Introduction

1 Introduction

This document describes the Dynamic GBR Admission Control feature and its
main benefits and impacts in the LTE RAN.

Dynamic GBR admission control is performed by monitoring the use of certain


system resources, referred to as monitored system resources (MSR), and
allowing the setting up of new guaranteed bit rate (GBR) bearers only if the
MSR usage by GBR bearers does not exceed a configured threshold. These
monitored system resources are scheduler-handled resources and include
hardware and software resources as well as license limited resources on both
cell and RBS level. The MSRs include resources such as the usage of
physical resource blocks (PRB), scheduling elements (SE), control channel
elements (CCE) and baseband capacity. The use of the MSRs is measured
during a measurement period after which a filtered value for the MSR usage is
calculated. This filtered MSR usage value is updated after each new
measurement period. Note that the MSR usage only considers resources
scheduled at high priority. To benefit from Dynamic GBR Admission Control,
one needs to assign GBR traffic scheduling algorithms/configuration allowing
for high-prioritized scheduling to happen. Examples of such configurations is
described in QoS-Aware Scheduler and Delay-Based Scheduling and Grant
Estimation and Minimum Rate Proportional Fair Scheduler .

Upon a GBR bearer setup the utilization of each MSR will be checked against
a configured threshold (shown in ) and is only allowed if the resource usage
does not exceed the threshold.

The GBR load on the dynamic MSRs is not considered for handover and
privileged access. Privileged access is described in more detail in Admission
Control.

Enabling the feature Differentiated Admission Control will introduce a second


threshold to allow differentiation between bearers with different ARP priority.
More details can be found in Differentiated Admission Control.

1.2 Dynamic GBR Admission Control Summary


This section describes the benefits of this feature.

The main purpose of Dynamic GBR Admission control is to ensure that the
Quality of Service (QoS) is maintained for GBR bearers in the system. By
enabling the Dynamic GBR admission control feature, a headroom is created
to allow for fluctuating radio conditions and mobility. The headroom can also
be used to control the ratio between GBR and non-GBR traffic. Furthermore,
using a dynamic method of measuring the use of resources by GBR bearers
allows for more efficient use of resources as well as avoiding unnecessary
rejections.

Enabling the Dynamic GBR Admission Control feature will also enable tuning
of the GBR cost per QCI (QoS Class Identifier) in the basic GBR admission
control function, see Admission Control . This will in turn enable the basic
admission control function to make admit or reject decisions with higher
precision by considering service-specific protocol overhead and activity factor.

2 Feature Operation

This section describes the Dynamic GBR Admission Control feature in more
detail, including network configuration requirements and operation flows.

The GBR threshold is common for all dynamic MSRs and controlled, for the
downlink and uplink, by the parameters dlAdmDifferentiationThr and
ulAdmDifferentiationThr introduced in Differentiated Admission Control.
The threshold is given as a ratio to max capacity.

2.1 Network Requirements


This is a licensed feature. This means that for the feature to be operational, a
valid license key must be installed and the feature must be explicitly activated
by setting a MOM attribute. See Section 7.1 on page 11 for more details.

The following must be fulfilled at feature activation:

• This feature has no prerequisite network configuration requirements.

This section describes how the Dynamic GBR Admission Control feature
impacts the network functions and capabilities.

4.1 Capacity
This section provides information on the impact of the feature on network
capacity.

Dynamic GBR Admission Control limits the amount of resources used by GBR
bearers, this helps ensure that the quality of service is fulfilled for GBR
bearers within the system but may come at a cost of accordingly reduced GBR
capacity. As the feature also provides a headroom for non-GBR bearers, the
non-GBR capacity will be improved for scenarios with a high load from GBR
bearers.

qciAcTuning will be able to configure GBR cost per QCI. Activating the
Dynamic GBR Admission control function will also affect the functionality of
the parameters dlAdmDifferentiationThr and
ulAdmDifferentiationThr . The basic admission control function also
introduces privileged access which allows some GBR bearer setup requests
to be accepted in spite of resource shortage.

This section provides Operation and Maintenance (O&M) information for the
Dynamic GBR Admission Control feature.

Adjusting the GBR thresholds is done with the parameters


dlAdmDifferentiationThr and ulAdmDifferentiationThr as
described in Section 2 on page 4.

7.1 Activate and Deactivate Feature


Activating the feature requires that the corresponding license is installed.
When the license is installed, an MO instance DynamicGbrAdmCtrl is
automatically created.
