Ta Rules
ALLOWANCE RULES
• The rules came into force w.e.f 01.8.1938.
• They apply to all Government servants under the
administrative control of the Govt. of Odisha.
• Contractual employees while performing official
duty outside the headquarters are entitled to get
Travelling Allowance / Daily Allowance in requisite
grade & scale as admissible to their regular
counterparts.
• When contractual engagement is made on abolition of
a post carrying fixed travelling allowance, he is
entitled to FTA on performance of required no of
days of official tour.

DEFINITIONS
• DAY:-
➢A calendar day beginning & ending at
midnight.
➢Absence from head quarters not exceeding
24 hours - one day
At whatever hour it begins/ ends.
• FAMILY:-
(a)Wife/ husband of Govt employee
Provided that:-
➢not more than one wife.
➢When husband is wholly dependent on her.
(b) (i)sons, step sons (below 21 years)
(ii) daughters & step daughters
(unmarried/ widowed)
(iii) parents, minor brothers & sisters.
When they actually reside with & are wholly
dependent on the Govt. employee. RULE 14
*** FOR A FEMALE GOVT. SERVANT
She may include either her parents or
parents-in-law
Provided that, they are dependent to her
& actually resides with her.
She shall furnish the certificate
“I certify that my father, mother/
father-in-law, mother-in-law is/ are
dependent upon me and no claim
has been made for him/ her/them
by any other Govt. Servant.”
• PUBLIC CONVEYANCE:-
A train, steamer or other conveyance that
plies regularly for conveyance of passengers
and normally does not deviate there from
according to wishes of the passengers.
RULE 19
• TRANSFER:-
Movement of a Govt servant from the
headquarters station (in which he is
employed) to another station
➢To take up duties of a new post.
➢In consequence of change of his headquarters.
RULE 22
• TRAVELLING ALLOWANCE
An allowance granted to a Govt.
Servant to cover the expenses that he
incurs in travelling in the interest of
public service. It includes allowances
granted for maintenance of
conveyances, horses and tents.
RULE 23
• ELIGIBILITY
A Govt. servant making a journey for
purposes provided in the Odisha
Travelling Allowance Rules, is entitled to
recover from Govt., the cost of
transporting his family/ his personal
luggage, conveyances, tents or camp
equipment.
RULE 24
• INCREASE OF ORDINARY T.A.
Govt. may increase rate of any variety of T.A for
any / all Govt. servants
When
they travel in any specified locality in which
travelling is unusually expensive.
RULE 25
• RESTRICTIONS TO DRAW ORDINARY T.A
➢If Govt. declares that pay of a particular
Govt. servant is fixed to compensate him for
cost of all journey (other than journey
by rail/ steamer) within his sphere of
duty
that Govt. servant is not entitled to draw any
T.A for such journey.
➢ When travelling on duty beyond his sphere
of duty ( with proper sanction), he may draw
ordinary T.A.( including part of journey
within his sphere of duty).

Permanent Travelling Allowance
RULE 32
• PTA is a monthly allowance to cover the cost of all
journeys performed within the sphere of duty of a
Govt. servant.
• Granted to the Govt. servant whose duties require
him to travel extensively subject to specified
minimum period being spent on tour in each month,
quarter or half year/ year, as the case may be.
• PTA is drawn all round the year in monthly salary bill.
• At the end of each month such Govt.
servant to certify the number of days he
was on tour.
• If he not toured for prescribed no of
days, permanent T.A to be drawn
proportionately.
• Permanent T.A shall not be drawn during
leave or joining time.

• When period of duty of a Govt servant is
less, the minimum period of tour shall be
proportionately less.
• (in case of casual leave) since C.L is duty
for all purposes, if Govt. Servant avails
C.L & performs minimum period of tour
during a month, he is entitled to draw full
PTA.
• Claim for permanent allowance should
be included in the pay bill for the month.
• “CERTIFICATES”
❖ BY HEAD OF OFFICE (when drawn by head
of office)
“certified that in respect of fixed travelling
allowance claims drawn in the previous month,
quarter, half-year/ full year, as the case may be,
the necessary journals have been examined to
see that the Govt servants concerned made the
requisite tours and that in cases where
requisite tours have not been made, the
necessary recoveries have been effected”
• BY GOVT. SERVANT(when drawn by himself)
“certified that in respect of fixed travelling
allowance claims drawn in the previous month/
quarter/ half-year/ full year, as the case may
be, the prescribed touring has been made /OR
as the prescribed amount of touring has not
been made, necessary reduction has been
made as noted below.”
• TIME TO FURNISH CERTIFICATE
▪ When the period is one month/ a quarter
with the bill for claims relating to the next
month, after expiry of the month/ quarter.
▪ When the period is a half year/ full year
with the bill for claims relating to the second
month, after expiry of the half year/ year.
• PROBLEM
In case of a Govt. Servant “X”, the prescribed
minimum period of tour is 20 days in a month with
permanent travelling allowance Rs 1000/-. In the
month of November, “X” has performed duty for 24
days only.
a) What is the minimum period of tour required to
him in that month & what is the amount of
permanent travelling allowance for that month if he
performs proportionate full period of tour
b) what is the amount of permanent travelling
allowance for that month if he performs 20 days of
tour.
c) what is the amount of permanent travelling
allowance for that month if he performs 14 days of
tour.
• Govt. servant shall not draw any travelling
allowance (other than T.A on transfer), in place
of or in addition to permanent T.A.
• EXCEPTIONS
(1) If the sphere of duty extends over more than
one district & actual travelling expenses
exceeds double the amount of PTA for the
period occupied in that journey, the difference
between such double PTA & calculated mileage
allowance may be sanctioned by competent
authority.
(2) When the journey is performed beyond the
sphere of duty,
the Govt. Servant is entitled to draw either PTA
OR mileage allowance for the days of journey
for entire distance including the distance
covered within the sphere of duty.
• PROBLEMS
(1) An asst consolidation officer posted at Cuttack
went on tour to attend a consolidation camp at
Kujanga (Jagatsingpur Dist), within his sphere of
duty. He left his headquarters on 22nd Jan 2013,
spent 6 days in camp & returned back to
headquarters on 29th Jan 2013. 28th Jan was a
Sunday. Grade pay of the officer is Rs 4200/-
Notes:- distance from Cuttack to Kujanga is 80 Kms .
Incurred actual expense Rs 90/-. (to & fro)
Minimum period of tour is 120 days per half year
Rate of PTA is Rs 275/- (For 6 months),
DA = Rs 140/- per day
CALCULATE TOTAL TA DUE TO THE GOVT. SERVANT.
(2) Govt. Servant “X” having headquarter at
Bhubaneswar went on tour by road transport,
beyond his sphere of duty to Balasore on official
duty. He left BBSR at 9 AM on 22.1.2013 &
returned back to BBSR at 9.30 PM. X is drawing
grade pay Rs 2800/-.
NOTES:-
Distance from BBSR to Balasore is 180 Km .
Actual bus fare Rs 100/-(one side)
Minimum period of tour is 20 days per month
Rate of PTA is Rs 140/- per month.
DA = Rs 140/- per day
CALCULATE TOTAL TA ADMISSIBLE TO THE GOVT.
SERVANT.
Conveyance Allowances RULE 34
Admissibility
Govt. servants required to perform journey
frequently at or within a short distance from his

• The Govt. Servant in receipt of conveyance allowance
shall not be entitled to any other travelling allowance
i.e daily allowance/ mileage allowance for journey up
to 16 k.ms from usual place of work (at the
headquarters).
• Other travelling allowance (daily allowance or/and
mileage allowance) shall be admissible to them for
journey beyond 16 k.ms IF
➢ journey is performed otherwise than his own
conveyance.
• If the Govt. Servant travels by his own conveyance
either in combination with the rail/ steamer/air or
otherwise, he may exchange the conveyance
allowance @ 1/30th of C.A. for each day for any
travelling allowance i.e daily allowance and/or
mileage allowance.
• PROBLEM
An Asst. Sub inspector of police posted at Rourkela went
on tour to Sundargarh for investigation of a case by
road transport. He left the headquarters on 10th Jan
2013 at 8 AM & returned back to Rourkela on the same
day at 8 PM.
NOTES:-
He draws grade pay Rs 2800/-
Distance between Rourkela & Sundargarh is 90 Kms.
Actual bus fare Rs 45/- (one side)
Bus taken 1 & half hour to reach Sundargarh.
Motor cycle allowance Rs 175/- per month
DA = Rs 130/- per day

• Hiring conveyance at halt outside the
State
A Govt. servant of the 1st grade and 2nd grade
are entitled to reimbursement of actual
expenses in hiring conveyance at any place of
halt outside the State while on tour subject to
a maximum of Rs.400/- per day.

LEAVE TRAVEL CONCESSION
• Historical background:-
➢ Introduced vide Finance Dept. O.M No 19867/F/dated
18.4.1979. (once within state)
➢ Withdrawn w.e.f 01.4.1993 vide Finance Dept. O.M No
7958/F/dated 23.2.1993.
➢ again extended vide Finance Dept. O.M No 21730/F/dated
16.6.1994. (once within territory of India)
➢ allowed facility of LTC once in 10 years & maximum 3 times
within entire service period vide vide Finance Dept. O.M No
27131/F/dated 16.6.1999.
➢ Facility of LTC suspended w.e.f 01.4.2002 vide Finance Dept.
O.M No 45439/F/ dated 27.9.2002.
➢ Again restored the facility of LTC w.e.f 1.4.2006 vide Finance
Dept. O.M No 23194/dated 9.8.2006.
• L.T.C. Is admissible to Govt. Employees for
journey to any place in India.
• “Any place” covers any place within the
territory of India whether it is mainland or
overseas.
• Nature of concession :-
Once in 10 years, subject to 3 times during
the entire service period.
• Eligibility :-
➢ All Govt servants but not the part time
employees, employees paid out of office expenses
or borne on work-charged establishment.
➢ not admissible during the period of suspension or
deputation.
➢Not more than 10% of the total staff to be allowed
to avail the benefit at a time.
➢To apply in prescribed FORM.
• ADMISSIBILITY
➢ For self & 4 nos of family members.
➢ where both husband & wife are Govt. Servants,
one of them shall avail the benefit & other will be
treated as member of the family.
➢Admissible during leave of any kind not exceeding
60 days including vacation.
➢ Govt. Servant & family members may perform
journey for LTC
together / separately
To the same place / different places
➢ when perform journey separately
Journey of second batch should commence within
six months from commencement of journey of
first batch.
• Govt. Servant to declare the intended place of
visit in advance to his controlling officer.
• Once declared it shall not be changed
