2.11 is amended to read:
2.11 WORK PLATFORMS AND PERIPHERAL EQUIPMENT ATTACHMENT
Work platforms including access steps and handrails shall be provided where necessary to permit
vessels to be internally inspected and elements replaced safely. The work platform shall be provided
by the installation contractor unless otherwise agreed by the vessel manufacturer and purchaser. It is
recommended that work platforms, stairs and any peripheral equipment be independent of the vessel,
free standing and self-supporting.
Where a work platform is required to be physically attached to a vessel, it shall be designed in
conjunction with the vessel. In this case the attachment clips, lugs or brackets for work platforms,
stairs and any peripheral equipment may be directly welded to the vessel. Any such attachments shall
be in accordance with the latest issue of the ASME Boiler and pressure vessel code, Section VIII:
Rules for construction of boilers and pressure vessels, or other recognized pressure vessel code as
agreed by the purchaser.
Welding directly to a vessel after it leaves the manufacturer shall be strictly avoided as it will void the
manufacturing certification, damage the internal epoxy coating and void the vessel manufacturer’s
warranty. In the case of vessel refurbishment external welding may be undertaken but the vessel will
require recertification.
Work platforms shall not obstruct access to filter vessel accessories such as air eliminators, pressure
gauges, level indicators, sampling ports, sump drains, etc. which is necessary for aviation fuel quality
surveillance procedures and routine maintenance.

This publication, which has been prepared by the EI Aviation Committee, is intended to provide
the industry with mechanical specifications for the design and construction of aviation fuel filter
vessels. Three types of vessels are covered: filter monitor, filter/water separator and microfilter vessels.
A vessel characterised as 'meeting the requirements of EI 1596' shall comply with all mandatory
language in this publication appropriate to that type of vessel as distinguished by the use of the word
'shall'. While this provides minimum levels for selected aspects of vessel design/performance, this
publication is not intended to completely describe all aspects of filter vessel performance and design
relevant to successful application. It remains the responsibility of the purchaser to ensure that the
vessel is fit-for-purpose in the intended application. Note that the approval of the mechanical design
of a vessel is the responsibility of the purchaser.

1 INTRODUCTION AND SCOPE
1.1 Introduction
This publication has been prepared to provide mechanical specifications for the design and
construction of vessels containing filter elements used in aviation fuel handling systems.
1.2 Scope
This publication provides requirements for:
−− Design and construction of filter vessels.
−− Vessel accessories.
Although this publication is primarily intended to apply to vessels for civilian applications,
many of the requirements may also be applicable to vessels intended for military use. Further
advice should be sought from manufacturers for specific military applications.
