JOINT CIRCULAR NO. Ol OF 2017
JOINT ENGINEERING & SIGNALLING CIRCULAR

Sub: Joint Inspection of Points and Crossing by the Divisional Officials of Engineering and S&T
Departments for Points operated by Point Machine having throw of 143mm.

ln supersession of all the earlier instructions on the subject, the following instructions are issued in
respect of Joint lnspection of Points & Crossing and Track circuits by the Divisional Officials of
Engineering and S&T Departments.

1. SCOPE OF THE INSPECTIONS:


The Joint lnspection shall cover all the Engineering and Signalling aspects that are essential of
ensuring correct and smooth operation of the points. This would mainly focus on the portion
between SRJ and the Heel of the Switch. The tolerances specified are only for the proper working of
the connected equipments.

2" FREQUENCY AND LEVEL OF !NSPECT!ON:


Every interlocked point in yard shall be jointly inspected by SSE/P Way and SSE/Sig or Sectional
SE/JE/P.Way and SErE/Sig of section once in 3 months according to the pre-determined schedule.
Station wise programme of inspections will be drawn up in advance by ST.DSTE and ST.DEN Co-
ord./Sr.DEN and issued to SSEs of P-Way and Signal. Joint inspection also to be done after TTR work,
replacement of switch rail/rails, stock rails and point zone sleepers.

3. RECORDING OF OBSERVATIONS:
3.1. A bound register of Joint lnspection of Points and crossing shall be maintained at each station
under
custody of SS/SM in the Proforma enclosed. A few sheets may be earmarked for every point so that a
continuous record is available

3.2. AII the fixed information in respect of points and crossings should be entered at top of the
Proforma. Wheneverthere is a change in this information e.g. renewal of tongue rails, stock rail, any
parts of signalling gear and interlocking assembly, suitable entry should be made on the day of
renewal indicating the date.

3.3. The observation made during the Joint lnspection shall be recorded in the register, precisely indicating
the deficiencies and the remedial measures needed. Vague and ambiguous remarks should be
avoided.

3.4. The following aspects will require special attention duringthe inspection.

3.4.1,. CONDITION OF TONGUE RAIL:

Tongue rail should properly house against the Stock rail. Twisted or bent tongue rail which does
not house properly against the stock rail causing a gap of 5 mm or more and the defect cannot be
rectified by Jim Crow at site, may be replaced.

3.4.2. CONDITION OF STOCK RAIL:

Burred stock rail likely to obstruct the housing of switch should be replaced, if it cannot be made
good by removing the burrs.

The tongue rail and stock rail should as far as possible be changed together and not separately to
avoid bending of tongue rail due to uneven wear of the railtable.

3.4.3. Properhousingofthetonguerail,forbothLHandRHswitchesforthefull lengthof theplanningof


switch should be ensured [317(3) (l) of IRPWM].

'* 3"4.4. Bearing of the tongue rail on all slide chairs should be ensured.

3.4.5. GAUGE: The gauge shall be measured L5mm ahead of actual toe of switch. The nominal gauge
should be maintained initially as correct gauge + 3mm which should be maintained during service
as initial gauge - 3mm to +6mm,

3"4.6, CLEARANCE OF OPEN SWITCH AT TOE:


Opening of Switches to be kept within the limits laid down in Para 16 of SOD, REVISED 4 which is
represented below:

Minimum clearance between toe of open switch and stock rail


(i) For existing works 95mm.
(ii) For new works or alteration to existing works 115 mm.
(Note: Clearance between toe of open switch and stock rail should not be more than 118 mm.)
- 3.4.7 Following aspects to be inspected:
3.a.7ft) Condition, adequacy and tightness of fittings viz.
(i) Gauge Tie Plate, should be free from corrosion and tightly fitted with sleeper in such a way that
both switches can smoothly slide over slide chairs (fitted on Gauge Tie plate) without any gap.
(ii)Slide Chairstightness of chair bolts, use of properwashers and bolts of correct length.
(iii) Stretcher Bar:The clearance between its top edge of the and bottom of the stock railshall be at
least L.5mm but not more than 3.0 mm. [Para- 317(3Xk) of IRPWM]
(iv) Heel block and spherical washers- Correct fitting.

(v) All stretcher bars should be proper length as per manual. lt must be checked during
inspectionsothat L",2nd,3rdand4thstretcherbarswill befittedinproperplace"
(vi) lnsulation of stretcher bars, GTP must be checked during inspection.
3.4.7(b) Engineering:
(i) condition of sleepers and packing in switch portion & heel portion.
(ii) Squareness of switches: - Tongue rails shall be kept square.
(iii) Drainage.
(iv) Glued joints.
(v) Concrete sleeper must be FTC in track circuit zone.
(vi)Sleeper spacing (i.e. distance from centerto center of sleepers at both end) at Switch and Stock rail
assembly portion to be checked. As per RDSO Drawing No. RDSO/I-473 spacing between 1'1 & 2nd
sleeper, 2nd & 3'dsleeper, 3'd & 4th sleeper (Point Machine sleeper) and 4th & 5tl sleeper should be
457 mm,505mm,685mm and 532 mm respectively.
3.a.7@) Signal:
(i) Locking and detection of point in LHS & RHS to be tested without test piece and with 5mm test
piece"
(ii) Squarencess of the lock with reference to split stretcher bars where existing.
(iii) Complete locking of both stretchers by the plunger of FPL where existing.
(iv) Condition of Rodding including Ground Connections and clearance with sleeper.
(v) Condition of lnsulation block joint and glued in track circuited point and crossing"
(vi) Operation of Lock-bar where provided.
(vii) Condition of lnterlocking gears.
(viii) Cleaning and lubrication of points as per schedule.
(ix) Fullfittings of pins and cotters with other complements for connection of switch extension
pieces,
(x) Functioning of locking system in motor point"
(xi) Adequacy of Machine oil (Grade: SAE 30) in point motor of point machine is to be checked.
(xii).condition of carbon brushes of point machine must be checked.
(xiii) Point Machine to be fitted with sleeper ilghtly.
4. REMEDIAL ACTION AND FOLLOW UP:
4.1 The remedial measures should normally be completed as per priority and safety within a reasonable
time. ltems involving potential risk to safety should be attended to immediately preferably during the
Joint lnspection.
4.2. For rectification of defects (either Engg. or Signal), involving joint works, both Enge./ and Signal
Department will be jointly responsible for rectification. However, it shall be the primary responsibility
of official of the Engg. or S&T Department for rectification of defects noticed during joint inspection
pertaining to concerned department.
4.3. The Officers of both Engineering and S&T department should inspect and scrutinize the register during
their inspection and satisfy themselves that the inspections are regular and objective, also compliance
is prompt duly recorded in the inspection register.

The Safety Counsellors should also scrutinize the register. Generally, officials belonging to other than
Engineering and S&T Department should avoid making entries in this register but inspection note may
be issued by them.

Summary Sheet attached and date of compliance be recorded jointly whenever, deficiencies are

4.5. The SSE/P.Way and SSE/Sig should send a joint report to ST.DEN and ST.DSTE at the end of every
quarter with date of inspection, irregularities found and compliance thereof" The Proforma for joint
inspection of Points and Crossings by SSE/P.Way and SSE/S|S is enclosed.

These instructions shall take immediate effect.
