1. Summary of the proposed ordinance, to include the public purpose to be served by
oe proposed ordinance, such as serving the public health, safety, morals, and welfare
$15 80ed ordinance will prohibit unauthorized camping and sleeping on public property. The
purpose is compliance with Florida House Bill 1365 which compels local governments to not allow
camping or sleeping overnight on public property and land owned by the local government. The
ordinance provides an enforcement procedure and definitions to support the intent of the ordinance.
2. Estimate of direct economic impact of the proposed ordinance on private, for-profit
businesses in the City.
a. Estimate of direct compliance costs that businesses may reasonably incur if the
ordinance is enacted.

ordinance or for which businesses will be financially responsible.
There is not a new charge or fee related to the proposed ordinance.
. Anestimate of the City’s regulatory costs, including an estimate of revenues from
any new charges or fees that will be imposed on businesses to cover such costs.
Approximately $1.5 million will be spent on regulatory costs associated with managing and
enforcing the ordinance. This includes the Homeless Outreach Team and Neighbor Support
administrative staff. Total costs related to homeless services is approximately $2.7 milion.
3. Good faith estimates of the number of businesses likely to be impacted by the
proposed ordinance.
There is not a direct negative impact to any businesses associated with this ordinance. Businesses
citywide will be able to report incidences of unauthorized public camping adjacent to their business or
anywhere within the City.
