1. Project Overview
Central Park DAC Plot 6-2 is a 2 blocks consists Block B1 and B2, which have
30-storey Apartment Units. Block B1 have 381 units, while Block B2 have 384 units. The
scope of works for Low Voltage sub-main cables from Metering Panel to typical units’ DB
through trunking containment and partly concealed conduit. The sub-main use for
typical units is Single-phase 16mm and the earth cable (ECC) also full size of 16mm
single PVC.
2. Basic Preparation
2.1 All the electrical works shall comply with local latest standard rules and the following
classification:
2.1.3 BS7671, Regulation for Electrical Installation (Formally IEE Wiring Regulation,
16th Edition)
3. Planning Stage
3.2.1 The main materials is the single core PVC cable which consists of 16mm
(phase, neutral and earth).
3.3.1 Cable puller, Wire Cutters, Screw drivers, Crimping tools, Spanner, Adjustable
Spanner, Hammer drill machine, hammer, grinder machine and etc.
3.4.2 Before cable pulling commences, the actual length of the route will be
measured and checked to ensure the adequacy of provided cable length.
3.4.3 Ensure the cable pulling winch is placed at a suitable position according to the
length of the cable and the condition.
3.4.4 Cable shall be tested both before removal from cable drums and on-site with a
1 KV insulation tester.
4. Construction Stage
4.1.1 Ensure all drawings and method statement are approved and available to the
installation team.
4.1.2 Prior to the installation of cables in any area, cable trunking or any
containment system must be inspected and approved.
4.1.3 Check that trunking are free from any sharp edges and have sufficient space

4.1.4 Ensure that trunking are provided with purpose made bends to accommodate
the minimum bending radius of the cable. This is to ensure that cable is not given undue
stress.
4.1.5 Complete a mock-up installation before main works and get its approval.
5. Construction Method
5.1.2 The drum schedule will be used to identufy the cable drum that will be used for
cable pulling.
5.1.4 A gripper or a cable shock will be used to fix the cable to the winch.
5.1.5 Cable laying will begin from one end of the route or any other suitable point if
needed.
5.1.6 The cables’ bending radius will conform t the cable manufacturer’s
recommendation.
5.1.7 Prior to cable cutting, an inspection of both ends shall take place to make sure
there is sufficient length for proper dressing and end termination.
5.1.8 Right after every cable is finished, all cables shall be tested for insulation
resistance.
5.1.10 Update the cable and drum schedules with cable pulling information.
5.1.11 Following completion of all same route cables, cable dressing and clamping
will take place.

5.1.12 Trefoil (three-foil formation) laying shall be used with single-core cables.
5.1.14 When cable laying is completed, insulation test will take place according to
attached format.
5.2.1 Once all cables of the Metering Panel is drawn in, conduct a check against
load schedule and segregate phase, neutral and earth wires. Install cables marking
ferrules and straighten the cables neatly.
5.2.1 Make sure all the cable installations are completed and the cables will be
tested for insulation and continuity test before termination.
5.2.2 Using an Insulation Tester (Megger) all cables runs should be individually
tested for insulation failure. Insulation failure between Phase to Phase, Phase to Neutral,
Phase to Earth, Neutral to Earth. Continuity tests are to be done before termination of
cable accessories and Final DB Incoming Breakers. The readings / measurement are to
be recorded on the test reports which are to be signed, dated by the Supervisor, Project
Engineer and Consultant Engineer. These Test Reports are to be later filed and
submission with Final Handover to Client.
5.3.1 Firstly, terminate the main incoming to the Incomer Device of the DB. Allow a
little excess loop in incomer cable for future maintenance requirements.
5.3.2 Secondly terminate another end at Metering Panel’s cut-out fuses and neutral
link.
5.3.3 To complete the DB dressing, ensure that the Final Load Schedule or Single
Line Diagram is fixed on the DB Door, all breaker should be identified with a legend
sticker fixed in the middle of the breaker assembly.
5.3.4 Identify the Meter belongings to units and waiting the TNB meter to be install.

5.3.4 Raise inspection Request to Resident Engineer to inspect and check the
installation works.
6.1 Initial insulation testing is done prior to start of DB & Cut-out fuse dressing works as
mentioned above. Final insulation test, continuity tests is to be done prior to Consultant’s
inspection. (Refer to Figure 1 for configuration of Megger Test)

6.2.2 Megger with range 500V/1000V shall be used for conducting the test.
6.3.1 The leads used for connecting megger testing with the circuit should be fault
free and the two connecting leads should have electrical continuity. It is checked by
touching the free ends of the leads together while the megger button is pressed ON to
check for zero resistance.

6.3.2 Check for PVC adopters are provided for cables and male adapter for all PVC
conduits terminating in the panel board.
6.3.3 Check the dressing is complete for all the cables in the panel boards &
metering panel.
6.3.4 Confirm all the connections are completed before the testing.
6.4.1 Connect the free megger test probes to any two conductors required to be
tested
6.4.2 With all the appliance connected or the two ends of the conductors shorted
and all Switches switched ON the reading shown on the megger should be zero. If the
reading shows “INFINITY”, then there is an open circuit. The fault should be traced and
rectified.
6.4.3 For cables, the extreme ends of any two phase is shorted and when the test is
conducted the reading should be zero if the meter reads infinity or some value of mega
ohms then there is a fault in the cable and it should be rectified. Same procedure shall
be repeated for other 3 conductors of the cable.
6.5.1.1 For cables the circuit is tested, Megger range should be 1000V
6.5.2 With the other ends of the circuit conductor open the value should be infinity
for all the test. If the value is zero, there is short circuit or the insulation of the wire is
damaged and the wire is changed accordingly.

7. Quality Issues
7.1 There are many reasons why a cable may fail in service, with the failure at its most
serious resulting in fire or other serious fault. Some of the main causes of cable failure
include:
7.1.1 Ageing
7.1.1.1 The service life of a cable can be significantly reduced if it has been
expected to operate outside of the optimal operating conditions it was designed for. The
ageing process usually results in embrittlement, cracking and eventual failure of the
insulating and sheathing materials, exposing the conductor and risking a potential short
circuit, a likely cause of electrical fire.
7.1.2 Application
7.1.2.1 If cable selected is not appropriate for the application it is more likely to
fail in service. For example, a cable which is not robust enough for the environment,
either mechanically tough enough to wear and abrasion or chemically resistant to the
ambient conditions, is more likely to fail than one whose construction is suitable for the
installation environment.
7.1.4.1 There are several reasons why the sheathing material may degrade,
including excessive heat or cold, chemicals, weather conditions, and abrasion of the
sheath. All of these factors can ultimately cause electrical failure as the insulated cores
are no longer protected by the sheathing as originally designed.

7.1.5.1 Moisture ingress can cause significant problems including short circuit
and corrosion of the copper conductors.
7.1.6.1 Excessive heating of the cable will cause degradation of the insulation
and sheathing material and premature failure. The heat may come from an external
source or may be generated by the resistance to current flow in the conductor - a
particular problem if the cable is overloaded and/or underrated for the application.
7.1.7.1 Electrical overloading normally occurs when the cable is underrated for
the application or when too much load is being placed on the cable. In domestic
applications this is often a result of plugging too many appliances into the one socket and
overloading the wiring to that individual socket, extension adaptor or gang socket.
7.1.8.1 Rodents frequently attack the outer layers of cables. This damage can be
extensive, significantly reducing the sheathing or insulation properties of the cable,
another likely source of electrical fires.
7.1.9 UV Exposure

8. Quality Standards
8.1.1 The quality of the materials and installation works must meet the design
requirements.
9.1 Prior to installation, the following will be observed and checked, as applicable:
9.1.1 Clean distribution boards and make sure all conduits are free from blockage.
9.1.2 After completion of all electrical installation, remove dirt, and construction
debris, clean the work location and site is left in a tidy fashion.
11.1.1 Construction site personnel must fully understand the important role of the
use of safety protection equipment, master the usage of electric and electronic tools,
storage protection and self-protect the safety and health during construction
11.1.2 All construction workers working on site should wear relevant PPE during
work.

11.1.3 All workers who work with sparks, flammable should use masks, protective
glasses and gloves
11.1.4 Wear eye protection items such as glasses, goggles, and face shields when
working with grinder or cutting machine
11.2.1 The construction site should be kept clean and tidy, and waste materials
should be cleaned up in time
11.2.2 The stacking of equipment and materials should be neat and orderly, clearly
marked and not obstructing traffic
11.2.3 The construction safety facilities and firefighting facilities at the construction
site are strictly prohibited to be sabotage.
11.2.4 The workers should be aware of the protection of finished products, and it is
strictly forbidden to sabotage.
11.3.1 In case of accidental injury, the workers shall follow the command uniformly.
11.3.2.2 The opening in the construction area shall be covered and shall not
lean against the fence or sit on the edge of the openings.
11.3.2.3 Working at high with using ladder or scaffold should be inspected with
approved to use.
11.3.2.4 Safety belts must be worn when working at heights, and safety belts
must be hung on a firm place. Before working, carefully check whether the safety

11.3.2.5 Working at heights should pass the physical examination before taking
up their posts. Workers should correctly wear and use safety helmets, safety belts and
other necessary PPE accordance with regulations.
