INTRODUCTION

Background of the study

Traffic congestion could be a condition in transport where it has huge crowds, slows the

speed of vehicles and even it increases the vehicular lengths. Traffic congestion on city road

networks has increased rapidly, since the 1950s. When the traffic demand is great then the

interaction between the vehicles reduces the speed of the traffic and finally results in traffic

congestion. To overcome such circumstances in present scenario, smart traffic management

system can be initiated and we are in study to find a solution to make traffic free city. This

system helps in monitoring the traffic signals and flow of vehicles by means of image processing

with CCTV cameras. CCTV cameras help in image processing and identifying the number of

vehicles passing in the road surface. It helps in abating the traffic congestion in the road and

fuel consumption of the automobiles. Sensors are used for detecting the number of vehicles and

speed. By coordinating the CCTV cameras and sensors the collected information can be sent to

Variable Message Sign (VMS) Boards. This board displays the information regarding traffic to

the road users. It helps in diverting and altering the roads at the earliest where the waiting time

is reduced. Though the waiting time is reduced, fuel is consumed automatically. Therefore,

reduction in the fuel consumption helps to control the air pollution. By creating the control

system and detecting the problems faced in the road, traffic congestion can be reduced and

provide traffic free environment. As we face rapid growth of our country's population, smart

traffic management system provides people to have smooth transportation network which would

find a way to reach their destination soon and make their journey better forever (2021,

Shahithya et al.).

The researchers’ purpose is to find a way to improve the traffic conditions in Quezon

City, to find the causes of traffic and problem and to be able to find solutions to lessen the traffic

and also to look for ways to improve implemented Department of Public Order and Safety

(DPOS) traffic ordinance. This study may be significant solution in knowing how the researchers

could improve and implement the ordinances and proper traffic management in a junction where

traffic congestion and accident usually occurs. More important, the study will analyze the traffic

management in Quezon City particularly in SM Fairview. The researchers used the descriptive

research method. It can be explained as a statement of affairs as they are at present with the

researcher having no control over variable. The researchers used articles from newspapers,

magazine, books and part the research studies was also need to guide on. The researchers

also used a written approval signed by the chairman of General Luis Street to allow the

researchers to distribute questionnaires and conducting interview with the “Implementation of

Traffic Ordinance of DPOS” as part of research protocol.

The respondents were described according to different demographic profiles. Majority of

the respondents were from the age bracket of 50 years old and above; 52.5% were male; 55%

were married and 50% were high school graduate. There were factors that causes traffic and

one of those was lacked of traffic enforcers on the said area. There were problems encountered

by the respondents because of non-implemented traffic ordinances. There were psychological

effects experienced by the respondents due to the encountered problems. There were also

factors that affect the implementation of traffic ordinance. The findings of the study show the

various factors that affect the implementation of traffic ordinance on the said area. It can be

used as basis for proposed measures to improve the implementation of the traffic ordinances of

the DPOS and prevent the problems that the respondents are encountering. (Verzosa et.

al.,2019)

Traffic congestion is a prevalent issue in urban areas around the world, including

Buenamar Drive Corner Sarmiento, Novaliches Quezon City. The heavy traffic in this barangay

has become a major concern for residents, businesses, and local government officials. The

impact of heavy traffic in Buenamar Drive Corner Sarmiento, Novaliches Quezon City is

multifaceted, affecting not only the daily lives of individuals but also the overall economic and

social well-being of the community.

One of the primary consequences of heavy traffic in Buenamar Drive Corner Sarmiento,

Novaliches Quezon City is the significant increase in travel time for residents and commuters.

The congestion on major roads and intersections in the barangay leads to delays in reaching

destinations, causing frustration and stress among individuals. This prolonged travel time also

results in decreased productivity and efficiency, as individuals spend more time on the road

instead of engaging in productive activities.

Furthermore, heavy traffic in Buenamar Drive Corner Sarmiento, Novaliches Quezon City has

negative implications for the environment and public health. The high volume of vehicles on the

road contributes to air pollution, leading to poor air quality in the barangay. This pollution can

have detrimental effects on the respiratory health of residents, particularly vulnerable

populations such as children and the elderly. Additionally, the noise pollution generated by

heavy traffic can disrupt the peace and quiet of the community, affecting the overall quality of

life for residents.

In light of these challenges, there is a pressing need for sustainable traffic management

strategies in Buenamar Drive Corner Sarmiento, Novaliches Quezon City by implementing

effective measures to alleviate traffic congestion and improve traffic flow, the barangay can

enhance the overall livability and sustainability of the community. Sustainable traffic

management strategies may include the implementation of traffic calming measures, such as

speed bumps and roundabouts, to reduce vehicle speeds and improve safety on the roads.

Additionally, the barangay can explore the possibility of promoting alternative modes of

transportation, such as walking, cycling, and public transportation, to reduce the reliance on

private vehicles and alleviate traffic congestion.

Usually the impact of heavy traffic in Buenamar Drive Corner Sarmiento, Novaliches Quezon

City is a complex issue that requires a comprehensive and sustainable approach to address. By

understanding the various implications of traffic congestion on the community, stakeholders can

work together to develop effective traffic management strategies that promote a more

sustainable and livable barangay. Through collaborative efforts and innovative solutions,

Buenamar Drive Corner Sarmiento, Novaliches Quezon City can create a more efficient and

environmentally friendly transportation system that benefits all residents and contributes to the

overall well-being of the community.

Traffic management functions directly or indirectly affect the lives of people. The

management’s failure to perform effectively may affect them in terms of security, financial status

and personal endeavors. In some sections of Metro Manila, traffic extends through some part of

Buenamar Drive Corner Sarmiento, Novaliches Quezon City. Without any hesitation, traffic is

the most critical problem inthe area. As demand approaches the capacity of a road (or of the

intersections along the road), extreme traffic congestion sets in. When vehicles are fully stopped

for periods, this is colloquially known as a traffic jam or traffic snarl-up. Traffic congestion can

lead to drivers becoming frustrated and engaging in road rage. The researchers aim to get

perceptional the respondents on the factors affecting traffic condition along Buenamar Drive

Corner Sarmiento, Novaliches Quezon City.

The study used a descriptive method of research to show the assessment of the

respondents on the traffic situation along Buenamar Drive Corner Sarmiento, Novaliches

Quezon City. A descriptive method is used to describe the characteristics of a population or

phenomenon being studied. It used descriptive data through pre-survey, interview and self-

made questionnaire for Traffic Management Group Personnel, commuters/pedestrians and

motorists. The study, therefore, makes an effort to measure the situation of traffic management

as expressed by the traffic enforcers along Barangay Nova Proper, Novaliches City. The

respondents of the study are ten (10) Commuters, ten (10) Drivers and ten (10) Traffic Enforcers

along Barangay Buenmar, Novaliches Quezon City.

Review related literature

This part presents the relevant literature and studies that the researchers considered in

strengthening the importance of the present study.

(x`Humayun et al., 2022) The expansion of technology in metropolitan centers draws

people to cities, which causes excessive traffic on the roadways during peak hours. This

exacerbated the traffic situation, resulting in a delay, a loss of resources, and a waste of time.

Like any other metropolitan metropolis, Riyadh, Saudi Arabia, has everyday traffic congestion

during business hours. The current traffic management has made many attempts to ease traffic

congestion in cities; despite these measures, the problem has not been solved adequately. To

handle this road congestion, there is a need to appropriately store the big data collected by

traffic sensors and utilize it for efficient traffic management employing cutting-edge technology.

This study provides an architecture for a smart traffic management system that uses modern

technologies such as the Internet of Things (IoT), cloud computing, 5G, and big data to aid

conventional traffic management systems and efficiently handle the stated problem. The

proposed technique has the potential to reduce traffic congestion significantly. Our proposed

solution encourages mobility by using roadside messaging agents to offer real-time traffic

information on traffic congestion and unexpected traffic incidents. Citizens will save time by

getting these early warning messages, particularly during peak hours. As part of the suggested

method, each signal dashboard gets traffic information. A case study is used in the research to

evaluate alternative solutions to traffic congestion. The case study results show that the

proposed strategy outperforms the present options.

(Andoy, 2023) Puerto Princesa City experienced traffic because of the bigger volume of

vehicles in the city there are sometimescausing of accidents that cause traffic. This study

focused on the evaluation of the causes and effects of the problems encountered by the traffic

management system. This study uses a descriptive design of research to findout the Traffic

Management System of Puerto Princesa City encountered problems and its possible situations.

TheResults show that the traffic management system implementation of the City government

smooths traffic flows,reduces accidents, and implements the rules and regulations concerning

traffic systems and management should be evaluated its problems, issues, and possible

solutions. The growing number of vehicles in the city experienced that cause traffic,

malfunctions of traffic control devices, narrow roads, lack of discipline among drivers, lack of

awareness of the pedestrians on traffic codes and regulations, and accidents on roads, no

centralized terminals for public vehicles are now experienced and happen in our city as

observed traffic problems. These problems need

to be addressed and given immediate attention and the community perceived towards Best Pos

sible Solution tominimize the cause of traffic problems.

(Alharbi et al., 2021) Every day, many road accidents take place in different parts of the

world. Thousands of people die in these accidents, and many more are injured, leaving some of

them with crippling and permanent disabilities. Different countries employ different traffic

management methods based on their requirement, and social, geographical and cultural needs.

Information technology plays a decisive role in managing traffic and reducing incidents. Many

researchers have contributed to improve the ways of traffic management, by using technology.

However, we do not find a comprehensive management solution to take care of all traffic related

issues. In this paper, based on demonstrated benefits, significance and capabilities, we identify

technologies and tools to form a comprehensive solution for managing all traffic related

problems.

(Gangwani D. & Gangwani P., 2021) Due to the tremendous population growth in the

country, the use of vehicles and other transportation means has increased which has led to

traffic congestion and road accidents. Hence, there is a demand for intelligent transportation

systems in the country that can provide safe and reliable transportation while maintaining

environmental conditions such as pollution, CO2 emission, and energy consumption. This paper

focuses on providing an overview and applications of how Artificial Intelligence (AI) and Machine

Learning (ML) can be applied to develop an Intelligent Transportation system that can address

the issues of traffic congestion and road safety to prevent accidents. We will then re-view

various ML approaches to detect road anomalies for avoiding obstacles, predict real-time traffic

flow to achieve smart and efficient transportation, detect and prevent road accidents to ensure

safety, using smart city lights to save energy, and smart infrastructure to achieve efficient

transportation. Next, we review various AI approaches such as safety and emergency

management system to provide safety to the public, autonomous vehicles to provide economical

and reliable transportation. We then propose smart parking management and how it can be

used to find parking spaces or spots conveniently, incident detection which detects the traffic

incidents or accidents in real-time provides a report. Finally, we conclude with predictive models

and how the algorithms utilize sensor data to develop an Intelligent Transportation System.

(Chen Y et al., 2022) This review article studies the primary public datasets helpful in

developing models to address the identified problems, complemented with a deep analysis of

the works related to traffic state forecast and intersection-signal-control models. Our analysis

found that deep-learning-based approaches for short-term traffic state forecast and multi-

intersection signal control showed reasonable results, but lacked robustness for unusual

scenarios, particularly during oversaturated situations, which can be resolved by explicitly

addressing these cases, potentially leading to significant improvements of the systems overall.

However, there is arguably a long path until these models can be used safely and effectively in

real-world scenarios.

(Wang et al., 2023) However, the use of advanced in traffic management systems has

introduced new safety challenges. Therefore, it is important to ensure the safety of these

systems to prevent accidents and minimize their impact on road users. In this survey, we

provide a comprehensive review of the literature on safety in traffic management systems.

Specifically, we discuss the different safety issues that arise in traffic management systems, the

current state of research on safety in these systems, and the techniques and methods proposed

to ensure the safety of these systems. We also identify the limitations of the existing research

and suggest future research directions.

(Uden et al, 2021) Last-mile logistics is both a source and cause of problems in urban

areas, especially problems related to traffic congestion, unsustainable delivery modes, and

limited parking availability. In this context, multiple sustainable logistics solutions have been

proposed. We focus on micro-depots (MDs), which can function as a consolidation center and a

collection-and-delivery point for business-to-consumer (B2C) small parcels. This paper presents

a new research idea that extends the existing MD solution by introducing the concept of a

shared MD network with parcel lockers. Such networks enable multiple logistics service

providers (LSPs) and/or business partners to use an MD while minimizing their individual costs

and optimizing the use of urban space. We present case studies of such shared MD networks

operating in the cities of Helsinki and Helmond. We provide a framework for auxiliary

businesses that can exploit the existing MD structure to offer services to the surrounding

population. Finally, we define metrics for evaluating the success of shared MD networks while

considering social, environmental and economic objectives. The case studies highlight the

complexity of implementing such a solution; it requires stakeholders’ involvement and

collaboration. In particular, deciding on the location for a shared MD network is a critical phase,

since local authorities have their own regulations, and residents’ preferences are usually

different than LSPs’ ones. Nevertheless, if these challenges are overcome, this sustainable last-

mile logistics solution has a promising future.

goods and people which marks the backbone of the economy and sustainable development.

Rapid urbanisation in developing countries has resulted in transport facilities and infrastructure

failing to cope up with the huge demand and this resulted in traffic congestion, delays in

movement, high travel costs, noise and air pollution and road carnage which negatively affected

the rate of economic development. Traffic had to a greater extent contributed to global warming

which is causing climate change thereby distorting the environment and undermining it for the

future generations. how traffic management strategies helps improve the flow of traffic which in

turn reduces congestion, environmental pollution and thereby creating a concussive working

and traveling environment for sustainable development in developing countries. This research

goes into detail in recommending how city planners can improve the road network, traffic and

parking facilities to avoid inconveniencing road users as well as to reduce carnage on the roads.

The proper planning of road networks in cities goes a long way in promoting sustainable

development especially in developing countries. Environment protection is tackled also in the

paper which highlights ways in which traffic affects the environment and how the damage can

be reduced.

Hypothesis

There is no significance between heavy traffic in Buenamar Drive Corner Sarmiento and

sustainable traffic management strategies.

Scope of the study

The study aims to assess the impact of heavy traffic in Buenamar Drive Corner

Sarmiento, Novaliches Quezon City, and to propose sustainable traffic management strategies

to address the issue. The scope of the study will focus on the traffic situation in Buenamar Drive

Corner Sarmiento, particularly along major roads and intersections that experience heavy

congestion during peak hours. The study will also consider the perspectives of residents,

commuters, and local authorities on the traffic problem in the barangay.The study will

specifically look at the impact of heavy traffic on the daily lives of residents, businesses, and

commuters in Buenamar Drive Corner Sarmiento.

The findings of the study will be used to develop sustainable traffic management

strategies tailored to the specific needs of Buenamar Drive Corner Sarmiento. These strategies

may include improvements to road infrastructure, implementation of traffic control measures,

and public awareness campaigns on responsible driving behavior. The goal is to enhance the

overall traffic flow in the barangay and promote a more sustainable and efficient transportation

system.

In conclusion, this study on the impact of heavy traffic in Buenamar Drive Corner Sarmiento,

Novaliches Quezon City, will provide valuable insights into the challenges faced by the

community and offer practical solutions to improve traffic management in the area. By focusing

on a specific barangay and employing an analytical approach, the study aims to contribute to

the development of sustainable traffic management strategies that can be replicated in other

urban areas facing similar traffic issues.

The study, therefore, makes an effort to measure the situation of traffic management as

expressed by the traffic enforcers along Buenamar Drive Corner Sarmiento, Novaliches City.

The respondents of the study are ten (10) Commuters, ten (10) Drivers and ten (10) Traffic

Enforcers along Buenamar Drive Corner Sarmiento, Novaliches Quezon City. This study

collected data approximately from January 2024 to August 2024.

Significance of the study

The purpose of the study is to determine the Impact of Heavy Traffic in Buenamar Drive

Corner Sarmiento, Novaliches Quezon City Towards Sustainable Traffic Management

Strategies. This study will give benefits to the commuters, drives, traffic enforcers, teachers, and

for the future researchers.

and drives, they are the main concern for this study, if the Sustainable Traffic Management

Strategies can really have impact on traffic around Buenamar Drive Corner Sarmiento.

Definition of terms

To provide a better understanding of the study the following terms were given meaning through
how it is used in the study.

Traffic congestion: Traffic congestion refers to the situation where the volume of vehicles
on a road exceeds its capacity, leading to slower speeds, longer travel times, and increased
frustration among drivers. In Buenamar Drive Corner Sarmiento, traffic congestion is a daily
occurrence, especially during peak hours.

Sustainable traffic management: Sustainable traffic management involves implementing


strategies that reduce the negative impacts of traffic congestion while promoting environmental,
social, and economic sustainability. This includes measures such as improving public
transportation, promoting walking and cycling, and implementing traffic calming measures.

Traffic flow: Traffic flow refers to the movement of vehicles on a road network, including
the speed, density, and volume of traffic. In Buenamar Drive Corner Sarmiento, traffic flow is
often disrupted by bottlenecks, intersections, and road closures, leading to congestion and
delays.

Public transportation: Public transportation refers to the system of buses, trains, and

Research Locale

The study was conducted at the Buenamar Drive Corner Sarmiento, Quezon City. This

location, specifically Barangay Nova Proper, was randomly selected to exemplify the adaptation

made by the selected commuters, drivers, and traffic enforcers. The information gathered from

respondents will be used to better understand their struggles and to meet their necessities.

Population and Sampling

The study's respondent is composed of ten (10) commuters, ten (10) drivers, and ten (10)

traffic enforcers from the Barangay Nova Proper, the researchers decided to focus on those

who passed by on the Barangay Nova Proper, as it is difficult to administer and distribute

questionnaires to everyone. Convenience sampling is used as a technique for selecting

participants based on their accessibility and availability from various strata of the population.

The obtained respondents are capable of presenting their own point of view according to the

study of the impact of heavy traffic.

Respondents were given some questions to answer based on their personal point of

view or perception of the following problems experienced by daily passing by barangay nova

proper as they route.

Research Instrument

The instrument used was a researcher – made questionnaire checklist to gather the

needed data for the faculty member’s profile. The draft of the questionnaire was drawn based

on the researcher’s readings. In the preparation of the instrument, the requirements in the

designing of a good data collection instrument were considered. For instance, to accommodate

the respondents' knowledge readiness, statements detailing the scenario or issue were toned

down. Preference for the use of the semi – structured questionnaire is based on several

research assumption, a) avoiding personal bias, b) putting less pressure on respondents’

immediate response, and c) offering respondents a stronger sense of anonymity Finally, open-

ended questions were included to allow for freely formatted opinions on the topics or issue. In

this way, the instrument is authorized to obtain valid responses of the faculty members. In

addition, the instrument was validated by our research professor before it laid on to the study.
