Over the years, the Department of Science and Technology-Science Education $£p 2019
Institute (DOST-SEI) has been the prime mover of S&T human resource development
of the country through provision of scholarship to qualified and talented students.
Many of its scholar-graduates are now experts in their respective fields of
specialization or are occupying key positions in the national government, academe,
research institutions among others.
In the country, the thesis is a requirement in almost all science and technology courses
before a student can obtain his/her degree from the university. The conduct of thesis
entails extensive research, as well as sizeable amount of resources for the purchase
of chemicals and apparatus, field trials, analyses, reproduction of questionnaires,
traveling cost, printing, and other related expenses.
Notably, majority of the DOST-SEI scholars belong to the low- income families and
rely mostly on the stipend being provided by DOST-SEI for their daily expenses while
in college. As such, the conduct of thesis may be additional burden for them to be able
to complete the academic requirements of their degrees. Moreover, some scholars
are hindered to produce quality research output due to limited budget to fully execute
their research plans.
To address these concerns, the DOST Secretary, in a memorandum dated 4 June
2019, approved the granting of thesis allowance to all DOST-SEI undergraduate
scholars with approved thesis proposals. With this initiative, it is hoped that DOST-
SEI scholars will be able to produce quality researches and/or prototypes that meet
the national standard and are aligned with the research agenda of the national
government and the DOST; and to complete their degrees within the scholarship
period.

A/ , . to conduct thesis/ capstone project/ enterprise
development/ plant design or similar undertakings that will lead to the
completion of his/her degree, as reflected in his/her Program of Study, is eligible
for the thesis allowance amounting to P10,000.
2. The DOST-SEI shall transfer to the DOST Regional Offices (ROs) and
University Core Groups (UCGs) the fund corresponding to the number of
DOST-SEI scholars who are expected to conduct their thesis or similar
undertakings.
3. A scholar shall receive 90% of the thesis allowance, j.e., P9,000 upon
submission to SEI or DOST RO or UCG a copy of his/her approved thesis
proposal which contains the following sections:
a. Introduction;
b. Statement of the Objectives;
c. Significance of the Study;
d. Brief Review of Relevant Literature;
e. Methodology; and
f. Schedule of Activities.
4. A scholar shall receive the remaining 10% of his/her thesis allowance, i.e.,
P1,000 upon submission to SEI or DOST RO or University Core Group the soft
(PDF format) and hard copies of the abstract of his/her thesis after completion
of the same.
5. A scholar who is in good academic standing but is already on extension of
period of study is still entitled to receive thesis allowance if not yet provided
earlier. On the other hand, a scholar whose scholarship is already terminated
is no longer entitled to thesis allowance.
6. The scholar must acknowledge the DOST-SEI and/or DOST RO in all reports
(including oral and poster presentation in conferences) and publications that
may be released in connection with the thesis.
7. The DOST ROs and University Core Groups must furnish SEI copies of the
thesis abstracts and similar outputs submitted by the scholars to the region and
university, respectively.
