RESOLUTION NO. 004
A RESOLUTION CREATING A NEW INTERNAL RULES AND PROCEDURE OF
THE SANGGUNIANG KABATAAN COUNCIL OF BARANGAY NAMTUTAN, CITY
OF SAN FERNANDO, LA UNION.
WHEREAS, it is consensus of the members of the council to adopt INTERNAL
RULES OF PROCEDURE to ensure a more orderly and effective deliberation of
issues and concerns on efficient governance for the general welfare of the members
of Sangguniang Kabataan Council.
WHEREAS, after through deliberation and conscientious study of the body that
the INTERNAL RULES OF PROCEDURE be adopted to maximize the attainment of
good governance to our constituents.
NOW THEREFORE, on motion duly seconded by all, be it:
THE SANGGUNIANG KABATAAN COUNCIL IN SESSION DULY ASSEMBLED:
RESOLVED, as hereby resolved, to adopt the INTERNAL RULES OF PROCEDURE
of the Sangguniang Kabataan Council as Follows:

RULE I
MEMBERSHIP
SECTION 1
Composition: The Sangguniang Kabataan Council of Barangay Langcuas, City
of San Fernando, La Union shall be composed of the following:
a. SK Chairperson, who shall act as the PRESIDING OFFICER
b. Seven (6) SK Kagawads
c. SK Secretary
d. SK Treasurer
SECTION 2
Term of Office: The Term of Office of all members shall be Two (2) years,
starting the afternoon of November 2023 until 2025, unless otherwise provided by
law.
RULE II
DUTIES AND RESPONSIBILITIES OF INDIVIDUAL MEMBERS
SECTION 3
All members must attend every session, and exceptions for non-attendance
are only permitted in cases of sickness or unavoidable circumstances. Members
unable to attend must notify the Presiding Officer or the SK Secretary in advance.
In the event of sickness, a valid medical certificate must be submitted as evidence
of absence. For other reasons, members must supply suitable documentation to
substantiate their absence.
SECTION 4
Every member must vote on every question or measure being voted upon by
the council. No abstention is allowed unless a member has an indirect or direct
interest in the mate being acted upon.
SECTION 5
Every member shall observe proper decorum during sessions, Public
Hearings, and other related activities. Furthermore, when serving the youth, it is
the duty of the member to exhibit a proper attitude in assisting the youth in all

aspects. Any reported act will merit a verbal warning. In the event of a second
violation, the SK Chairperson will issue a written warning. If the member commits
a third offense, the SK Member will provide a written Notice to Explain.
SECTION 6
Disciplinary actions, such as censure, reprimand, or session exclusion, can
be imposed on a member by a 2-3 vote of all SK Council members. This applies to
disorderly behavior or consecutive absences from three (3) sessions without a
justifiable reason. Continuous disorderly behaviour or absences without justifiable
reason will be ground to termination or dismissal.
SECTION 7
Temporary inability to Preside- In the event of the inability of the Presiding
Officer to Preside for a justifiable reason, the SK Chairperson will decide the one to
act as temporary Presiding Officer.
SECTION 8
In the absence of the SK Secretary, the Presiding of temporary Presiding
Officer may be designated temporary Secretary from among the members present
to take down the proceeding.
RULE III
SESSIONS AND FREQUENCY
SECTION 9
Sessions shall either be regular or special to with:
a. Regular Sessions
These shall be held once (1) a month and on the 2nd Sunday of the
week of every month at 2:00 PM. Resetting the regular session shall
only be allowed if extremely necessary. There is no need to inform
members of their attendance at regular sessions.
b. Special Session
Can be called by the SK Chairperson to tackle any matter that is highly urgent
and thus needs immediate attention. The SK Secretary shall notify members of the
SK Council for the conduct of a special session.

RULE IV
FINES AND CONTRIBUTIONS
SECTION 10
A penalty of fifty pesos (Php 50.00) shall be levied for each instance of non-
attendance at Regular Monthly meetings, a contribution of fifty pesos (Php 50.00)
is required in the unfortunate event of the death of barangay constituents, and a
penalty of fifty pesos (Php 50.00) shall be levied for each instance of non-
attendance on monthly road cleaning of the Barangay.
RULE VI
ATTIRES
SECTION 11
It is mandatory for all members of the Sangguniang Kabataan Council to
adhere to a proper dress code during official meetings.
RULE VII
COMMITTESS
SECTION 12
SK Council shall establish committees to address specific issues and
concerns efficiently. The committees may include but are not limited to Education,
Youth Development, Sports, Culture and Arts, and Environment. Each committee
shall be chaired by an SK Kagawad, with other members appointed by the SK
Chairperson. Committee members are expected to actively participate in meetings
and activities related to their assigned committee.
SECTION 13
Committee meetings shall be scheduled as needed, and reports on
committee activities shall be presented during regular sessions. The SK
Chairperson has the authority to call for special committee meetings when urgent
matters arise.
