Ministry of Labour & Employment

1. Important policy decisions taken and major achievements during the month of
January 2023.

A. Labour Codes: As a part of legislative reforms, the existing 29 Acts in the central
sphere have been subsumed in the four Codes. All Codes have been passed by the
Parliament and notified. The latest status of each of the Code is as under:

 The Code on Wages, 2019 was notified in Gazette of India on 8th August, 2019 and
the Industrial Relations Code, 2020, the code on Social Security, 2020 and the
Occupational Safety, Health & Working Conditions Code, 2020 were notified in
Gazette of India on 29th September, 2020.

 The Central Government has pre-published the draft Rules, namely, the Code on
Wages (Central) Rules, 2020 , the Industrial Relation (Central) Rules, 2020, the Code
on Social Security (Central) Rules, 2020 and the Occupational Safety, Health and
Working Conditions (Central) Rules, 2020.

(iii) Governance Reforms: Shram Suvidha Portal: Under the Shram Suvidha Portal
39,41,736 Labour Identification Number (LIN) have been generated and inspection report in
respect of 7,48,926 cases have been uploaded on the portal.
B. eShram Portal: eSHRAM portal has been developed for creating a National Database
of Unorganized Workers, which is seeded with Aadhaar to extend the benefits of the social
security schemes to them. Any worker, who is working in unorganised sector and aged
between 16-59, is eligible to register on the eSHRAM portal. It is the first-ever national
database of unorganised workers including migrant workers, construction workers, gig and
platform workers, etc. As on 31.01.2023 a total of 28.56 crore unorganised workers have
registered on the portal.

C. Consumer Price Index: All India Consumer Price Index Number for Industrial Workers
(CPI-IW) with base year 2016=100 for the month of December, 2022 decreased by 0.2 points
and stood at 132.3 (One Hundred Thirty Two and point three). The inflation based on CPI-IW
stood at 5.50 per cent for December, 2022 as compared to 5.41 per cent for the previous
month and 5.56 per cent during the corresponding month of the previous year.

D. Employees Provident Fund Organization (EPFO):

a) Inauguration of Regional Office, Alwar


Union Minister for Labour and Employment, Forest, Environment and Climate Change
inaugurated EPFO Regional Office Alwar, Rajasthan on 13.01.2023.

b) Nidhi Aapke Nikat Programme

Secretary (Labour & Employment) started a massive district outreach programme in


all the districts of the country through a revamped ‘Nidhi Aapke Nikat’ programme. The
SOP for Nidhi Aapke Nikat 2.0 was approved by Hon’ble Labour & Employment
Minister. The camps were organized in more than 685 districts and attended by
34,546 participants which included district camps and field offices. Members of
Parliament, Members of Legislative Assemblies, CBT members, Regional Committee
Members, District Collectors, Officials from State and District administration and
representatives from industrial bodies were also present in many of the district camps.

Nidhi Aapke Nikat 2.0 will not be only grievance redressal platform and information
exchange network for the employers and the employees but also a platform for
exchange of information with the district level authorities of various State and Central
Government departments.

Under the Nidhi Aapke Nikat 2.0, EPFO will reach out to the stakeholders, thereby
increasing accessibility and visibility of the organization, in all the districts of the
country. The aim of the programme is to reach out to all the districts in the country on
27th of every month.

c) E-Nominations under Azadi Ka Amrit Mahotsav (AKAM)

 As a part of celebration of AKAM, EPFO has started a special drive to


encourage members to file e-nomination. Total 1.76 crore e-nominations were filed till
31.01.2023 and in January 2023, 4.92 Lakh e-nominations have been done.

d) Settlement of claims by EPFO offices

Since 01.04.2022, 304.45 lakh claims (Final PF Settlements, Death Claims, Insurance
Claims and Partial withdrawal/advance including LIP & Covid-19) have been settled by
EPFO offices till 31.01.2023, disbursing an amount of ₹ 1,29,965.25 Crores to PF
members.

e) Progress on EDLI Scheme


The assurance benefit has been raised from earlier ₹6 Lakhs to ₹7 Lakhs from
28.04.2021. Since 15.02.2020, an amount of ₹ 4,856.06 crore has been disbursed
to 1,71,795 beneficiaries across 63,458 establishments as assurance benefit till
31.01.2023.

f) KYC updation of subscribers


Since 01.04.2022, EPFO offices have ensured Aadhaar seeding
for 1.15 crore subscribers, mobile number seeding for 91.21 lakh subscribers and
bank account seeding for 37.14 lakh subscribers till 31.01.2023.

g) EPFO Payroll data


The provisional payroll data of EPFO released on 20th January 2023 highlights that
EPFO has added 16.26 lakh net subscribers during the month of November, 2022. A
year-on-year comparison of payroll data reflects an increase of 16.50% in net
membership addition in November, 2022 as compared to the corresponding month
during last year in 2021.

h) Pension disbursement

Under the ‘Prayaas’ initiative, field offices of EPFO are handing over PPOs to
members of EPS 1995 on the day of superannuation. Field offices of EPFO conducted
5,337 webinars on Prayaas initiative till 31.01.2023. 799 PPOs were handed over to
subscribers under Prayaas initiative in the month of January, 2023.

i) Capacity Building

Training with Capacity Building Commission and their expert from Harvard was
held on 19th & 20th January, 2023 which was attended by Senior Officers of EPFO
and Officers of other departments. The Capacity Building Commission (CBC) through
Mission Karmayogi aims to increase the effectiveness without compromising its
efficiency in resource use and allocation.

E. Employees State Insurance Corporation (ESIC):

a) Performance in Key Areas:


 UAN Seeding of Insured Persons:
Universal Account Number (UAN) provides portability of benefit and enables
introduction of technology. EPFO’s database has already been seeded with UAN.
Seeding of ESIC database is now being undertaken first time. 15426891 accounts
have been assigned UAN till January, 2023. Availability of common number
between the accounts of ESIC and EPFO will help in comparing beneficiaries
between the two organisations.

b) Extension of ESIC Scheme:


 ESI Scheme has been extended in the entire area of one Partially notified
district Firozpur in the State of Punjab. A notification dated 10.01.2023 to this effect
has been issued by the Central Government for notifying the district effective from
1st of February, 2023.

 ESI Scheme has been extended in the entire area of:

 One Partially notified district i.e. Kendraparain the State of Odisha.


 Two Partially notified districts i.e. Chhindwara and Singrauli in the State of
Madhya Pradesh.
 Three Non-notified districts and 6 partially notified districts i.e. Latur,
Osmanabad, Parbhani, Sindhudurga, Beed, Bhandara, Gadchiroli,
Ratnagiri, Washim in the State of Maharashtra.
 One Partially notified district i.e. Aizawl in the State of Mizoram.
 The medical benefit as laid down in the Regulation 95-A of ESI(General)
Regulation has been extended to the families of Insured persons effective from
01.01.2023 in the entire area of:

 Three Partially notified districts i.e. Guna, Sehore and Z-11012/3/2021-P


and D I/226430/2023 Shajapur in the State of Madhya Pradesh.
 Five Non-notified districts Chamba, Kullu, Hamirpur, Kinnaur and Lahaul &
Spiti in the State of Himachal Pradesh.
 One district of Tiruvallur in the State of Tamil Nadu.

 Total no. of fully notified districts have now risen to 481 out of 609 notified
districts in the country

c) Recruitment

 ESIC participated in the 3rd Rozgar Mela at 28 Venues where candidates


received the Offer of Appointments from Dignitaries/Chief Guest. ESIC issued
total 666 Offer of Appointment (OOA) in 3rd Rozgar Mela on 20.01.2023 which
includes 21 candidates for the post of Specialist Gr. II Doctors, 18 candidates for
the post of Social Security Officer, 505 candidates for the post of Upper Division
Clerk, 82 candidates for the post of Stenographer and 40 candidates for the post of
Multi-Tasking Staff. 297 Promotion Data was also uploaded on DoPT Portal.
Result for the post of Stenographer for 02 regions for Gujrat, Delhi Hqrs. Delhi
Regional Office and Directorate Medical Delhi declared on 09.12.2022.

d) Property Management Division

 Work assigned for construction of 60 Staff Quarters for Regional Office, Baddi,
H.P.
 Work assigned for construction of 100 bed ESI Hospital and 32 numbers of
Staff Quarters at Bellary, Karnataka.
 Possession of land for the construction of 100 bedded ESI Hospital at Agartala,
Tirupura on 13.01.2023.

e) Medical Services
 During the month of January, 2023 total Annual Preventive Health Checkup
conducted in 09 hospitals is 59 and number of health check-up conducted at
various Industrial Cluster (on-site) is 4639.

F. Atmanirbhar Bharat Rozgar Yojana (ABRY): To boost employment generation and


to minimize socio-economic compact of Covid-19 pandemic, Ministry of Labour &
Employment on 30.12.2020 notified EPFO-linked Aatmanirbhar Bharat Rojgar Yojana
(ABRY) scheme. As on 30.01.2023, 1,51,889 establishments have claimed benefits
amounting to ₹ 8483.75 Crores in respect of 60.26 Lakh beneficiaries.

G. National Career Service (NCS):

a) Key activities/achievements of NCS :

 456 job fairs were organized in which a total of 1,618 employers participated
and 11,108 candidates were selected for jobs during the month. In respect of
stakeholder registration, 1,37,758 new employers, 7,17,867 new jobseekers, 7,253
UAN based jobseekers were registered on NCS portal. Around 3,10,999 vacancies
mobilized on the NCS portal for the period of 01st January 2023 to 31st January
2023.

(b) Skilling/Upskilling Initiatives:

 A total of 22,924candidates were registered for the Microsoft Digisaksham


program.
 A total of 10,989 registrations were done for TCS iON course.

(c) NCS portal has successfully integrated with J&K state unified portal to push
jobseekers’ data on the NCS portal. The integration went Live on 11 January 2023.

(d) In respect of registration of MEA registered agents, 16 more RAs were


registered on the NCS portal from 01st January’2023 to 31st January’2023.In the
month of January, more than 550 overseas vacancies posted on the NCS portal.
