The deep well water hand pump project is a community-driven initiative aimed at addressing the
critical need for clean, safe, and accessible water in the Msalala District Council, Shinyanga
Region. The project seeks to install hand pump wells that will serve over 12,500 citizens, most of
whom are farmers and have been without direct access clean and safe water for a long time.
The citizens of Msalala District Council, predominantly farmers, have been grappling with the
challenge of accessing clean and safe water. The lack of direct access to water has not only affected
their health due to consumption of unsafe water but also their farming activities, which are the
mainstay of their livelihood.
The overarching goal of this project is to improve the quality of life and productivity of the citizens
of Msalala District Council by providing them with easy access to clean and safe water. The
specific objectives include; to install deep well water hand pumps in strategic locations across the
district, to reduce the incidence of waterborne diseases by providing access to clean and safe water,
and to enhance farming activities by ensuring a reliable water supply.
Key activities of the proposed project will include; conduct a comprehensive survey to identify the
most suitable locations for the installation of the hand pumps, procure and install the deep well
water hand pumps, conduct community training on the maintenance and sustainable use of the
hand pumps and monitor and evaluate the impact of the project on the health and productivity of
the citizens.
The project is seeking a total of Tzs 250,000,000. This funding will cover the costs associated with
the survey, procurement and installation of the hand pumps, community training, and monitoring
and evaluation activities. The investment in this project will yield significant returns in terms of
improved health, increased productivity, and enhanced quality of life for the citizens of Msalala
District Council.

1.0 Introduction
Water is a fundamental necessity for human survival. However, in the Msalala District Council of
the Shinyanga Region in Tanzania, access to clean and safe potable water has been a longstanding
issue. The majority of the citizens in this district are farmers who have been struggling with this
problem for a long time.
District Council suffer from a lack of water, especially during the dry season. This lack of water
supply has not only affected their health due to the consumption of unsafe water but also their
farming activities, which are the mainstay of their livelihood.
The government of Tanzania, recognizing the critical need for water in these areas, has been
making efforts to address this issue. However, the funds allocated for this purpose have been
minimal and insufficient to cover the expenses needed to establish a reliable water supply system.
This project, the deep well water hand pump project, is a response to this pressing need. It aims to
install hand pump wells across the district, providing a direct source of clean and safe water to
over 12,500 citizens. The project seeks to alleviate the water scarcity problem, improve the health
of the citizens, and enhance their farming productivity. The project is a significant step towards
improving the quality of life for the citizens of Msalala District Council and is a testament to the
community’s resilience and determination to overcome their challenges.

3.0 Relevance of the action
The citizens of Msalala District Council in the Shinyanga Region, predominantly farmers, have
been facing a significant challenge due to the lack of direct access to clean and safe water. This
issue has far-reaching implications, affecting not only their health due to the consumption of unsafe
water but also their primary occupation - farming. The lack of water, especially during the dry
season, hampers their farming activities, thereby affecting their livelihood.
The deep well water hand pump project is a direct response to this critical issue. The project aims
to install hand pump wells across the district, providing a direct source of clean and safe water.
The justification for this project lies in the immediate need for a reliable water source that can
improve the health of the citizens, enhance their farming productivity, and ultimately, uplift their
quality of life.
The primary beneficiaries of this project are the over 12,500 citizens of Msalala District Council.
These individuals, most of whom are farmers, will gain direct access to clean and safe water,
thereby improving their health and productivity.
Other stakeholders include the local government authorities who have a vested interest in the
welfare of their citizens. The successful implementation of this project will not only address a
critical infrastructure gap but also contribute to the overall development of the district.
Additionally, local businesses and institutions that rely on a healthy and productive workforce will
indirectly benefit from this project. The project also aligns with the broader goals of the Tanzanian
government to ensure access to clean water for all its citizens.

ii. Procurement and Installation: Once the sites are identified, the next step is the
procurement of deep well water hand pumps. These pumps are specifically designed to
extract water from deep underground sources, making them ideal for the geographical
conditions of the Msalala District. Following procurement, the pumps will be installed at
the predetermined locations.
iii. Community Training: To ensure the sustainability of the project, community training
sessions will be conducted. These sessions will educate the local citizens on the
maintenance and sustainable use of the hand pumps. By empowering the community with
this knowledge, the project aims to foster a sense of ownership and responsibility among
the citizens.
iv. Monitoring and Evaluation: The final stage of the project involves monitoring and
evaluating the impact of the project on the health and productivity of the citizens. This will
be done through regular check-ins and feedback sessions with the community.
5.0 Methodology
The methodology for the deep well water hand pump project in Msalala District Council,
Shinyanga Region, encompasses the implementation method, monitoring and evaluation (M&E),
actors and stakeholders involved, and the organizational structure.
i. Implementation Method: The project will be implemented in a phased manner. The first
phase involves a comprehensive survey to identify suitable locations for the installation of
the hand pumps. The second phase includes the procurement and installation of the deep
well water hand pumps. The third phase involves community training on the maintenance
and sustainable use of the hand pumps. The final phase is the monitoring and evaluation of
the project’s impact on the health and productivity of the citizens.
ii. Monitoring and Evaluation (M&E): A robust M&E framework will be established to
assess the project’s progress and impact. Key performance indicators (KPIs) such as the
number of hand pumps installed, the number of citizens trained, and improvements in
health and productivity will be tracked. Regular feedback sessions with the community will
also be conducted to understand their experiences and make necessary adjustments.

iii. Actors and Stakeholders: The key actors in this project include the Msalala District
Council, local community members, and the project implementation team. The
stakeholders include the beneficiaries of the project (the citizens of Msalala), local
government bodies, and potential funding organizations.
iv. Organizational Structure: The project will be overseen by a Project Manager, who will
be responsible for coordinating all project activities and ensuring that the project objectives
are met. The Project Manager will be supported by a team of professionals including a
Surveyor, an Installation Technician, a Community Trainer, and a Monitoring and
Evaluation Officer. The community members will also play a crucial role in the project,
particularly in the maintenance and sustainable use of the hand pumps.

7.0 Sustainability
The sustainability of the deep well water hand pump project in Msalala District Council in
Shinyanga Region includes the following three main headings:
The project faces several risks that could potentially hinder its successful implementation and long-
term sustainability. These include the risk of equipment failure, the risk of insufficient community
engagement, and the risk of inadequate maintenance skills among the local population.
To mitigate these risks, the project will incorporate a comprehensive training program for the local
community on the maintenance and sustainable use of the hand pumps. This will not only ensure
that the pumps remain functional for a long time but also foster a sense of ownership among the
community members, thereby increasing their commitment to the project.
The financial sustainability of the project will be ensured through a multi-pronged approach. First,
the project will seek to minimize costs by procuring high-quality, durable hand pumps that require
minimal maintenance. Second, a small fee may be charged for the use of the hand pumps, which
will be used for their maintenance and repair. This will ensure that the project remains financially
viable in the long term without relying on external funding.
Institutional sustainability will be achieved by closely involving the Msalala District Council and
local community leaders in the project. Their involvement will ensure that the project is aligned
with the local needs and priorities, thereby increasing its acceptance and support among the local

population. Furthermore, by building the capacity of the local institutions to manage and maintain
the hand pumps, the project will ensure that they continue to provide clean and safe potable water
to the citizens of Msalala District Council long after the project has ended.

10.0 Sources of funding
The deep well water hand pump project in Msalala District Council in Shinyanga Region requires
a total budget of TZS 250,000,000. The funding for this project is expected to be sourced from a
combination of government grants, contributions from Non-Governmental Organizations (NGOs)
focused on water and sanitation, Corporate Social Responsibility (CSR) programs of corporations
operating in the region, community contributions in the form of cash, labor, or materials, and loans
from Microfinance Institutions (MFIs). This diversified funding strategy not only ensures the
financial sustainability of the project but also fosters a sense of ownership and responsibility
among the beneficiaries.
