This heacdquarter is repeatedly receiving appications from Grou 'A nd


Group 'B' (Gazetted) officers seeking permission/NOC to attend E ucational
Institutions outside regular office hours i.e. for part-time, vocational courses tC. due to
partialknowledge of policy guidelines on the subject matter.
2. To circumvent infructuous correspondence and inconvenience f officers
seeking such pemission, it has now become incumbent upon this HQ to slarify the
issue.

3 Subject issue is dealt under following Goverrment policies/rules/OMs


(i) CCS (Conduct) Rules, Rule 15.
(üi) Gol, Ministry of Home Affairs DM No 130/54-Ests (A) dated 26 eb 1g55,
(ii) Gol, Ministry of Home Affairs'OM io 11013/4/77-Est. (A) date 121 May
1977.
(iv) Subsequent amendment thereto abovementioned policy/OMs i any.
4, As per above mentioned poicy/OM, and other relevant guidelines issued by
Govt. from time to time, permission/NOC1o join Educational institutions outs de nornal
office hours has to be granted by administrative aut:rities i.e. Controlling Heads of
office of the officer. For clarity, CcWE has the authority to grant such permis sion to his
DCWEs, ACWEs and other subordinate oficers in,his.office including GE: for whom
he serves as controlling officer. Simiiariy, GE can grant parmission to his \GEs and
the entire hierarchy continues accordingly iin authority bestowed at all HO s.
