ANTIPOLO NATIONAL HIGH SCHOOL
I. Rationale
Recognizing the significant role and contributions of the student-led clubs and
organizations in schools, the Office of the Assistant Secretary for Youth Affairs and Special
Concerns—Youth Formation Division (OASYASC-YFD) ensures effective student leadership for
every learner to acquire lifelong learning skills for the 21st century amid the COVID-19
pandemic.
As one of the DepEd's mandates to promote leadership for the holistic development of
the learners, it is imperative for schools to facilitate student organizations' elections and other
relevant practices that will meaningfully support learners' initiatives and respond to varied
contexts at this time of pandemic.
As stipulated in DepEd Order No. 34, s. of 2022 otherwise known as School Calendar
and Activities for the School Year 2022-2023, the SPG and SSG elections shall be conducted
on the first to second week of September. In this regard, the Department issues the revised
Interim Guidelines on Student Government Elections through this OASYASC Memorandum
titled the Youth Commission on Elections and Appointments (Youth COMEA) for School Year
2022-2023, which will serve as basis for the said elections
In relation to this, the Antipolo NHS Youth Commission on Election and Appointments
headed by the Chief Commissioner, Dr. Rommel S. Beltran, School Head, appointed
Commissioners to facilitate and monitor the electoral process and voting procedures of the
Supreme Student Government of Antipolo National High School.
II. Procedures
a. THE YCOMEA
The members of YCOMEA will set guidelines in the electoral process and monitor the
voting procedure during the school-based election.
b. Timeline

c. Voting Process
i. All students of Antipolo NHS are encourage to practice their right to vote. With this,
the Election were scheduled on Sept 19, 2022 where each class has combined sets.
ii. The Election will take place on each classroom during Araling Panlipunan time. AP
Teachers are facilitators in the voting process. Assigned Electoral Board Officer on that section
will be responsible on distribution and collection of Official Ballot. Class Officers on the class will
help the Electoral Board Officer in canvassing of vote after the voting process. In case of conflict
of schedule, the AP teacher must communicate to ESP teacher to arrange the schedule.
a. After voting, Electoral Board Officer together with the supervision of Class
President will count the vote every time they finish in one class. The Election
Returns will be sealed on brown envelope singed by the AP Teacher. The
Electoral Board will fill-out the summary of votes on each class. Summary of
votes will be remitted to Board of Canvassers.
b. The Board of Canvassers will consolidate the vote count based on the
summary provided by Electoral Board. The Board of Canvassers will use a
data-base that will ensure the smoothness and partial result. Results will be
updated time to time.
v. If two or more competing candidates tied, a toss coin will be done by the Youth
COMEA.
The YCOMEA will provide the copy of Official Ballot on September 12, 2022 to
prepare the exact number of ballots for voting process.
d. There will be another memo for the Debate and Miting de Avance. The YCOMEA will
be setting additional guidelines on Screening, Election Process, Appointment and Grievance if
needed.
