THE RAILWAY SERVANTS
PASS RULES

They shall apply to all railway servants under the
administrative control of the Ministry of Railway.
Pass rule shall not apply to :-
(i) an apprentice engaged under the Apprentices Act:
(ii) a person in the casual employment or employed on
daily wages:
(iii) any person under the administrative control of the
Ministry of Railway who by a general or special
order is, excluded from the facilities of Pass or
Privilege Ticket Order under these rules.
Definitions : In these Rules, unless the context
otherwise requires:
(i) Adopted child means child for whom there is
satisfactory proof of adoption irrespective of the
fact whether such adoption is permissible or not
under the personal law governing the railway
servant concerned.
(ii) Attendant :- means a person exclusively employed
on salary in the personal service of Railway Servant.
(iii) Dependent relative in relation to railway servant,
whose father is not alive means :-
a) Widow Mother including a divorced mother
b) unmarried or widowed sister
c) brother, step-brother under twenty one years
of age provided he resides with and is wholly
dependent on the railway servant.
d) invalid brother of any age and
e) brother who has attained the age of twenty
one years and is a bonafide student of a
recognized educational institution.
Family includes :
(i) Spouse whether earning or not
(ii) Son or sons who have not attained the age of 21
years and are wholly dependent
(iii) Son or sons of the age of 21 and above who are :
a) bonafide students
b) engaged in any research work and do not get any
Scholarship/ Stipend;
c) invalid, on appropriate certificate from Railway
Doctor.
(iv) unmarried daughter of any age whether earning
or not
(v) Widowed daughter provided she is dependent
on the railway servant;
(vi) legally divorced daughter who is dependent on the
railway servants;
KINDS OF PASSES
1) Duty Pass: A railway servant may be
issued a duty pass for performing journey
while on duty. The categories of railway
servants, the circumstances and the
conditions under which a duty pass is issued
and type of passes issued are as under:
ON DUTY
A) 'Gold Pass‘
Chairman and Members of Railway Board including
Financial Commissioner for Railways and Officers who are
equal in grade and status, Chief Commissioner for Railway
Safety and General Managers of Railways, Production
Units and other Establishments etc.
Gold Pass holder while travelling with members of his
family is entitled to travel in any class over Indian
Railways.
A) 'Gold Pass‘
Note: While travelling with family the holder of a
Gold Pass may have (a) not more than two berths
in first A.C. class and two berths in A.C
Sleeper/First Class or (b) not more than four
berths in A.C. Sleeper/first Class.
B) 'Silver Pass‘
Senior Administrative Grade officers of the Railways and in
Railway Board or Heads of the Department of the Railway
Administrations.
Entitles the holder to travel on Indian Railways alone in
any class, or along with his family in any Class other than
First A.C. Class, or in First A.C. class on payment of one
third difference of fare between First A.C. Class and A.C.
Sleeper for his family, subject to reserving a maximum
number of four berths.
C) 'Bronze Pass'
Rest of all Officers of Indian Railways.
Entitles the holder to travel on Indian Railways alone in
any Class or along with his family in any class other than
First AC Class or in First AC Class on payment of 1/3rd
difference of fare between First AC class and AC Sleeper
class for his family, subject to reserving maximum
number of four berths.
D) Card Pass for First Class 'A‘
Officers of the Ministry of Railways whose duties
necessitate frequent journey.
Entitles the holder to travel in a class other than First AC
on Indian Railways alone or along with his family
between the stations and for the period mentioned in
such pass, subject to utilisation of maximum number of
four berths
g) Cheque Pass for First Class 'A'
All other Officers of the Ministry of Railways and Railway
Establishments
Entitles the holder to travel in a class other than First AC
on Indian Railways alone or along with his family
between the stations mentioned in such pass, subject to
utilization of maximum number of four berths
Note :- Card Passes with All India validity, may be issued
to below JAG officers/staff with the personal approval of
General Manager, on merit of each case.
Group 'C' & Group 'D' Officers
a. 'Card Pass' for the same class to which the railway
servant is entitled on privilege provided his duties require
frequent journey.
b. 'Cheque Pass' for the same class to which the railway
servant is titled on privilege account
Entitles the railway servant to travel alone between the
stations and for the period mentioned in the Card Pass.
ENTITLEMENT FOR TRAVEL BY RAJDHANI EXPRESS
WHILE ON DUTY
1) Gold Pass holders- First AC Coupe or four
berths in 2-AC
2) Silver Pass holders-One berth in First AC for self and
one extra berth for the eligible family member on
payment of 1/3rd difference of the fare between 1st
AC and 2nd AC of Rajdhani Express Trains OR
Two berths in 2-AC or four berths in 3-AC
3) Metal & First 'A' Pass holders (Pay Rs. 14,300/-
& above) One berth in First AC or two berths in
2-AC or four berths in 3-AC
4) Metal & First 'A' Pass holders (Pay Rs. 12,000/- &
above but less than Rs. 14,300/-) One berths in 2-AC
or two berths in 3-AC
5) Metal & First 'A' Pass holders (Pay less than Rs.
12000/-) One berths in 2-AC or two berths in 3-AC
6) First Class pass holders One berth in 3-AC
PASS ON TRANSFER CHEQUE PASS
Group 'A' and 'B'
Cheque Pass for self, family and dependent relatives as
defined in Rule 2(c) of these rules for the class of his
entitlement on privilege account to the transferred station.
For this purpose, father of the Railway servant if residing
with and wholly dependent upon the Railway servant may
also be included.
Group 'C' Cheque Pass for self, family and
dependents as for Group 'A' and Group 'B' above,
for the class of his entitlement on privilege
account to the transferred station;
Group 'D' Cheque pass for self, family and
dependents as defined for Group 'C' employees for the
class of his entitlement on privilege account to the
transferred station.
2. Privilege Pass: These are the passes issued to the
serving employees. These passes are debited to the pass
account of the individual employee. The scale of passes
to be issued to Railway servants is as under.

(a) Group “A” & “B” (Gazetted Officers): They are
entitled for 6 sets of passes and 4 sets of PTOs
(b) Group “C” one set of pass upto the end of 5th year
of service and 4 sets of PTOs during the calendar
year.
(c) Group “c “ After 5 th Year of service 3 sets of pass
Passes/PTO (Route):
(i) two alternative routes are available for destination,
for example Bombay to Calcutta via Nagpur or Via
Allahabad and Bombay to Delhi by Central Railway or by
Western Railway- such passes may be permitted by
either route irrespective of the distance involved; or
(ii) the distance to destination via a longer route
preferred by railway servant does exceed 15% of the
distance via the direct route; or
(iii) The longer route to destination is quicker than the
direct route irrespective of distance involved.
• Unlimited Break journey is permitted only where it
is mentioned on pass.
• If both husband and wife are railway servants,
passes are granted to both of them on each other’s
account.
• Apprentices are also entitled for passes as
admissible to Railway employees but the passes are
not issued to the families of apprentices.
• Passes issued to railway servants should be made
available by Mail/Express trains irrespective of any
distance.
Period of availability:
• 5 months – Pass & PTO
3. School Passes:
• When child is studying away from HQ of railway
servant
• 6 Half sets
• One guardian allowed up to the age of 18 years of
child
• For Girl child, no age limit for including guardian
• Return/onward journey by guardian will not count
• Certificate from schoold/college is necessary
4. Post –Retirement Passes:

20 years’ service. irrespective of the date of
retirement for self and wife.
5 Widows pass:
(a) Half the number of passes, her husband was entitled to
according to date of death.
(b) Minimum of one set of pass every alternative year.

5. Residential Card Pass : Residential Card passes are
issued to those railway servants who live away from
the place of work and have to travel to their place of
work where this facility was in vogue prior to
14.1.1953. (On approved routes /Kms)
Note : No attendant is allowed in Residential Card
Pass.
6. Special Passes : A Special pass may be issued to
family members or dependent relatives on :
(a) Medical grounds
(b) Sports Account
(c) For Scouting activities
(d) Cultural functions.
(e) Physical handicapped persons.
(f) Passes to staff of Railway Co-operative
Society/Bank, SBF
• Passes to Staff of Railway Co-operative Societies,
Bank, SBF.

3rd to 20th year of service One set p.a.
21st year and above Two sets p.a.
PTO:-
Two sets after completion of one year’s service
• Grant of Passes to non-Railway men/Organization.
The General Manager may exercise his discretion in
grant of special passes provided.
