WHEREAS, the juvinile justice welfare act of 2006 (Republic Act No. 9344), as amended mandates the creation of
a diversion Program at the Barangay Level to handle the cases involving a Children a Conflict With The Law
(CICL);
WHEREAS, it is imperative to address issues involving CICL through community - based intervention to prevent
reoffending and to promote the welfare and rehabilitation of the child;
WHEREAS, the establishment of the Barangay Diversion Committee (BDC) is is necessarily to implement
diversion programs and provide guidance and support to CICL within the Barangay;
NOW THEREFORE, I MAR R. BIUNAS , Punong Barangay Of Banga by virtue of the powers vested in the
name by the law, do hereby order by the following;
SECTION 2. COMPOSITION
The Barangay Diversion Committee ( BDC ) shall be composed of the following members:
The Barangay Diversion Committee shall have the following functions and responsibilities:
1. Develop and Implement Diversion Programs: Formulate, implement, and monitor diversion
programs and activities for Children In Conflict with the Law within the Barangay.
2. Conduct Diversion Proceedings: Facilitate and conduct divertion proceedings in accordance with the
guidelines set fourth by the juvinile justice walfare act and related laws.
3. Develop and implement Diversion programs: Develop and implement community – Based
Diversion Programs that are rehabilitate and supportive, aimed and preventing reoffending
4. Coordinate with Autorities: Coordinate with local law inforcement, social Walfare offices, schools,
and other relevant agencies to ensure comprehensive support for CICL.
5. Monitor the Progress: Monitor the progress of CICL under under the diversion program and provide
the necessary follow – up interventions
6. Documentation and Reporting: Maintain accurate documentation of all cases and submit regular
reports to the relevant municipal or city authorities.
7. Awareness and Advocacy: Conduct community awareness programs and advocacy initiatives to
promote understanding and support CICL and the diversion program.
SECTION 4 MEETINGS:
the Barangay Diversion Committee shall hold regular meetings at least once a month and special meetings as
necessary to address urgent matters.
SECTION 5 FUNDING:
the necessary funds for the implementation of the Barangay Diversion Committee’s Activities shall be sourced from
the Barangay budget and other funding sources as may be identified.
SECTION 6. EFFECTIVITY:
This executive order shall take effect immediately upon its issuance
