Kalumsing integrated school CONTINGENCY PLAN for earthquake

I. HISTORICAL BACKGROUND

Kalumsing Elementary School was opened year 1945 located in Barangay Kalumsing,
San Emilio, Ilocos Sur.
A Marcos Pre-Fabricated School Building was established and was used as a learning
space for a certain combination grade. After several years additional building was built which
is the Bagong Lipunan to complete the six rooms for the learners. As time goes by 4 more
buildings were built funded by DepEd, LGU and Private sector.
Barangay Kalumsing is one of the farthest Barangay’s at the Northern part of the
Municipality of San Emilio, Ilocos Sur with more or less 10-15 km away from the San Emilio
National High School through the leadership of the school head, Sir Diosdado G. Agsano and
the teaching staff dreamed/planned to apply for the conversion of the school from Elementary
to an Integrated School in 2012.
In August 19,2015, the request for the conversion of Kalumsing Elementary to
Kalumsing Integrated School was approved.
At present Kalumsing Integrated School has a total population of 221 including students,
teaching and non-teaching personnel.

Geographical Location
Kalumsing Integrated School is located by the hillside of Barangay Kalumsing, San
Emilio, Ilocos Sur. Among the 8 barangays of San Emilio, Kalumsing is one of the farthest
barangay from the población.
It has a land area of 13,879 sqm based from Tax Dec. No. T.D. # 0002-00552. It is
accessible to all modes of land transportation.
II. OBJECTIVES

This is the DepEd Contingency Plan for Earthquake. It covers the Department of
Education Regional Office 1, Schools Division of Ilocos Sur, Kalumsing Integrated School
with a total population of 221 including all teaching and non - teaching personnel.

This Contingency Plan aims to:

1. Align with the Harmonized National Contingency Plan for the Earthquake
of the National Disaster Risk Reduction and Management Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the Central, Regional
Office, and Division Office.
3. Set the response and rehabilitation or early recovery roles and functions of the school for
purposes of education continuity.
4. Provide guidance for the continuing capacity building of DepEd offices and schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the
impacts of an earthquake.
6. Support the identification of needed equipment and supplies to reduce the impacts of an
earthquake.

III. ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY


PLAN

The contingency measures in this document aligns with the NDRRMC Harmonized National
Contingency Plan (HNCP) and the Disaster Risk Reduction – Sendai Framework 2015 - 2030 for
earthquake. This will enable DepEd to have better coordination horizontally, i.e. DepEd with
other NDRRMC agencies, and vertically, i.e. DepEd Central Office down to the schools.

A. Activation
The activation of DepEd’s Contingency Plan for earthquake is aligned with the
activation of the Harmonized National Contingency Plan. This includes any of the following
triggers:
 Presidential Proclamation to be issued declaring a State of Calamity due to an
earthquake.
 The school shall coordinate with the DRRMS together with the LGU for the ongoing
situation of the school.

 RA 10121, also known as an act strengthening the Philippine Disaster Risk Reduction
and Management System, providing for the National Disaster Risk Reduction and
Management Framework and institutionalizing the National Disaster Risk Reduction
and Management Plan, appropriating funds therefor and for other purposes.

B. Deactivation

The trigger for deactivation of this CP on earthquake will be based on the


declaration of the Secretary, RDs, SDSs and School Heads upon the recommendation of
IATF / National / Regional DRRMC1 and other authorized government agencies.

C. Non-activation

In the event that the HNCP is not activated, the response


mechanisms detailed in this plan can still be relevant for any occurrence of the
said event.
