1. Introduction
E-government has recently been used by many governments as a means to deliver services to the population
more quickly and easily.(Botchway et al., 2022) Although ensuring quality for any software application may be
challenging, doing so in the e-government sector is particularly challenging (Das et al., 2012) Given the growing
number of software businesses in Indonesia, the quality of the products generated (software quality) must also
increase. Development companies, who are only interested in the end result and how quickly they can complete their
task, may disregard software testing.(Hariyanto et al., 2020)
e-Government is used as a technology to assist better public services and government operations. The
effectiveness of e-Government depends on how well it is used. Better administration and services are offered in
correlation with increased e-Government quality. However, many e-governments are created without providing
adequate quality or addressing the true needs of the government. Three well-known quality factors—process quality,
information quality, and service quality—that can be included into e-Government are highlighted in this
study.According to the ICT community and policy experts (Chutimaskul et al., 2008), the majority of the people in
developing nations, particularly Botswana, have not taken advantage of ICT benefits due to a lack of locally
developed software applications for e-commerce, health, and customer services as well as poor management of the
ICT infrastructures. (Esiefarienrhe & Mokeresete, 2022)
Software and system testing are significant disciplines that integrate technical and conceptual realms.
Although system and software dependability is important, many firms involved in their development do not view
testing as a branch of engineering.(Almog et al., 2018). SQA, or software quality assurance, is a crucial step in
producing high-quality goods. SQA can benefit from this fresh breakthrough as the agent technology develops.(Leung
& Poon, 1999) Software Quality Control (SQC) has been working to ensure the quality product within time and budget
since the beginning of software engineering, but statistics reveal that partial or complete project failures have
continued to occur. (Sarker et al., 2018)

Software quality models offer a potential foundation for managing change and maintaining constant software
quality in the context of today's dynamically changing sophisticated software systems. These models offer an
analytical and abstract perspective of software artifacts with the goal of describing, evaluating, and/or forecasting
quality. Although there is great potential for software quality models to increase the efficacy and efficiency of quality
assurance to deal with software change. (Felderer, 2016)
In the majority of sectors, it is challenging to clearly define quality and quality assurance, and this issue is
made worse in the software sector. Additionally, there is a lack of consensus regarding the aims and duties of
software quality assurance (SQA). SQA appears to play only the subjective role of evaluating the work of software
managers and engineers. (1989; Kitchenham). Software quality models explain how quality characteristics are broken
down. The relationship between quality models, quality measures, and quality assessment activities, however, is not
always clear in practice. (Schnappinger et al., 2018) Managers of software projects must plan activities for quality
control. Due of a lack of knowledge, this is challenging. (Hampp, 2012) Compared to traditional ways, the agile
approach has grown significantly. Rapid development, quick review, quantified progress, and continual delivery that
satisfies customer need are more prioritized by the process. (Jain et al., 2019)
To evaluate the quality of e-government portals, numerous quality models have been employed. However,
there are a lot of variations in terms of quality features and metrics because there isn't an international consensus for
e-government site quality models.(Fath-Allah et al., 2014) Software quality model and reclassifies ISO/IEC 25000
Series SQuaRE's (System and software product Quality Requirements and Evaluation) software product quality
model's characteristics in accordance with the suggested model. (Koh, 2016)
Currently, the Banjar Regency administration is working to further fulfill its vision and objective by creating e-
government in an effort to increase the computerization of operations. To assess the SPBE service domain's
implementation progress and offer recommendations at the Office of Industry and Trade of the Banjar Regency.
(Saputra et al., 2020). E-Government is the use of technology, information, and communication in the sphere of
government. SPBE is one of the e-Government implementations carried undertaken by Indonesian government
agencies or agencies. A monitoring and evaluation mechanism from the SPBE itself is required to guarantee that the
SPBE runs in accordance with the stated objectives.(Kadek et al., n.d.) Electronic Based Government System (SPBE)
/ e-Government risk management is critical to deploy since it helps to maintain the sustainability of the SPBE by
reducing the impact of risks in the SPBE. Regional Governments are required to carry out risk management that is
guided by Indonesian national standards as stipulated in Presidential Decree No. 95 of 2018 concerning SPBE
Chapter 46 paragraphs 2 and 3. The Indonesian national standard referred to is the standard contained in Permen
PANRB No. 5 of 2020 concerning SPBE Risk Management Guidelines. (Harisdayanti et al., 2020)
2. Research Method
At this point, the researcher will assess the software quality of the Internal Audit application. The first step is
to choose the domain/clause to be evaluated. Then, using interviews and surveys, put each signal to the test. Test
results from some of these markers should be collected. The data from the test results is then processed. Finally,
suggestions for improvement are made.

Internal e-audit programs used by government organizations as a tool for performing audits are the subject of
the study's case studies. Regarding the assessment clause established on the domain 3 of SPBE services, which is
functionality and performance, this research concentrates on the functional capacity's maturity level, which is shown in
Table 1, and its maturity level's characteristics, which can be seen in Table 2.
The functionality and performance domains' phases, actions, and indicators are all shown in this table. There
are 62 indicators, 12 activities, and 4 phases. Based on the collected data and made observations, the maturity level
of each indicator will be computed.
When determining the maturity of SPBE services, such as electronic government administrative services and
electronic public services, service capacity maturity a assessment of the organization's capability on a service will be
employed. contains 5 metrics that make up the information, integration, transaction, collaboration, and optimal levels
of service capability maturity.
4. Conclusion
Provide a statement that what is expected as stated in the Introduction section, and obtained in Results and
Discussion section. Moreover, it can also be added the prospect of the development of research results and
application prospects of further studies into the next (based on result and discussion).
