Service Bulletins are advisory documents issued by a type certificate holder. They are NOT
issued or enforced by the FAA. Information contained in a Service Bulletin may or may not
be incorporated entirely at the customer’s discretion.

1. APPLICABILITY

This Service Bulletin applies to all float type aircraft carburetors manufactured by Volare
Carburetors, Precision Airmotive Corporation, Facet Aerospace Products Company and
Marvel-Schebler (Borg Warner). Such carburetors are referred to later in this Bulletin as
applicable carburetors.

2. REASON FOR PUBLICATION

Flight Safety Service Bulletin SB-2 was published by Volare Carburetors, LLC. on February
1, 2009 titled “The Required Replacement of Foam and Hollow Floats”. It advises the
replacement of all floats installed in the applicable carburetors with the latest design of float
produced by Volare. It also erroneously claims that all other float designs jeopardize the
performance and safe operation of the applicable carburetors.

An earlier Mandatory Service Bulletin (MSA-13) was issued by Volare’s predecessor,

Precision Airmotive Corporation on January 30, 2008. This Bulletin did not contain the
same error – it correctly stated - “This Bulletin does not apply to carburetors containing
floats manufactured by other FAA-PMA approved sources. Continued airworthiness
instructions for those non Precision Airmotive/Facet floats should be obtained from
the manufacturer”. Since the publication of MSA-13, the FAA has not issued any
airworthiness statements that in any way alter the above.

This Bulletin is published to address the error made in SB-2 and eliminate confusion
regarding the choice of float that can be used in the overhaul and repair of applicable
carburetors.

AVSTAR FUEL SYSTEMS, INC. MANUFACTURES FAA-PMA APPROVED BRASS

FLOATS SPECIFICALLY FOR INSTALLATION IN THE APPLICABLE CARBURETORS.
FAA APPROVAL OF THESE FLOATS UNDER FAR 21.303 WAS GRANTED ONLY
AFTER VALIDATION THAT THE PARTS MEET OR EXCEED THE FORM, FIT AND
FUNCTIONAL CHARACTERISTICS OF THE ORIGINAL EQUIPMENT
MANUFACTURER’S PARTS. INSTALLATION OF THESE FLOATS DURING THE
OVERHAUL OR REPAIR OF AN APPLICABLE CARBURETOR MEETS ALL FAA
REQUIREMENTS.

3. COMPLIANCE

Compliance with the intent of Volare Carburetor’s Flight Safety Service Bulletin SB-2 can be
achieved by ensuring that an FAA-PMA approved brass float manufactured by AVStar Fuel
Systems, Inc. is correctly installed. Other parts manufactured by AVStar are also FAA
approved replacements for any parts used in applicable carburetors.

To determine the type of float installed in a carburetor, all engine information, the aircraft
logbook or other aircraft documentation should be carefully examined for positive evidence
of identification. If successful, and the carburetor contains an FAA-PMA brass float
manufactured by AVStar Fuel Systems, Inc., a logbook entry should be made defining the
float type and part number, and also that “Volare Flight Safety Service Bulletin SB-2 is not
applicable, refer to AVStar Fuel Systems’ Service Bulletin AFS-SB2”.

If unsuccessful, comply with the intent of Volare Flight Safety Service Bulletin SB-2 by
installing a new or airworthy brass float and any other parts manufactured by AVStar Fuel
Systems, Inc.
