QCG
Since its last release in July 2000, the “Dash 8 & CRJ Operators’ Quick
Contact Guide”, published by the Technical Help Desk, has proven very
popular with the Operators, Bombardier staff, and Vendors. Though I may
have previously mentioned it, our intent is to re-issue the QCG annually in
hardcopy for distribution to all the Operators. Many, however, may not be
aware that the booklet is available at any time in an electronic format
(Adobe .pdf).
I would like to offer our continuing thanks to recipients of the QCG
(hardcopy and electronic) who have taken the time to let us know of
personnel changes at their airline. The next generation QCG, in work now,
has been enriched with staff contacts and promises to provide users with an
even more valuable resource.
The electronic QCG, which presently reflects information current as of the
July 2000 publication, is available free-of-charge on request ... simply send
me an e-mail message.

The Dash 8 Series 100/200/300 Regional Conference took place on March 27th to 29th, 2001 in
Sydney, Australia. The meeting was attended by the following Operators: Air Niugini, Airlines
PNG, Eastern Australia Airlines Pty Ltd., GMG Airlines Ltd., National Jet Systems Pty Ltd.,
Qantas, Qantas New Zealand, Skippers Aviation, Southern Australia Airlines Pty Ltd., Sunstate
Airlines (QLD) Pty Ltd., and UNI Airways Corporation. Full support was provided by the following
Suppliers: Hamilton Sundstrand, Messier-Dowty, Pratt & Whitney Canada, Corp., Ultra Electronics
Ltd., and B/E Aerospace Inc. Bombardier Aerospace was also represented by the following groups:
In-Service Engineering, Spares, Maintenance Engineering, Technical Publications, Customer
Service and Supplier Liaison, Modification and Repair Services, and Field Service.
The major concern expressed was regarding Spares. Chris Beaton, Vice President of Customer
Support, gave a presentation in which he candidly outlined the problems and described corrective
action planned.
Another major issue was the possible removal of the Area Field Service Representative from the
region. Bombardier agreed to review this issue in light of the concern shown by many Operators.
Field Support is pleased to announce that a member of the Field Service organization will continue
to be positioned in Australia for the foreseeable future. John Warner, presently the Manager of Field
Service, has accepted the role of Field Service Regional Manager for the region, and will be
relocating in the near future. Contact numbers, etc. will be provided as soon as they become
available.
On a positive note, Technical Publications was deemed to have improved greatly. It was also noted
that there is a much improved rate of closure of technical issues.
David Delahay, Manager of Engineering and Maintenance at Sunstate Airlines, gave a presentation
on the Technical Steering Committee on behalf of all the Operators involved. Thanks to Dave !
Lionel Rose, Manager of Engineering at Southern Australia Airlines, closed the conference on
behalf of the Operators by thanking everyone concerned for an excellent meeting.
David Schenck, Vice President of In-Service Engineering, and Chris Beaton closed the meeting on
behalf of Bombardier and thanked all attendees for their participation and valuable input.
The action items taken at this meeting will be released by the end of April. They will be distributed
via an All Operator Message (AOM). There was very positive feedback from the majority in
attendance. Participants liked the idea of a regional conference, as it allowed for good representation
from Operators in the region.

Most Operators send various components for repair to Vendors or third party repair shops. Often the
repair tags accompanying the component contain very little information besides the part number,
serial number, and description.
Incomplete information (e.g., identifying the reason for removal as “UNSERVICEABLE”,
“INOPERATIVE” or “FAILED”) is inadequate. In order for the repair agency to easily and correctly
identify the failure cause, it is imperative that all information on the repair tag be filled out.
The required information includes, but is not limited to, the following:
" PART DESCRIPTION
" PART NUMBER
" SERIAL NUMBER
" LOCATION/POSITION OF COMPONENT
(I.E., LEFT-HAND OR RIGHT-HAND SIDE; INBOARD OR OUTBOARD, ETC.)
The information is vital to the repair agency and of benefit to the Operator for the following reasons:
★ To track and address any chronic or design issues.
★ To reduce cost through avoiding unnecessary testing and repairs.
★ To reduce turn-around times by eliminating unnecessary testing and repairs.
★ To track component reliability.
★ For warranty issues.
★ To eliminate No Fault Found (NFF) incidents.
Bombardier recommends that Operators advise the appropriate personnel and departments in their
organizations regarding the importance of filling out the repair tag information correctly and
completely.

In accordance with ISAR 99-01, the information presented in this feature shows the status of action
items for the Hunting Get Well Program. The “Completion Date” column in the tables shows the
current status of the action items, as defined by the following terminology:
• Item is “OPEN” - noted as “TBD” (to be determined), “in work”, or has a scheduled completion
date noted.
• Item is “COMPLETE” - items which Bombardier will “close” by the next issue of the ISAR
(if there are no Operator objections).
• Item is “PROPOSED CLOSED” - items completed by Bombardier and to be presented at the
next meeting of the Operators’ Technical Steering Committee.
Priorities were initially set with the assistance of customers operating aircraft with Hunting interiors.

STC SA00-108, Iss.3 (applicable to all models of Dash 8 Series 100/200/300) has been approved
by Transport Canada. Similarly, FAA ST01309NY (also applicable to the above models) has
been issued. (Note: photoluminescent floor path marking is standard on the Q400.)
The STC kit for photoluminescent floor path marking can be installed as a direct replacement for
the existing electrically powered emergency escape path lighting. The new path marking is
considerably more durable and is easier to maintain and operate than the existing system. As
installation of this kit alleviates the issue of the B/P tracks durability, this item is proposed
closed.

The following information shows the current OPEN or COMPLETED action items that define the
NVS Get Well Program. Also provided are estimated completion dates, or status for those items still
open. These items originated from the NVS Operators Seminars, Technical Steering Group meetings,
as well as from internal and external meetings.
Note: Significant changes from the last update are indicated by heavy revision bars in the
right-hand margin.
Notification of items, which Bombardier proposes to close, will be highlighted as “COMPLETE”.
Provided there is no negative feedback from Operators, items will be “CLOSED” and removed from
the list at a subsequent issue of the ISAR.

Item 5 - Training
Ultra Electronics provides training on the NVS free of charge at its facility in Cambridge,
England. On-site training is also available (provided Operators pay basic costs such as
accommodation, airfare, etc.). Ultra should be contacted for details (refer to Ultra SIL 009).

In addition, Ultra is creating a multi-media training aid to offer an economic alternative for
flight and cabin crew and maintenance skills upgrading. This action has proven to be a much
larger task than was first anticipated. Ultra is investing considerable effort into this project to
ensure that a product of the highest quality is produced. Ultra was expecting completion of this
training aid by September 2000; however, given the complexity, the date has been pushed back
again to the end of June 2001.
NVS training seminars have been held in Jacksonville, Florida and Munich, Germany (refer to
AOM 620).
At the Maintenance Cost Working Group Meeting No.13 (March 6-7, 2001), some Operators
expressed concern about failures of the hydraulic engine driven pump, particularly in regard to the
pump shaft. Many of the failures were attributable to excessive wear of the pump shaft splines.
An Operator reported that, although the shaft is initially lubricated from new or post-overhaul, an
inspection and re-lubrication with MIL-G-21164D (Aeroshell 17) every 10,000 flight-hours has been
found to substantially increase the longevity of their pumps.
The Operator pulls the pump clear of the reduction gearbox (without disconnecting any hydraulic
lines), removes the splined shaft, checks for obvious wear and damage and, if serviceable, cleans, re-

greases, and re-installs the component in accordance with the assembly instructions of Vickers
Component Maintenance Manual 570347 (ref. Chapter 29-11-15, page 714, paragraph M[3]).
This procedure, if adopted, may prove a cost saving benefit to Operators.
ISAR Item No. 2001-03-3000 contributed by Shabbir Mohamed, In-Service Engineering (Systems)
During the winter months, Operators have occasionally reported problems with snow, ice, and slush
accumulating inside the lower cowl when flying through precipitation. This accumulation is cause of
significant concern if it is dislodged and ingested by the engine; power interruption can occur.
Bombardier recommends that, in temperatures below 10°C, when rain, freezing rain or snow is
falling or during forecast icing conditions, a visual and tactile inspection of the engine intakes be
performed. Any frozen water or packed snow found adhering to the air passages behind the intake
lips must be removed prior to start-up. This inspection applies to all aircraft, and should be
conducted whether or not the intake covers were installed.
Should the above conditions exist, the procedures entitled “Operations in Icing Conditions” (Section
2.7 of the Aircraft Flight Manual) must be adhered to.
During inclement winter weather conditions, the use of the engine air intake boot is recommended
instead of the engine intake plugs. The boot protects the nacelle from the effects of icing, freezing
rain, and blowing snow.
Bombardier has also produced a training presentation to provide guidance to flight crews. A CD of
this presentation will be provided to all Operators.
The information in this presentation, in combination with adherence to the AFM icing procedures,
will be instrumental in avoiding ice accumulation in engine intakes and ensuring continued engine
operation should ice ingestion occur. Also, the introduction of Modsum 8Q100813 (engine auto-
relight) performs the same function as the present use of the manual ignition, while preserving ignitor
life (ref. ISAR 2000-02-7400).

ISAR Item No. 2001-03-3010 contributed by Martyn Smith, In-Service Engineering (Systems)
Operators incorporating Service Bulletin 8-30-29 (Mod 8/3291) have discovered that the tube
included with kit 8MK3291-003 is identical to the tube it is meant to replace.
The SB replaced the existing tubes p/n 83010041-101 (pre-Mod 8/0618) or p/n 83010041-105 (Mod
8/0618) with a new tube (p/n 83010041-109) and also re-routed it. The purpose was to alleviate a low
point in the line which was causing a water trap.
During the trial installation, it was determined that the -101/-105 part would eliminate the low point
in the re-routed position. However, confusion resulted when the part number was left at -109. It is
acceptable to use -101, -105 or -109 tube in the re-routed position.
As a result of the investigation, Bombardier has discontinued shipping kit 8MK3291-003. SB 8-30-
29 is still valid for Operators who have already declared it, as the SB does eliminate the water trap.
SYD 8-30-002 is in the process of being issued to re-route the tube (as per the SB), but allows for the
use of -101, -105, or -109 tubes. This SYD incorporates the same intent as the Mod.
Operators who have already received kit 8MK3291-003 will receive a spares credit. Details will
follow in a future ISAR once they are finalized.
ISAR Item No. 2001-03-3240 contributed by Matthew Scott, Technical Help Desk
Several Operators have asked Bombardier for a formal response to answer passenger concerns
regarding sparks seen coming from the main landing gear brake assembly area during takeoff and
landing. The following information has been provided by the brake Vendor, BF Goodrich (who will
soon be publishing a newsletter addressing this issue).
BF Goodrich Aerospace has supplied wheels and brakes for the de Havilland Dash
8 series turboprop since its introduction more than sixteen years ago. Some
airlines using this aircraft have reported that passengers have expressed concern
about seeing sparks coming from the brakes during ground operations. Here is a
suggestion that flight attendants and cockpit crews may use with their passengers
in response to any comments:
“Because the Dash 8 series aircraft wheels and brakes are
visible from the cabin, you may see the wheels and brakes
operate during takeoff and landing. While the wheels are

turning, particularly when the brakes are first applied, you may
see sparks as the metallic linings of the brakes rub against each
other. This is perfectly normal on aircraft that use metallic
linings. It is similar to the sparks you would see if you were able
to observe the metallic linings on your car when the brakes are
applied. It does not pose any safety hazard.”

ISAR Item No. 2001-03-3344 contributed by Mito Grabovac, In-Service Engineering (Systems)
Two incidents were reported on Dash 8 Series 300 aircraft where the left flare light illuminated
without being selected.
Investigation determined that there was a chafing condition between a wiring bundle and relay
terminal located on the relay panel behind the wardrobe. Three wires were found to be damaged due
to chafing; the most serious damage being sustained by wire 3344-4B18 which had chafed through
the insulation and shorted on relay 3341-K2, terminal B2. The wiring bundle had enough slack so
that it was able to rest on the relay, thereby causing the chafing.
Several production Dash 8 aircraft were inspected, however, there was no evidence of longer-than-
required wiring bundles in the affected area.
The reported damage does not constitute a safety of flight issue, as sufficient lighting is maintained,
even if the wire in question should short.
Operators may wish to perform an inspection of the wiring in the affected area, on an opportunity
basis, to ensure that there is no wire chafing.
As there were no other reported occurrences related to this problem, these incidents are considered to
be isolated cases and no further action is proposed.

2 Timely ISE Issue: Operators request timely resolutions for in-service problems, rather
Resolutions than waiting for production cut-ins (e.g., Dowty improvements which
took too long via the Bombardier Aerospace process).
Status: Martin Elliott, Director of In-Service Engineering (Toronto) presented
a “Corrective Action Plan” to address this issue. Updates to the
Corrective Action Plan are published quarterly in the ISAR.
3 Repair Charges Issue: Operators are concerned about Bombardier charges for identical
repairs (e.g., lightning strikes).
Status: Martin Elliott assured Operators that this is not the case, and that if
there are examples where Operators have been charged for an identical
repair, ISE will refund these charges. For adjustment analysis, if any,
Operators should send a copy of the invoice to Maurice Clark, Chief of
Structures, In-Service Engineering.
4 STC Group Issue: Operators are concerned with the continuity of support following the
departure of Derek Brown (former Director of Modification and Repair
Services).

5 DC GCU Failures Issue: Failure of the DC GCU affects the warning system.
Status: This issue was closed by the “Top In-Service Issues Update” published
in Dash 8 ISAR 2000-12.
6 Hunting Interiors Issue: Will items be closed after they are presented before the Technical
Steering Committee and concurrence is achieved?
Status: Work on this issue is in progress. Updates are published in each ISAR.
For more information, refer to the “Hunting Interiors Get Well
Program Update” feature in this ISAR.
7 Pneumatic Valves Issue: Pneumatic valves on Series 300 Type I forward emergency exits are
(Series 300) not working properly and continue to leak.
Status: The respective Service Bulletin will be issued after kit verification.
MCWG Meeting No.13 was held in Toronto on March 6th and 7th, 2001, and was well attended.
Fifteen Operator members, representing seven carriers, attended and six Suppliers participated. The
number of Operators was less this time because Air Ontario, AirBC, Air Nova, and Canadian
Regional Airlines were represented, but combined, as Air Canada Regional. Highlights of the
meeting were as follows.

Bombardier has negotiated a contract with Northern Aero Industries (NAI) to manufacture repair
parts for the Dash 8 Series 100/200/300 and Q400 aircraft. NAI is willing to manufacture and place
these parts on the shelf, provided that there is suitable demand from Operators.
Bombardier has provided NAI with a list of repair parts which it is believed should be
manufactured, and would like to invite the Operators to submit a list of their own. This list should
be sent to the attention of Mike McMillan at e-mail address [email protected].
It should be noted that the agreement to manufacture parts is limited to Structural Repair Manual
(SRM) and Repair Drawing (RD) parts only, and will not include items such as kits.

Editor’s Note: This article has been reprinted from Dash ISAR 2001-02 to help ensure that Operators are
aware that this service is available.
The Technical Help Desk will soon be introducing the electronic distribution of Service Letters to
all Operators. In order for an Operator to take advantage of this new service, the THD will require
an appropriate e-mail address. This address ideally should be a departmental type (i.e., not a
personal address), so that the electronic SLs can be viewed by everyone in the department and
distributed within the entire organization.
As mentioned, the THD requires a single e-mail address from each Operator. Electronic in-house
distribution of the SLs will be at the Operator’s discretion.
It should be noted that the normal hardcopy distribution of Service Letters will be maintained by the
Bombardier Aerospace Regional Aircraft Technical Publications department.

Introduction
This feature in the ISAR is provided by Modification and Repair Services (MRS) - a group in
Bombardier Aerospace Regional Aircraft dedicated to supporting Sales, Marketing, Customer
Support, and Program Management. The group offers a means to work with third parties to obtain
non-standard aircraft reconfigurations in a cost effective and expedient manner. Dash 8 and CRJ
Operators are supported through the production of STCs for enhancement of the aircraft. Inquiries
regarding the content of “Supplemental Type Certificate News” should be addressed to:

Bombardier’s Structural Repair group continues to provide new and revised Generic RDs. The titles will be
summarized each month. Copies of these RDs will be issued as part of the normal manual update. However, if
Operators require a copy to immediately incorporate an RD on an aircraft, they may contact the Technical
Help Desk (1-416-375-4000). Unless otherwise stated, the RDs listed below are applicable to all Dash 8
Series 100/200/300 aircraft

Dash 8 Aperture Cards for Sale
The Change Request Transmittal (CRT) group is offering two sets of Dash 8 aperture cards for sale. The
price is set at $25,000 US each. Interested parties should contact either Grace Truchanowicz or Andrew
Burns (see contact information below). Note that these aperture cards are FOR REFERENCE ONLY, and do
not confer the right to manufacture parts from the data.

CD-ROM Availability
Revision 2 of Generic Repair Drawings (RD), Systems Drawings (SYD), and In-Service Activities Reports
(ISAR) for Dash 8 Series 100/200/300/400 on CD-ROM is currently available from Technical Publications,
Manuals Distribution. Revision 2 contains Generic RDs, SYDs, and ISARs on one CD. Over 80 new repairs
and SYDs, and an updated pictorial index are included, in addition to updates to existing repairs, for a total of
over 770 RDs and SYDs. Furthermore, a number of RDs were updated to include Series 200 aircraft.
Due to the electronic imaging advantages of this product, a number of repairs are available in their original
format (such as full size drawings).
Note that installation of this CD requires the Microsoft Windows operating system.
Pricing for the package is as follows:
$85.00 US for an update to an existing CD.
$203.00 US for a new installation (this includes viewer software).
