Article R563-1
This section sets out the implementing rules for Article L. 563-1, with regard to special rules of earthquake construction
that may be imposed on equipment, buildings and installations in areas particularly exposed to seismic hazards.
Article R563-2
For the consideration of the seismic risk, the buildings, the equipment and the installations are divided into two classes,
called “normal risk” and “special risk” respectively.
Article R563-3
I. - The so-called "normal hazard class" includes buildings, equipment and facilities for which the consequences of an
earthquake remain limited to their occupants and their immediate vicinity.
II. - These buildings, equipment and installations are divided into the following categories of importance:
Category of importance I: those whose failure presents only a minimal risk to persons or economic activity;
Category of importance II: those whose failure poses a medium risk to persons;
Category III: those whose failure poses a high risk to persons and those presenting the same risk because of their socio-
economic importance;
4. Category IV: those whose operation is essential for civil security, for defence or for the maintenance of public order.
Article R563-4
I. – For the application of seismic risk prevention measures to buildings, equipment and installations of the so-called
"normal risk" class, the national territory shall be divided into five areas of increasing seismicity:
Seismicity area 1 (very low);
Seismicity area 2 (low);
Seismic area 3 (moderate);
Seismicity area 4 (mean);
Seismicity zone 5 (strong).
II. – The distribution of municipalities between these areas is effected by decree.

I.-Preventive measures, including rules of construction, development and seismic operation, shall be applied to
buildings, equipment and installations of the so-called "normal risk" class located in seismic zones 2, 3, 4 and 5, defined
in articles R. 563-3 and R. 563-4. Specific preventive measures must also be applied to buildings, equipment and
Category IV installations in order to ensure the continuity of their operation in the event of an earthquake.
II.-For the implementation of these measures, orders jointly issued by the Minister for Major Risk Prevention and the
Ministers concerned define the nature and characteristics of buildings, equipment and installations, preventive technical
measures and values characterizing the actions of earthquakes to be taken into account.
III.- The provisions of I and II shall apply:
(1) New equipment, installations and buildings;
(2) Additions to existing buildings by juxtaposition, elevation or creation of new surfaces;
3. Major changes in the structures of existing buildings.
Article R563-6
The so-called "special risk class" includes buildings, equipment and installations for which the effects on persons,
property and the environment of even minor damage resulting from an earthquake may not be circumscribed in the
immediate vicinity of such buildings, equipment and installations.
Article R563-7
Preventive measures, including rules on seismic construction, development and operation, are applied to buildings,
equipment and installations of the so-called "special risk" class.
For the implementation of these measures, orders taken jointly by the Minister for Major Risk Prevention and the
Ministers concerned define the nature and characteristics of buildings, equipment and installations, preventive technical
measures and values characterising the actions of earthquakes to be taken into account.
Article R563-8
When taking into account a seismic risk, a plan for the prevention of foreseeable natural hazards, drawn up pursuant to
articles L. 562-1 to L. 562-7, may, taking into account the values characterizing the actions of earthquakes which it
retains, establish construction rules better suited to the nature and severity of the risk than the rules defined by Articles
R. 563-5 and R. 563-7, provided that they guarantee protection at least equal to that which would result from the
application of the latter rules.
These building rules concern in particular the nature and characteristics of buildings, equipment and installations and
specific preventive technical measures.

The communes are distributed among the five seismic zones defined in article R. 563-4 in accordance with the list
below, adopted by reference to administrative delimitations, derived from the official geographical code of the National
Institute of Statistics and Economic Studies, in force as of 1 January 2008.
Ain: the entire department with a moderate seismicity zone, except:
– the communes of Massignieu-de-Rives, Murs-et-Gélignieux, Nattages, Parves, Peyrieu: medium seismicity area;
– the cantons of Bâgé-le-Châtel, Châtillon-sur-Chalaronne, Miribel, Montrevel-en-Bresse, Pont-de-Veyle, Reyrieux,
Saint-Trivier-de-Courtes, Saint-Trivier-sur-Moignans, Thoissey, Trévoux, Villars-les-Dombes:
– the communes of Buellas, Montcet, Le Montellier, Montluel, Montracol, Le Plantay, Polliat, Saint-André-sur-eux-Jonc,
Saint-Denis-lès-Bourg, Sainte-Croix, Saint-Rémy, Vandeins: weak seismicity zone.
Aisne: the entire department with very low seismicity, except:
– the cantons of La Capelle, Hirson, Le Nouvion-en-Thiérache, Wassigny: a weak seismicity area;
– the communes of Aisonville-et-Bernoville, Any-Martin-Rieux, Aubencheul-aux-Bois, Aubenton, Autreppes, Beaume,
Beaurevoir, Becquigny, Bellicourt, Besmont, Bohain-en-Vermandois, Bony, La Bouteille, Brancourt-le-Grand, Le
