1.0 OBJECTIVES

This work instruction provides details on how intended users can:

1.1 Install the Digital Certificate (DC) for the Compliance Post-Evaluation Monitoring System
(CPEMS); and

1.2 First time log-in in the CPEMS.

2.0 ABOUT THE CPEMS

2.1 The CPEMS is a web-based application to be used by market participants to view and respond to
their Offered Capacity Compliance (OCC) Standards and Dispatch Conformance Standards
(DCS) probable breaches.

The CPEMS shall be managed by Enforcement and Compliance Office (ECO) of PEMC through
validation and assessment of probable breaches.

3.0 PRE-REQUISITES

3.1 CPEMS USERS

a. Each digital certificate (DC) issued is for the exclusive use by the Participant/User and shall
not be shared and/or disclosed to anyone who is not an official user of CPEMS, as declared
in the submitted Request Form, Authorization, and Contact Information Sheet. The
Participant/User shall be responsible for ensuring that this is strictly followed by its user/s.

b. Upon receipt, the security and safety of the issued DC shall be the sole responsibility of the
Participant/User. The Participant/User shall not hold PEMC liable for any damage or loss
because of misuse, disclosure or loss of the DC already in the possession.

c. Only those with approved Request Form, Authorization and Contact Information Sheet are
provided with the DC for installation and updating.

d. The DC will expire in five years reckoned from its Certification Authority’s issuance date. A
new DC will be reissued and reinstalled prior to expiration date for uninterrupted access.

e. The Participant must immediately notify PEMC of:


• any change of information included in his or her DC or any change in circumstances which
would make the information in his or her DC misleading or inaccurate; and
• known or suspected loss, disclosure, or other compromise of his or her DC

f. In the event that one of the incidents in (e) occurs, the Participant must:
• immediately request that the DC be revoked; and
• request that a new DC/password be created/generated.

3.2 SYSTEM REQUIREMENTS

CPEMS requires the following system specifications to function properly:

Adaptable to all current versions of Google Chrome and Mozilla

4.0 INSTRUCTIONS IN RETRIEVING MEDIA ACCESS CONTROL (MAC) ADDRESS

4.1 Click Windows Start or press the Windows key.

4.2 In the search box, type cmd.

4.3 Press the Enter key. A command window displays.

4.4 Type ipconfig /all.

4.5 Press Enter. A physical address displays for each adapter. The physical address is your
device's MAC address.

4.6 Provide the MAC address under Ethernet Adapter, Physical Address or if not available, Wireless
LAN Adapter, Physical Address

5.0 INSTRUCTIONS IN INSTALLING THE DC

5.1 Save the Digital Certificate provided by the PEMC ECO in your computer.

5.2 Right click the certificate files and click on the install PFX.

5.3 The certificate Import Wizard will pop-out, just select the current user and click next.

5.4 On the next tab, click next.

5.5 Provide the password which will be emailed individually along with the DC then click next.

5.6 Click Next.

5.7 The summary page will show up and just click finish. The installation should be complete.

6.0 DC INSTALLATION USING MOZILLA FIREFOX

6.1 Open Mozilla Firefox then type about:preferences in address bar.

6.2 In Search bar, type cert and press Enter.

6.3 Click “View Certificates” button then the Certificates Manager will appear.

6.4 Click Import and locate your Digital Certificate.

6.5 Type the DC password and the import should be successful.

7.0 FIRST LOG-IN

7.1 Upon successful DC installation, go to this webpage: https:/cpems.pemc.ph/login


This log-in page should appear:

Note: If you have more than one DC installed, the system will prompt which DC to use. The user
must select the DC for CPEMS.

7.2 Type in the details in the appropriate fields:

● Username

This will be in the default format: Participant Shortname + GEN (e.g.APRIGEN)

● Password

For first time log-in the default password shall be emailed to you

7.4 Change Password

• In the Dashboard, click on the account name on the upper right part of the dashboard.
• A small window will show, click on Profile.
• Once in Profile, beside Timeline click on Account Settings.
• Input the desired password on the textboxes then click Change Password.
