ESSENTIALS OF CONSULTANCY FOR SEWAGE TREATMENT SCHEMES
1 Refer the following E-in-C's Branchletters
(a) Guidelines for planning and designing of sewer networks issued vide letter No
86435/Misc/E4 (U3) dated 19 May 2017.
(b) Advisory on preparation of sewage disposal schemes issued vide letter No
A/37696/Gen/Policy/E2W (PPC) dated 02 Mar 2022.
2 Detailed Project Reports (DPRs) for sewage treatment schemes are being prepared by CE
Zones through consultancy and technical vetting of the DPR is being carried out either by IIT/ NIT/
PHE experts of CE Command or E-in-C's Branch as given in letter referred at Para 1(a) above.
3 DataAcquisition for DPRsand Design of Sewage Treatment Scheme AEs, by its
nomenclature itself, can adequately be prepared based on approximations and estimates. DPR
needs to be based on ground data and not theoretical calculations/ estimates. In almost all DPRs
scrutinized at E-in-C's Branch, the calculations of sewage treatment schemes was not based on
ground data. This has led to delays and procrastinated correspondence with the CE Zone to provide
the correct data. When the vetting of the Sewage Treatment Scheme is carried out by IIT/ NIT, the
institutes carry out vetting based on the data provided in the DPR. Hence, provision of correct and
accurate data is very crucial, whether vetting/ designing being carried out by IIT/ NIT/ PHE experts
CE Command or E-in-C's Branch.
4 Due diligence is required during collection of data/ sample as well as provision of data by CE
Zones. Provision of actual ground data instead of theoretical data ensures a workable and efficient
sewage treatment scheme. It is prudent to add in consultancy contract collection of data to include,
but not restricted to, measurement of quantity of sewage using flow-meter, sewage parameters of
Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), pH, Total Nitrogen, Total
Phosphorus, Total Suspended Solids (TSS), Fecal Coliform, water table during High Water Flow
period, etc. Responsibility of provision of correct and accurate data lies with CE Zone.
5 To overcome the time delays being faced by E-in-C's Branch and CE Command while
scrutinizing of the DPRs/ designing. points which should be ensured by CE Zones prior to processing
any DPR are as follows

confirmed as given at Para 2.16.2 of Scales of Accommodation 2022. Also, if sewage treatment
system is planned but reuse of treated wastewater is not planned, same should be clearly
justified.

the overestimation of capacity of STPs. This over-estimation of sewage generation
potential causes the STP to work at non-optimal efficiency and in certain cases, even
failure to treat wastewater to the level mandated.
(v) Technology of STPs. There is no embargo on the technology to be used
for any sewage treatment scheme. Any technology selected for the STP should also
take into account availability of the expertise in the area, life cycle cost of the STP and
intended reuse of treated wastewater. Before final selection of technology, comparison
must be carried out with all possible technologies on various factors like cost-benefit
analysis, OPEX, CAPEX, ease of operation, Land requirement, availability of spares
availability of OEM, footprint of technology, etc. The technology selected must be a field
tested and proven technology.
(vi) Centralization/ De-centralization of Sewage Treatment Scheme. Various
options should be provided by consultant/ planning team, in respect of planning of
scheme as centralized or decentralization, to Zonal CEs with advantages and
disadvantages of all options including CAPEX and OPEX costs during the life cycle of
the scheme. The Station HQ must also be apprised of the options available. Based on
the cost-benefit analysis, good engineering practices,including reuse of treated
wastewater, for all options presented by consultant planning team, CE Zone must
choose the option providing an efficient scheme. The final option chosen should be

pumping station must not be more than 15 minutes.

7. Sewage treatment schemes through Engineering, Procurement and Construction (EPC)
