sudan’s de facto leader and army chief Abdel Fattah al-Burhan have disputed control of
government sites, including the general military headquarters, the Presidential Palace, Khartoum International Airport,
Burhan’s official residence, and the SNBC headquarters. In June, a faction of the militant Sudan People’s Liberation
Movement–North (SPLM-N) led by Abdelaziz al-Hilu started attacking army positions in the south of the country.
Repercussions of the Current Crisis
l Difficulty in Democratic Transition: The battle between the army and RSF has likely made Sudan’s transition to democracy
more difficult.
CE

l It is anticipated the tussle may transform into a wider conflict leading to the country’s collapse.
l Economic Crisis: Sudan’s economy is struggling, battered by hyperinflation and crippled by massive foreign debt.
l Billions of dollars given in international support and debt relief were frozen after the ouster of the Hamdok government.
l Disturbance in Neighbouring Countries: Since Sudan’s location borders seven countries, this conflict may spill over
into neighboring countries and destabilize the region. Chad and South Sudan are particularly vulnerable.
RI

l The situation could lead to major external intervention if the fighting continues. Refugees from Sudan’s contested areas
have already arrived in Chad.
India’s Response: Operation Kaveri
l Operation Kaveri is a codename for India’s evacuation effort to bring back its citizens stranded in Sudan amid intense
fighting between the army and a rival paramilitary force there.
l The operation Involves the deployment of Indian Navy’s INS Sumedha, a stealth offshore patrol vessel, and two Indian
Air Force C-130J special operations aircraft on standby in Jeddah.
l There are about 2,800 Indian nationals in Sudan, and there is also a settled Indian community of about 1,200 in the
country.
