Association menyelenggarakan Konferensi Internasional dengan judul “Promoting Transparent
Pollution Control”. Konferensi ini diharapkan dapat menjadi katalis dalam kolaborasi perwujudan
keterbukaan informasi lingkungan di Indonesia bersama berbagai pihak, termasuk dari tingkat
internasional dengan tamu kehormatan kami, yakni Mr. Eduard Hlavatý, Senior PRTR Expert,
Ministry of Environment Czech Republic yang dapat hadir secara langsung di Jakarta.
Melalui surat ini, kami mengundang Bapak Ir. Sigit Reliantoro, M.Sc. untuk dapat hadir dan
menjadi keynote speaker dalam acara kami untuk memaparkan informasi mengenai kondisi
keterbukaan informasi lingkungan di Indonesia. Kerangka Acuan Kegiatan dan panduan

Promoting Transparent Pollution Control

A. BACKGROUND
Pollution Release Transfer Register (PRTR) is one of the tools to support pollution transparency
control and support the public's Right to Know. PRTR is known as a database consisting of registers of
pollutants release and transfer from industrial facilities to the environment. PRTR aims to improve
public access to this information and encourage facilities to reduce their environmental impact by
enhancement of transparency and accountability. In general, PRTR covers information about types and
numbers of released chemical pollutants, to the medium (air, water, or soil), and pollutant sources
(facilities). In some cases, PRTR even extends to pollutants toxicity and potential health impact.
Many countries have embedded PRTR as part of their environmental regulation, and some
international organizations have also developed PRTR. These countries are the European Union
(European PRTR/E-PRTR)1, the United States of America (Toxic Release Inventory)2, Australia
(National Pollutant Inventory/NPI)3, Canada (National Pollutant Release Inventory/NPRI),4 Chile
(Registro de Emisiones y Transferencia de Contaminantes/RETC)5, and Japan (Japan PRTR)6.
PRTR assists government agencies working with public administration in regard to pollution
management, as a side effect of industrial activity, and economic growth in Indonesia. This will not only
be for the central government but also for the local government to evaluate pollutants released and
transferred within their administrative boundaries as well as coordinate for cases where the area in
question is bordered by another administrative region.
Even though industries as pollutants emitters need to put extra effort into meeting this
compliance, the practice will build initiatives from within the sectors, for example, to control the
pollution communally, such as communal waste treatment facilities, and drive innovation on efficiency
improvement of pollutants treatment, such as air emission control.
To create a publicly accessible PRTR platform in Indonesia, many parties have to be involved,
such as the national and sub-national government agencies as the key policy makers, NGOs, Academia,
and even communities.
Ensuring all parties understand each other’s concerns and find common grounds will bring
PRTR forward for its actual implementation. Hence, a conference becomes a way to bridge the gap
between parties, to minimize information gap, deliver demand, and establish a supportive network.
Lessons learned from launching, maintaining, and using PRTR systems in Europe will serve as a
benchmark for Indonesia to initiate its own.

B. OBJECTIVES
The meeting aims to gather stakeholders from various backgrounds to share information and
best practices on transparency in pollution control and implementation. The objectives from the
conference are:
1. To increase the awareness of the importance of transparent pollution control in driving
transparency and accountability of environmental pollution management.
2. To provide a platform for experts from different sectors to share their concerns, demands, and
their means of capacity to support and implement Transparent Pollution Control in Indonesia
3. To facilitate network and collaboration between stakeholders on realizing transparent
pollution control from different regions and sectors, putting integration as an important aspect
of consideration
4. To identify challenges and opportunities to improve the design, implementation, and practice
of transparency in pollution control, such as improving data quality and accessibility,
strengthening public participation, and expanding pollutants and industries coverage.
5. To find common grounds between stakeholders and generate measures to proceed making an
Integrated Transparent Pollution Control System come into a realization.

We have divided the Presentation Session into four categories, namely Policy and Framework,
Industry, Academia, and Network and Civil Society Organizations. Each session will focus on
looking at Transparent Pollution Control through the topics. This way, we can dive deeper into the
topic and sharpen our discussion.
In order to give ideas on what to share during the discussion, we encourage speakers to answer some
of the questions below to be included in his/her presentation:
Policy and Framework:
- existing policy and framework on environmental data collection system in the country and
how it is used nationally
- the degree of the data transparency to public, data integration with other ministerial bodies or
government agencies
- aspects to improve from the policy and framework in order to push transparency and data
quality
- benefits of integrated and transparent data for your institutions (e.g. potential output to
generate)
- foreseen challenges at realizing such system and the opportunities it would bring
