The Outcomes-Based Education (OBE) Framework of ISPSC and the College of


Computing Studies is profoundly anchored in developing professionals who are ingrained with
values and competence in science and technology at its core in order to meaningfully respond
to the needs of the community in both local and global contexts. Adhering to its education
philosophy of ensuring student success, the outcomes of the institution, program and course
levels are pivoted on a leaner-centered standpoint to support the vision, mission and core
values of Ilocos Sur Polytechnic State College for continuous quality education, and
improvement mechanisms that shall persistently be devised and revised in its unrelenting
quest to produce graduates in congruence with globally acceptable competitiveness
standards in Information Technology Education.

OBE is an educational process which is focused on attaining what the individual


student can and must do with what he or she may know and acquire. The OBE approach
revolves around three components: (1) outcomes – the educational aim and values, (2)
teaching, learning and assessment methods – the methodology to enable the intended
learning of students, (3) criteria – how learning is assessed in relation to the expected
outcome.

The inputs for the framework includes feedbacks from stakeholders (students, parents,
alumni, employees, governing board, and other clients) and other external parties (LGUs,
NGOs, NGAs, partner agencies/institutions, quality assurance bodies, and other parties). The
inputs are processed in the PDCA Cycle and the expected outcome is highly skilled and
globally competitive graduates imbued with values and virtues possessing a deep sense of
commitment towards the improvement of the quality of life of the people and the communities.

The College of Computing Studies OBE framework is anchored on the Continuous


Improvement Model which employs the Plan-Do-Check-Act Cycle. The PDCA Cycle strives to
discover relevant contemporary alternative to incessantly develop the learners for a better

advancement of graduate placement destinations. The CCS Continuous Improvement Model
applies the PDCA cycle in the following steps:

1. Plan: Outcomes-Based Education Design – With the consideration of inputs from the
internal constituents (faculty, staff and students) and external stakeholders (industry and
the qualification, regulatory standards and professional bodies), the following are
established: (1) institutional vision, mission and core values statements; (2) institutional
outcomes; (3) program educational objectives; (4) student/program outcomes and (5)
course outcomes. The feedback mechanism is integrated in the review and updating of
syllabi and delivery process of the course.

2. Do: OBTL Delivery Process – The are composed of the appropriate learning environment
and sufficient resources and support structure: (1) administration of human and material
resources such as admin, faculty and staff development, library and laboratory facilities,
educational technology; (2) internal/external stakeholders support from alumni, parents,
community; and (3) the learning culture, core values and subsystems which include but
not limited to wide-range of policies and procedures of the college. The process then calls
for a good design of syllabi, teaching approach, learning methods and facilities and
assessment mechanisms.

3. Check: Assessment and Evaluation – The OBE system in teaching delivery and learning
process and their evaluation thereof are regularly monitored vis-à-vis the predetermined
key performance indicator in key result areas at various level in the institution, program
outcome and course outcome. Focus group discussion with industry advisory panel,
graduate tracer, competency survey, trainings and other direct and indirect assessment
are to be conducted.

4. Act: Enforcement of the OBE Development – Formulating and carrying our appropriate
and timely actions to revise and realign syllabus, curricula and formal results from the
assessment and evaluation are expected to attain higher extent of student outcomes.

ASSOCIATE IN COMPUTER TECHNOLOGY PROGRAM DESCRIPTION

The Associate in Computer Technology is a two-year ladder-type course leading to any


Information Technology Education Program, which aims to enable the student to earn diploma
after two years and work or pursue a bachelor degree in computer science or information
technology programs. The student is expected to have mastery of the computing and
information processing fundamentals at the end of the course.

BACHELOR OF SCIENCE IN INFORMATION TECHNOLOGY PROGRAM DESCRIPTION

The BS Information Technology program include the study of the utilization of both hardware
and software technologies involving planning, installing, customizing, operating, managing
and administering and maintaining information technology infrastructure that provides
computing solutions to address the needs of an organization. The program prepares
graduates to address various user needs involving the selection, development, application,
integration and management of computing technologies within an organization.

GOAL OF THE BSIT PROGRAM

The program prepares students to be IT professionals both local and global context
who are expected to be well-versed in application installation, operation, development,
maintenance and administration; as well as engaged in life-long learning endeavors which are
capable of contributing in research, extension and resource generation in the field of
Information Technology.

PO 1 The graduates will be competent professionals with an integrated understanding of
computer systems, processes, and the main body of knowledge being in the

as IT specialists, web or mobile applications developer, network engineer, database
administrator and systems administrator.

of contributing in research, extension and resource generation in the field of Information
Systems.

BACHELOR OF SCIENCE IN INFORMATION SYSTEMS PROGRAM DESCRIPTION

The BS Information Systems Program includes the study of application and effect of
information technology to organization. Graduate of the program should be able to implement
an information system, which considers complex technological and organizational factors
affecting it. These include components, tools, techniques, strategies, methodologies, etc.
Graduates are able to help an organization determine how information and technology-
enabled business process can be used as strategic tool to achieve a competitive advantage.
As a result, IS professionals require a sound understanding of organizational principles and
practices so that they can serve as an effective bridge between the technical and
management/users communities within an organization.
