3. INTRODUCTION

SEU shall comply with this procedure, which shall be carried out in accordance with
manufacture’s recommendation and generally applicable company specification. Project
Manager is responsible for ensuring such compliance and SEU shall ensure that its own project
specific procedure incorporate all relevant aspects of, and are fully consistent with, the contents
of this document.

4. PROCEDURE DETAILS

4.1. Surface Preparation

 Oil and grease contamination shall be removed with an approved degreasing and
water flushed prior to blast cleaning in accordance with SSPC-SP1 ″Solvent

BLASTING AND PAINTING

 All rough welds, burrs, weld spatter and all other sharp surface projection shall be
ground smooth prior coating preparation.
 All surfaces to be coated shall be cleaned to SSPC in accordance with paint
system applied.
 The anchor pattern profile shall correspond to KEANETATOR comparator
between 2.0 ~ 3.0 mils peak to peak.
 Cleaning shall be discontinued each day in sufficient time to permit the surface
cleaned to be primed before the end of the working day or prior to any forecasted
detrimental weather.
 Blast cleaned surface shall be primed on the same day to avoid rusting. If surface
preparation is authorized at night (exceptionally), the prepared surface shall be
wiped the next morning. They shall be freshened with light blasting before the
primer is applied.

Surface preparation shall not be performed at night and also if any of the following
occur:

 The surface is likely to be humid after surface preparation and before painting.
 The surface temperature is less than 5°F above the surrounding air dew point.
 If the relative humidity exceeds 90%, permission from Company/Contractor must
be obtained to proceed with or continue with surface preparation. A sling
hygrometer must be provided to measure the air relative humidity and dew point
readings at blasting area.

4.2. Manual Blasting

4.2.1. Abrasive & Cleanliness

 Type of abrasive : Garnets

 Abrasive Size : 20 - 40 Mesh
 Surface Profile : 30 - 85 µm
 Cleaning method : Dry blasting
 Surface cleanliness : SSPC-SP 10 (Sa 2.5)
 Surface to be applied : All Carbon Steel, Vessel, Pipe, Plate
and Structural without limitation size.

4.2.2. Blasting Equipment

 One unit of air compressor 390 cfm, 100 psi, equipped with separator to
ensure that the compressed air supply is free of oil and moisture.
 1 unit Blasting Pot 200 liter capacity C/W accessories.

4.3. Painting

4.3.1. Storage Conditions

 All paint and thinner containers shall be kept closed before use and store
under shelter.
 Any paint that has gelled or settled during storage shall not be used.
 Any paint for which the shelf-life is expired shall not be used.

4.3.2. Mixing

 All the ingredients shall be thoroughly mixed and homogenized in clean

containers such that all pigments or other agents are held in solution
during application.
 Paint shall be continued to be mixed until homogenized and air bubbles
not visible.
 Product with unlimited pot life or which do not alter on standing may be
mixed immediately before use. Paint shall not be kept in the spray
equipment pots overnight, but shall be put back into closed container
and re-mixed before re use.

4.3.3. Thinning

Thinner are to be added only when necessary for proper application and
must never exceed manufacturer recommendations.

4.3.4. Painting Scheme

 Painting scheme to be used, number of layers, required dry film

thickness and color of the final coat shall be as per clause 6.4 and 6.5 of
this procedure.
 All painting to be carried out mainly by spraying method. Hand brush
painting may also to be used in the areas where it is not possible to
access by spray. Spray gun shall be kept at a suitable distance from work
surface at least 300 mm ~ 500 mm.
 Each coat must cure or dry properly before application of the next coat.

4.3.5. Painting is not to be carried out when:

 Steel surface temperature is less than 5°F (-15°C) above dew point.
 The relative humidity for Inorganic Zinc Silicate not more 70% and for
the other paint 75 - 85%.
 During rain or when the wind speed exceeds 15 miles per hour.
 The time internal between coats is likely to exceed 48 hours.

4.3.6. Brush Application

Brush type and quality shall enable proper application of paint. Round or
oval brushes are suitable for irregular/rough surfaces or pitted steel. Flat and
wide brushes are suitable for large flat surfaces.
Brush recommended for stripe coating and small areas, care must be taken to
achieve the specified dry film thickness.

5. PAINTING APPLICATION

5.1. Inspection

To be carried out on the blasted surface prior to apply paint:

 No Foreign Material on blasted surface
 Steel surface temperature, ambient temperature and dew point should be in
accordance to requirement standard.

Prior to application of any paint, the following conditions shall be ensured:

 Use of suitable application equipment including a full range of spray tips.

 Adequate PPE for the painter.
 All paints shall be mixed satisfactory following correct mixing procedure

5.2. Repair Procedure

The damage paint and non-adherent paint shall be removed and the surface thoroughly
cleaned. The edge of the damaged area shall be smoothed. Surface preparation shall
extend approximately 1 inch into the sound coat. Mechanical cleaning as per SSPC
SP3 may be applied in case surface preparation by blasting is not possible. Repair of
damage area refer to section 5 COPI Spec. 84501-9200-1L-006 Rev.A2

6. INSPECTION

6.1. Surface Preparation Roughness Check

Inspection of surface preparation is carrying out by visual and compared with “Keane-
Tator” or “Surface profile Comparator”.

6.2. Humidity Check

The air relativity humidity shall be measured with a hygrometer. Surface preparation
and/or paint application operations shall not commence if it is beyond the acceptable
limit. Relative Humidity shall be measured before commencement of work.

6.3. Dry Film Thickness

Coating thickness shall be measured by “DFT Gauge”. Acceptance Criteria shall be as

per SSPC PA 110. Every 100 sq ft shall have minimum of five (5) measurements,
each measurement being taken from average of three (3) readings. No single reading

shall less than 80% of specified DFT required and average value of measurements
shall not be less than specified DFT required. The observations will be recorded in the
attached Painting Report Format.

7. SAFETY MEASURES

 Safety to be ensured as the chemicals used in the painting procedure are highly inflammable
and hence must be stored and handled away from source of heat and spark
 Avoid breathing of vapor or spray mist as it can lead to nausea and unconsciousness.
 Inaccessible area for blasting and painting need adequate scaffolding erection.

8. REFERENCE

The requirements contained in the following standards shall form part of this specification in the
manner and extent specified here in:
1. Steel Structures Painting Council (SSPC) Specifications.
2. COPI Specification for Coating Structures Piping and Equipment (Doc. No.: 84501-9200-
