2010- 2011. Site QA/ QC Leader. ASINCRO (Consulting engineering company) Venezuela. Client´s
representative of the EPC project of a Combined Cycle Power Plant with: 2x2 gas turbines, 2x2 heat recovery
steam generators and 2 steam turbines. Capacity: 2x500 MW. Client: PDVSA.
The main contractor was FERROSTAAL. Covering civil, mechanical and electrical works had the following
accomplishments:

Review quality control procedures, Quality Plans, Inspection and test Plans for any materials and
equipment installations.
Monitored inspections implementing, non-conformance resolutions. Review quality records. Attend project
meetings for quality subjects.
2006-2009. Senior Inspecting Engineer, Foster Wheeler Ltd in Reading United Kingdom. Performed
successfully the positions as follows:
Corporate Inspection Coordinator for the Corporate Procurement Department evaluating and arranging inspection
visits around the world for many EPC projects of diverse materials and equipment across multiple disciplines.
Project Inspection Coordinator assigned for more than three years into the following EPC Projects:
1. Client: INEOS, EPC K G Flex Project. New Ethylene Plant in Grangemouth, Scotland &
2. Client: Emirates National Oil Company Processing Company (EPCL) EPC Project: The Naphtha Hydrotreater
Reformer Project for the major upgrade of EPCL´s Jebel Ali gas condensate refinery in Dubai, UAE. .The upgrade of
the existing 120.000 barrels per stream day(BPSD)gas condensate refinery included a 70.000 BPSD liquefied
petroleum gas/naphtha hydrotreater a 36.000 BPSD crude catalytic reformer and ancillary processing units, plus
associated new or revamped utilities and offsite facilities, Had duties and accomplishments as follows:
- Develops and implements the Project Source Inspection Plans that ensure materials and equipment in manufacture
meet the level of quality and design criteria defined in the purchase orders
- Reviewed PO requisitions , purchase orders for completeness of inspection, testing and documentation requirements
- Reviewed requirements designated by Engineering for their participation regarding witness and hold point activities
on the Inspection and Test Plans of suppliers.
- Coordinated inspection activities with Engineering, Suppliers and liaising with the Client included Pre Inspection
Meeting.
- Coordinated with suppliers inspection visits and with Inspection agencies throughout the world.
- Ensures timely receipt of inspection reports in the office, and performs the initial review.
- Actions discrepancies and NCR´s arising and ensuring they are reported to the appropriate persons into the
engineering teams.
- Reviewed inspection reports for confirmation of technical compliance and distribute into the project teams. Record
keeping
- Coordinated Non Conformances resolution. Reviewed inspection and test plans of the suppliers to mark the
inspection points according the Material requisitions and for specific quality requirements.
1998- 2005 Fixed Equipment Reliability Leader, FertiNitro. This is Venezuela´s largest fertilizer company.
FertiNitro is one of the world´s main producers of nitrogen fertilizer, with daily production capacity of 3.600 tons
of ammonia and 4.400 tons of urea. The accomplishments were:
- Managing 4 staff Inspectors & any subcontracting inspection companies
- Coordinated with external companies for the Failure Analysis of Piping and Process Equipment.
- Delivered Welding Procedure Specifications to repair Pressure Vessels, Steam Boiler & Piping.
- Delivered Inspection and test Plans for vessels and piping & the scope of work for Shutdown
/turnaround and plants in service to ensure continuing availability and equipment integrity and reliability
- Successfully coordinated, implemented and monitored inspection input into plant equipment and
Process piping maintenance plans using ULTRAPIPE Software
- Quality Control Supervisor: during the construction of FertiNitro covering civil work,
Fixed equipment installations, painting, welding, structural steel erection and insulation works.
