I.

Introduction
A. Background of the Study

According to Reil G. Cruz, Tourism Planning is the process of gathering and evaluating
information to identify and prioritize current development issues, imagining a desired future state
of destination and choosing from a number of alternatives for achieving them. This process is
time consuming, difficult and sometimes arguable because the different stakeholder groups
have different ideas which could not be achieved because of the differences of each other’s
ideas. In tourism planning, we need to have a vision on what we want our destination to become
and specific goals. In order to achieve them, objectives should be followed in an organized
manner.

Tourism, as what we have studied, is one of the world`s fastest growing industries and a
major source of earning and employment. By the interest of our plan, we are challenged to
establish a destination experience that will promote tourism and gain the number of tourist for a
more progressive community and also understanding tourism development in the concern of
initiative planning towards the benefit of satisfaction.

The group has chosen the study locale which is Porac, because being one of the biggest
and oldest towns in Pampanga it is an important source of granite and tamping ground minerals.
The town being known for welcoming every guest for it is a strategic place for business and
recreational activities. Also, it is governed by responsive leaders who promote a united and
balanced community. Porac also has many land spaces to put into construction of tourism
destination which will promote greater number of tourist.

Openness, hospitality and well respected personality are part of the national identity that
Poraqueños are most known of. This is the one of the major reasons why we chose the location.
We see a big potential in our chosen location. We want to be one of the major contributors for
the success of Porac in the near future.

Every tourist loves to enjoy new experiences, learn new language, understand another
culture, have fun, eat new food and see new things. In the Philippines, the heat is so intense
that people want to get around the country more. You may have heard of Dara Falls, Sandbox
and Poracay, but that’s because they are as famous as it gets. Porac is not only known for that.
It is a beautiful and progressive town. It is also one of the biggest and one of the oldest town in
Pampanga. You can never find anywherelse but Porac in sharing the experience of eating with
the famous Binulo. Enjoy trekking along the Porac Trail leading to the magnificent Miyamit Falls
and Mt. Pinatubo Crater. It is a gateway to the towns of Bataan, Zambales and Tarlac. Porac is
the best place for business and recreational activities. Using the road to SCTEX, world class
expressway, the direction going to Clark Special Economic Zone is just 10 minutes away and to
Subic Freeport Zone in just 45 minutes from Porac.

B. Study Locale

History

The name "Porac" is derived from the word "purac" after the abundant Purac tress
encountered by the first settlers and is believed to be the first town established in Pampanga.
The then Provincial Surveyor Don Ramon N. Orozco in 1879 called the river in this place "Poraq
River" in his sketch of the nearby town of Floridablanca. Puraq later became what is now known
as Porac on September 16, 1867.

Agriculture came to the place with the settling of Pampangans, native of Malayan
extraction, accompanied by a small number of Spaniards. Porac was a ranch in the slope of the
mountain known as Batiawan. Due to the scarcity of water in the mountains the residents
moved to the lower grounds near "Poraq River" to sustain their water needs.

In 1853, the settlements in Porac were composed of six barangays namely Dolores,
Manibaug, Mitla, Pias y Pio, Pulung Santol and Salu with a total population of 5,408. By early
nineteenth century, Porac was a stable agricultural town with its own church, local government,
and a Guardia Civil detachment to protect the community from attacks by the Balugas.
Spaniards from the Guardia Civil intermarried with the natives, giving the place a notable
Spanish mestizo population (Andrade).

After the 1991 Mt. Pinatubo eruption, six (6) lowland and three (3) upland barangays
namely Camias, Cangatba, Diaz, Inararo, Mancatian, Manibaug Pasig, San Jose Mitla, Mitla
Proper and Poblacion were either partially or completely buried under lahar. This forced
residents to evacuate to different temporary relocation sites in neighboring provinces of Tarlac
and Nueva Ecija. In 1992, the National Government, through the Mt. Pinatubo Commission and
the Municipal Government started building several relocation sites within the municipality. In
1995, the Pio Model Community was finished and housed displaced residents from Cangatba,
Mancatian, Manibaug Pasig, Mitla Proper, Poblacion and San Jose Mitla. This was followed by
the relocation of the Aetas from Barangay Inararo to the Planas Tent City in 1997.
Today, with the construction of the Subic-Clark-Tarlac Expressway (SCTEX), Porac is
seen as becoming the Industrial Hub of Central Luzon with investments coming from companies
like the Ayala Land Inc. and the LLL Holdings because of its proximity to Clark International
Airport and the Subic Bay Seaport.

Site Location

Porac is a first class town in Pampanga, Philippines which


is 26 kilometres (16 mi) west from the provincial capital, San
Fernando. With an area of 31,400 hectares (78,000 acres), Porac
is the largest town in Pampanga. It is located in the second district
of Pampanga in Central Luzon, Philippines.

Demographic Profile

Population census of Porac According to the 2010 census, Porac has a population
Year Pop. ±% p.a. of 111,441 people in the year 2010. There is an increase of
1995 75,408 1.90% 8,479 in the growth of population within three years. The
2000 80,757 1.48% growth in population was not fast for 2000-2007 which has

Economic Profile

Porac is an important source of granite and a tamping ground of minerals. Porac is


home to the Mekeni Food Corporation, an "AAA" Meat Processing Plant accredited with the
National Meat Inspection Service (NMIS). Being classified under the "AAA" category, it is
qualified to market its products, not just in the local, but in the international market as well. This
means that it is compliant to all government regulatory requirements to assure food quality and
safety in its operations (Sun Star, 2006).

Political Profile
A natural leader makes the town stronger in the limelight. The municipal government is
divided into three branches: executive, legislative and judiciary. The judicial branch is
administered solely by the Supreme Court of the Philippines. The executive branch is composed
of the mayor and the barangay captains for the barangays. The legislative branch is composed
of the Sangguniang Bayan (town assembly), Sangguniang Barangay (barangay council), and
the Sangguniang Kabataan for the youth sector.

Cultural Profile

In the culture of Porac, every 31st of October, Binulo Festival is being celebrated. It
started in 2005 which highlights the cooking of rice and other foodstuffs using a variety of
bamboo called “bulu.” Porac Day and Feast of St. Catherine is held every 25th of November in
honor of St. Catherine of Alexandria. Also, on the 19th of April Pulosa Festival is being
celebrated. It accompanies the dancing of sapatya to live up the moment.

Climate

The town of Porac has two distinct climates, rainy and dry. The rainy or wet season
normally begins in May and runs through October, while the rest of the year is the dry season.
The warmest period of the year occurs between March and April, while the coolest period is
from December through February.

TOURISM DEVELOPMENT GOALS & OBJECTIVES


The three plan goals and the objectives associated with each are presented below.
I. Cooperation and Partnerships
GOAL: To build a friendly relationship with the society and gain good partnerships across the
municipality towards fulfilling Porac an increase of local economy status each year.

Objective One: Have a strong support from the community by giving comprehensible
details about our project on how it will benefit them.

II. The culture of the destination and residents


GOAL: To have a socially responsible tourism destination by spending a day with the locals to
understand their manners of living that will create income opportunities and wide range of
employment.

Objective One: Develop a competitive tourist destination that can boost Porac’s appeal
as a major attraction to tourist or visitors.
Objective Two: Strengthen Porac through a quality and effective tourism policy.\

III. Stability and Openness to Tourism and Provide Infrastructure


GOAL: The priority that will be given to tourism development with the participation of
government and people in the community through decision making on tourism investment.
Objective One: Identify all tourism assets in Porac because the resources must be used
well in order for us to provide high quality tangible products.
Objective Two: Study relevant target markets and community to achieve mutual benefit.

ATTRACTIONS

MIYAMIT FALLS
With its magnificent mountain ranges and untouched waterfalls, there is no doubt this
town will be the next top tourist destination in Asia. Porac offers an alternate access to the Mt.
Pinatubo Crater Lake with a 28-kilometer trail. If you are looking for a place to relax after all the
weary but fun experience in Sandbox, Alviera, you might want to visit this magical place. If you
are also looking for a natural creation to swim into, Miyamit Falls is perfect because it has strong
and powerful currents that fill a basin of clear and fresh water perfect for swimming.

Over the years, it has still maintained its natural beauty. Trekking is the number one
adventure you can do in the Miyamit Falls. When you hike in the Porac Peak, you may see a
breathtaking view of the magnificent Miyamit Falls. Miyamit falls continues to inspire adventure
seekers who happen to falter upon this undiscovered attraction at the heart of Porac.
Sandbox, Alviera

Ayala Land is said to be launching its latest large-scale development in Porac,


Pampanga which they called Alviera. Alviera has 1,125 hectares of land which is designed to be
an urban living with nature. Its first attraction is Sandbox. Sandbox offers memorable outdoor
experiences from a number of adventure and attraction itineraries. Sandbox offers fun activities
for people of all ages.

The first amazing thing that you can do here is use the Giant Swing. It is Philippine’s
tallest swing ever invented! It offers swings that can accommodate three guests at a time and
creates the backward and forward movement at 10-meter above the ground. Aerial Walk
Challenge offers a series of activities wherein the active guest can make his/her way this course
which will test his/her agility for about 30 minutes. Avatar One is the Philippines’ first roller
coaster zip line.

Poracay Resort

Poracay Resort has developed nipa huts, “sawali” cottages and bungalow-type villas.
They are designed make you feel the essence of typical Filipino homes.
The pools and lakes comprises of sections that spell outstanding resort design. Water flows
down from waterfall going to an adult pool, whilst the two kiddie pools spill excess water into a
man-made lake. It also offers man-made lake amenities similar to other developments in the US
and Europe. It is connected to a boating and fishing sanctuary which appeals to nature and
sports lovers alike.

The Clubhouse is a spacious function hall ideal for any type of occasion. You may
celebrate family gatherings such as reunions, weddings, baptisms birthdays and debuts as well

Binulu Festival

Porac's Binulu festival gives you a taste of traditional food which is popularly made by
the Aetas. The Binulu Festival started in 2005 which highlights the cooking of rice and viands
such as pork, fish, chicken and other seafood stuffed and cooked together using a variety of
bamboo called bulu. The festival is held in late November every year.

Balas Festival
The first Balas Festival in Porac was held in the year 2012. It is A day for thanksgiving in
remembrance of the Mt. Pinatubo Eruption. The Balas Theme Song is the official jingle of the
Festival that was launched during the first celebration of the festival.

Puning Hot Spring

Puning Hot Spring & Restaurant is the thermal springs where temperature ranges from
40 degrees to 70 degrees. The area looks like burning furnace as smoke endlessly vapors from
mountain crevices. It is also scientifically tested by the Department of Science and Technology
as a result that shows zero coli form and pH level at neutral 7.5 pH.

Santa Catalina de Alejandria Church


The Santa Catalina de Alejandria Church is under the influence of the Roman Catholic
Archdiocese of San Fernando. Its original structure was built in the year 1872 and is largely
undamaged but slight revisions have been made to the inside. It has undergone restoration in
the 1980s. The church is 52 meters long, 12 meters wide and 9 meters high.

Pio Chapel

The 1861 Pio Chapel is a circular chapel that was built by Don Felino Gil, the founder of
the Escuela de Artes y Oficios which is now know as the Don Hororio Ventura Technical State
University. It is utilized as a community chapel.

Hacienda Dolores Chapel

It is a vintage chapel located at Barangay Dolores in north of the Porac town proper. The
Our Lady of Sorrows Chapel was said to be built by the Dolores family within the old Hacienda
Dolores in 1856. The chapel is similar with the Pio chapel. The notable features of the chapel
are finials found on both levels of the façade.

TRANSPORTATION

By Bus

From Manila, you will take ride in a bus going to Olongapo Subic Zambales or Balanga,
Bataan. Then, your first destination will be at City of San Fernando, Pampanga. You can go
down at San Fernando Pampanga or Sta. Rita highway and there you can ride on a public
vehicle that goes around the route of Porac.

By Jeepney

When you are travelling in the local town, you may use this public transportation vehicle.
If your first stop is in Sta. Rita highway, you may wait in front of Diosdado Macapagal Hospital
where jeepneys stop to drop and pick up passengers.

By tricycle

If you are travelling in different places inside the town of Porac, this type of vehicle is
perfect for you. After riding a jeepney, you may wish to stop in the Jalung toda terminal and
head over Sandbox or Miyamit Falls. Every tricycle drivers know the directions in Porac.

SERVICES

Laharnilad

It is a café & restaurant which serves the best food in town. It is located in Gen. Luna St.
Jalung, Porac.

Puregold Jr.

Puregold Jr. offers products at a very reasonable price. It also has a wide range of
branches in different parts of the country.
INFORMATION

Municipality of Porac website serves as the main source of information. The mayor and
people of Porac perform their highest ability to motivate to tourists to visit the beautiful town of
Porac. The town has its own MTV Tourism Campaign entitle EXPLORAC.

Porac also has its own Facebook page where they keep people updated of the different
events and activities in the municipality. Miyamit Falls also has its own facebook page that
provides beautiful images which inspires tourists to visit the place.
GAP ANALYSIS
Tourism is one of the potential leading economic activities in the Porac and yet little
research, planning or public policy has addressed its development. It comes at a time when
communities, regional organizations and state agencies are exploring new approaches to
economic development for the residents of Porac. This local business and community-based
information can help to inform and refocus initiatives for tourism planning, community
development, business assistance, environmental protection and improving recreation

Major Findings

There are major findings from this research:

1. As Porac develop an empowered community by responsive leaders, the


improvement of the community as seen on the survey results got a high
percentage that is why many tourists are engaged in visiting the destination.
2. Given as the largest town in Pampanga, many tourists can be accommodated in
the area which makes it the major strength of the place.
3. There is no tourism office for tourism policies that is why the municipality is not
earning that much in tourism attractions.
4. There is a substantial demand for local and regional transportation such as
signage with the attraction and businesses.

Interpretation: Improve the construction of signage and transportation in the attractions


and services

Directions and signage are the major weaknesses of the tourism infrastructure. The
major mode of transportation of tourists is via private cars. Whether they use PUJs or tricycle,
there is a need to develop high quality infrastructures to improve and make travelling more
convenient.

5. From the perspective of business operators, they have strong interest in local
planning but do not have resources of developing tourism plans and the lack of
lodging facilities for the tourist is taking much consideration.

Interpretation: Develop high quality and innovative tourism attraction such as


infrastructure for the locals and tourist.
In order to satisfy their long stay in the destination, plans for creating lodging facilities
must be given attention for the benefit of making the town progressive in terms of tourist who
wants to experience the quality of service that is offered by the place.

6. Both tourists and residents are willing to interact with each other. Good
interaction between residents and tourists would mean higher tourism revenue.

Attractions

The major attraction feature of Porac is Poracay Resort. There are also attractions such
as the Sandbox Alviera, Puning Hotspring, Miyamit Falls, Binulu Festival and Balas Festival
which are capable of making the tourist know the culture of the town. Also, the churches that
have been made into restoration such as Santa Catalina de Alejandria Church, Pio Chapel and
Hacienda Dolores. All of these have a potential for tourism development that is why the locals
are giving attention for the benefit of increasing tourism revenue in Porac community.

Even if there is a natural attraction; Miyamit Falls, the municipality of Porac said that
there are no receipts being collected from that area. It only means that the municipality isn’t
receiving much tourism revenue from the income that Miyamit Falls gets. Right now, Sandbox is
probably the most famous attraction in Porac because it was featured on many tv shows and
blogs. There are many attractions found in Porac but it lacks on lodging facilities.

Transportation

Porac is a major hub for tourism destination being the largest town in Pampanga. If
tourists are from Manila, it would take them one hour and thirty minutes to reach Porac. The
area will never run out of gasoline because it has tons of station nearly every section of the
road. Because of the development of the Subic-Clark-Tarlac Expressway (SCTEX), the mode of
developing transportation was made easy not only for the locals but also to the whole region as
well.

Services

Porac lacks facilities such as accommodations, restaurants and shops which are
essential for the need of tourist to stay longer in the destination. If the municipality’s goal is to
become a tourist destination, it must develop inns, malls, hotels or even food establishments to
provide tourist a quality service.
Information

Municipality of Porac website serves as the main source of information. The mayor and
people of Porac perform their highest ability to motivate the tourists to visit the beautiful town of
Porac. Porac also has its own Facebook page where they keep people updated of the different
events and activities in the municipality making the people accessible for the data they need. All
these sites need to be updated every now and then.

Promotion

The municipality of Porac has its own way of making promotion. The official website of
Porac is used in promoting activities and events in Porac. The town has its own MTV Tourism
Campaign entitled EXPLORAC. It is a compilation of what it tourists will see when they visit
Porac which is used as a promotion.

Environmental Analysis

STRENGTHS

 Positive effect from natural disaster

The Mt. Pinatubo 1991 eruption brought catastrophic changes in the landscape of Porac.
Despite of the disastrous eruption of the active volcano, thick and loose consolidated gravel
and sand was left. The sand and gravel became one of the major sources of income.

 Accessibilty

This Clark-Subic-Expressway was created to ensure the safety of motorists. It is one of the
fastest ways to go to Clark. Before, the land is undisturbed. There were no houses. Now,
you will see houses and Sandbox. This road will be a part of a city soon.

 Prominent people from the municipality

Porac is known for its prominent people, specifically Lito Lapid our Philippine Senator and
Dick Israel, a notable Filipino actor and Gil family.

 Friendliness and Courtesy of local residents


Each time you visit Porac, its residents will always give you a warm welcome. Porac will
never be a successful community if it doesn’t have good people. Having a peaceful and
friendly environment means that there will be a lot of people that will visit their town.

 Poracay Resort

Porac’s one reason why it is famous is because of Poracay. Many tourists come to see the
beauty of Porac when they travel to relax and enjoy in Poracay. The revenues in the
economy help in increasing in the economy of town.

 Sandbox

Sandbox offers the best adventure experience for tourists. This attraction is new and
exciting. It is one of the creations of Ayala Land that is located in Alviera which will be a city
few years from now.

 Campaign on segregation and proper waste disposal

The municipality is willing to provide the essentials in making the environment clean. These
are the sacks and training on proper waste management. The community is united to make
disciplined cleaning a habit.

 Agriculture

Agriculture is the main sources of income of the locals in Porac. When you visit Porac, you
will see the mountains where farmers plant their crops. Products are sold at a very low
price. Several farm equipments are distributed and facilitated like a brand new tractor.

 Mekeni Food Corporation

This factory is located in Balubad, Porac. Many of our relatives have worked and are
working here. It is not just an ordinary factory. Whenever there is an occasion like holy week
and fiesta, the corporation helps in sponsoring food and other expenses for the events.

 Porac Town Fiesta

The fiesta is one of the biggest events that happen in Porac. There are multiple events that
happen during the celebration of this town’s fiesta. Example of the events is a pageant. It is
one of the strengths of Porac because it gives entertainment to its community.
 Social Welfare

Services are provided to victims of fire and other natural and man-made calamities. The
national and local government also provided a social study case report for PCSO basis for
assistance and other hospital for bill discounts.

WEAKNESSES

 Lack of Accommodation

Since the town is rural, it is only full of houses for each of the families living in the town.
There are no hotels or any accommodation facilities.

 Transportation curfew

When you leave Porac and take a ride in the Guagua-Porac terminal, the jeepneys are
already gone by 8 PM. It seems like a weakness because there are still other commuters
who end work late or go home from a study group research. The only choice of commuters
is to spend hundreds of money for a tricycle to go home.

 Lack of Advertisement

Due to the lack of advertisement like fliers, brochures or internet updates, tourists aren’t
receiving much information about the events and attractions in Porac.

 Poor Infrastructure

Yes, Porac has an access to SCTEX but the other roads of Porac are not cemented.
Whenever you pass by the road after Hacienda, you will only feel the dirt. You might get a
cold or cough after passing the road.

 Limited service for local residents

The town only offers grocery stores, vehicle utilities shops, drugstores and other small
business. It doesn’t have its own mall.

 Litters

Until when can residents obtain 100% cleanliness in the town? If they disregard this
practice, there will be floods when the rain pours so hard.
 Unfulfilled expectations of tourists

Sometimes, tourists tend to ask for more. Their demands are higher than what you thought.

OPPORTUNITIES

 Interest of corporation owners in Porac

Some rich people will buy various lands in Porac. The residents would sell they lots for a
better rate. Creative, intelligent and innovative minds of rich people can contribute in making
the town a developed city.

 The town is about to be developed

The Ayala land is planning to make the Alviera a city. The plan will help in gaining a lot of
revenues and jobs for the residents.

 Growing interest in development

The town is rich in equipments like sand and hollow blocks. It will be very easy to build
infrastructures.

 Expansion opportunities

Many establishments or attractions can be built in Porac because it has vast land. Since the
tourism in the area is developing, many businessmen/businesswomen are very interested to
buy land which they will use in building different establishments.

 Cultural tourism

Cultural tourism sets an identity for a particular destination. This can be used to brand the
position of Porac in the tourism market.

 Trends toward natural tourism

Porac is known for Miyamit Falls. When taken cared well, it will give better tourism revenue
for the community.

 Political influence
The town of Porac needs a simple man with humble beginnings and ordained to serve his
people. The government of Porac listens to its people. It gives a hand whenever they are in
need.

THREATS

 Natural Calamities

The town is prone to flood because the town is in low land. You can never stop these
calamities, but you can always prepare yourself by planting more trees.

 Global warming

We never know if Mt. Pinatubo will erupt again. Due to the nonchalance of the residents,
they might experience this again.

 Strong competitors

Since Pampanga is still developing, it faces a lot of competitors. There are Sand Dunes in
Ilocos region, Anawangin cove in Zambales and a lot more famous tourist destinations.

 Political instability

Whenever there is switching and changing of elected officials, there will always be changes
in the operations on the government. Residents would always have to adjust.

RECOMMENDATIONS

 We recommend the public utility jeeps in Porac to extend their operating hours because
there are lots of commuters and students who end work late or go home late because they
came from a study group research that give them the reason to spend hundreds of money
for a tricycle to go home.
 We also recommend the municipality of Porac to produce tourism advertisements like
fliers, brochures or internet updates because tourists aren’t receiving much information
about the events and attractions in Porac.
 We also recommend the municipality of Porac to persuade investors to invest on building
an accommodation in Porac because the town is rural; it is only full of houses for each of
the families living in the town. There are no hotels or any accommodation facilities

Tourism Impacts and Policies

Tourism Impacts have always been important in any studies about a specific town or
area to identify its positive and negative effects in order to make a realistic and accurate
appraisal about the community’s ability to appeal and serve market segments. Alongside with
the gap analysis previously shown, the study method used in finding the resident’s perception
on tourism impacts in the municipality of Porac is also conducted using the survey.

Demand Side

This part presents the summary of the finding and the interpretation of data using charts
and graphs.
Study Method and Process

The survey was made with the engagement of the residents. This involved a survey to
100 respondents particularly our relatives, families’ friends, neighbors and random residents in
Porac.

Twenty-four or 25% of the respondents are at the age of 11 - 18, twenty-three or 23% of

The age of the respondents is in need to be assessed as this could be a major factor in
the development and progress of their tourism activity. Age can be a contributory factor as to
how the people are going to take care of their tourist environments. Older people tend to take
their environment into serious account. The productivity as to their employment ability is one
way that can improve the tourism in the area. Majority of the respondents are under the age
group 31 to 40. This age group is under the age of productivity thus they can contribute in
strengthening their market for tourism.

Gender could play a role in the development and progress of tourism in the said area as
this factor can promote gender differences. Since male are more up to hard core activities like

type of tourism environment as these individuals are more artistic ad creative in general aspect.

unemployed. The data would provide the idea that individuals occupation can contribute as to
the development of the community. The data that can be gathered can have a direct effect since

itself and its people. Majority of the respondents are self- employed. These could provide the
community individuals that are having personal business thus micro-business will widely vary
and promote tourism environment.

Twenty-two or 25% high school, fifty-five or 61% college, three or 3% masteral degree
levels of education of our respondents. The education level of individuals can promote
differences in the economic income of families and the community itself. It can also prevent
them from having more appropriate job as their requirements were insufficient. Majority of the
respondents are college students. This could mean that the community has prepared
professionals in the future that could primarily help in giving the break of the tourism in the said
community.

Almost all our respondents are at the age of 1 to 20 which covers about 48% of them,
followed 20% which is the 61 to 70 years, then, 15% which is the 21 to 30 years. The length of
residency reflects the ability of individuals to be familiar in their environment. As someone being
more familiar into his environment, the more productive and confident they are. Majority of the
respondents are under the year partaking 1-20. These means that most of them are new in the
community. Being said, there might be some restrictions or we can say limitations as to where
and how they are going to handle the community that they are unfamiliar with.

see the community in a bad way. In here, we could primarily tell that the thoughts of the

The chart on the previous page shows the views of the residents regarding Porac. 57%
of them are undecided with the third perception. 49% strongly agreed that tourism could bring
crime in the area. And, 49% answered that having international tourists could greatly change the
community in a positive manner. 47% said that they agree with the public sectors to handle all
the decisions about tourism.

to 100 tourist respondents at Porac, Pampanga and other internal inputs from the municipality.

SECTION 2. Declaration of Policy — The State declares tourism as an indispensable element
of the national economy and an industry of national interest and importance, which must be

national pride for all Filipinos.

(c) Promote a tourism industry that is ecologically sustainable, responsible, participative,


culturally sensitive, economically viable, and ethically and socially equitable for local

CHAPTER II

Tourism Governance

Structure of the Department

SECTION 6. Powers and Functions — The Department shall have the following powers and

(n) Ensure the proper coordination, integration, prioritization and implementation of local tourism
development plans with that of the national government;

(o) Provide technical assistance to LGUs in destination development, standard setting and
regulatory enforcement;

CHAPTER III

Tourism Promotions

SUBCHAPTER III-A

Tourism Promotions Board

SECTION 45. Tourism Promotions Board — Under the supervision of the Secretary and
attached to the Department for purposes of program and policy coordination shall be a body
corporate known as the Tourism Promotions Board (TPB). The TPB shall formulate and
implement an integrated domestic and international promotions and marketing program for the
Department.

Shared Responsibilities of National and Local Governments

SECTION 36. National Tourism Development Planning – The Department, in coordination


with its attached agencies, LGUs and the private sector, shall continuously update the existing
national tourism development plan in view of evolving needs and capabilities of LGUs and the
domestic and global tourism market.

SECTION 39. Accreditation – In order to encourage global competitiveness, strengthen data


gathering and, research on tourism, and facilitate the promotion of individual enterprises and the
industry as a whole, the Department shall prescribe and regulate standards for the operation of
the tourism industry. Primary tourism enterprises shall be periodically required to obtain
accreditation from the Department as to the quality of their facilities and standard of services.
Accreditation shall be voluntary for secondary tourism enterprises.

The total area of the CSEZ is 28,041 hectares, more or less, subject to actual survey, covering
Clark Air Base proper (4,440 Hectares) and portions of the Clark reverted baselands (23,601
hectares.).

PROCLAMATION NO. 805

REDEFINING THE CLARK SPECIAL ECONOMIC ZONE TO INCLUDE THEREIN THE FIVE
THOUSAND SEVEN HUNDRED TWENTY FOUR (5,724) HECTARES PROPERTY IN THE
MUNICIPALITIES OF BAMBAN, TARLAC AND MABALACAT, PAMPANGA, MORE
COMMONLY KNOWN AS SACOBIA.

WHEREAS, Republic Act No. 7227, otherwise known as the Bases Conversion and
Development Act of 1992, created the Bases Conversion and Development Authority (BCDA) to
accelerate the sound and balanced conversion of the Clark and Subic Military reservations and
their extensions into alternative productive uses and promote the economic and social
development of Central Luzon, in particular, and the country in general;

WHEREAS, part of the former Clark Air Base Military Reservation, which reverted to the
Philippine Government in 1979, is a vast land comprising approximately of Five Thousand
Seven Hundred Twenty Four (5,724) hectares covering the Municipalities of Bamban, Tarlac
and Mabalacat, Pampanga, more commonly known as Sacobia;

WHEREAS, investors have shown strong interest to infuse capital for the development of
Sacobia once it is included in the CSEZ and put under the management, operation, and control
of the CDC since the latter can offer incentives and attractions for business and
entrepreneurship;

WHEREAS, the Province of Tarlac and the Municipalities of Bamban, Tarlac and Mabalacat,
Pampanga, through Resolutions of their respective Provincial and Municipal Boards, signified
their concurrence to have the Sacobia area included in the CSEZ;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue
of the powers vested in me by law and the sovereign will of the people, do hereby include in the
Clark Special Economic Zone the Five Thousand Seven Hundred Twenty Four (5,724) Hectare
portion located in the Municipalities of Mabalacat, Pampanga and Bamban, Tarlac, more
commonly known as Sacobia, which parcels of land, subject to the final survey and delineation
on the ground by the Department of Environment and Natural Resources (DENR), are
described and defined in Survey No. SWO-03-000083 of the DENR, Region III, Land
Management Sector. Further, vested rights and valid ancestral domain claims within the
Sacobia area as verified and validated by the DENR and other pertinent government agencies
shall be respected.

DEFINITION OF TERMS

Tourist Inn – a lodging establishment catering to transients which does not meet the minimum
requirements of an economy hotel.

CHAPTER V

STANDARD REQUIREMENTS FOR TOURIST INNS

Section 15. Requirements for Tourist Inns. For purposes of accreditation, the following are
the minimum requirements for the establishment, operation and maintenance of a Tourist Inn:

a. Location.
The tourist inn, except those already existing at the time of the promulgation of these
Rules, shall be located along the principal highways or transportation routes and shall
open to business on a twenty-four (24) hour basis.
b. Bedroom Facilities and Furnishing.
• All bedrooms shall have attached toilet and bath equipped with 24-hour service of
running water. They shall have adequate natural as well as artificial light and ventilation
and shall be furnished with comfortable beds and quality furniture (mirror, writing table,
chair, closet and dresser).
• Walls shall be painted or wall-wrapped and kept clean and pleasing to the eye.
Windows shall be furnished with clean and appropriate draperies. Floors shall of good
flooring materials.
• All single bedrooms shall have a floor area of not less than nine (9) square meters and
all twin-rooms or double-rooms shall have a floor area of not less than sixteen (16)
square meters.
• There shall be vacuum jugs and thermos flasks with drinking water with glasses in
each bedroom. There shall be adequate supply of clean linen, blankets and towels that
shall be changed regularly.
c. Parking. There shall be adequate parking space for vehicles proportionate to the number
of lettable rooms and other public facilities of the inn.
d. Reception. There shall be reception and information counter attended by qualified,
trained and experienced staff. There shall be a lobby and a well-appointed lounge for
seating and/or reading purposes.
e. Telephone. There shall be adequate telephone facilities for the use of all guests in all
public areas. Services for long distance telephone calls or overseas shall be made
available upon request.
f. Radio/Television. There shall be provisions for radios and/or television sets for the use
of guests upon request.
g. Dining Room. There shall be well-equipped, well-furnished and well-maintained dining
room/restaurant for its guests as well as the public in general. A kitchen, pantry and cold
storage shall be designed and organized to ensure efficiency of operation and shall be
well-maintained, clean and hygienic.
h. Security. Adequate security shall be provided to all guests and their belongings.
i. Emergency Power. Inns with more than fifty (50) lettable rooms shall have emergency
power facilities to light the common areas and emergency exits in case of power failure.
j. Fire-fighting Facilities. Adequate fire-fighting facilities shall be available as required and
specified by the local fire department in the locality and/or the Fire Code of the
Philippines.

Jaggos tourist inn is the first lodging facility in Porac that provides services not only to its
check-in guests but also to guest who just wish to use the facilities other than bedroom. It is
inspired by the sad, beautiful and tragic lahar that serves genuine hospitality in Poraqueño way.

building financing and it is subject to change without prior notice. Upon purchase, prices are
inclusive of tax when applicable.

Forecast shows that come 5-10 years, the total investment for the development of the
site will return to the investor with a minimum interest of P35,165,076.

Jaggos tourist inn offers offer more affordable price for budget minded clients than any other
accommodation. It uses locally made products of Porac that will give our clients an insight about
the history of Porac. It also gives benefits to the community of Porac because all of our
employees will come from the Resident of the community.

Open area is constructed to provide a facility that would accommodate any occasion in an
outdoor setting. Guests having a party with different themes would surely enjoy their event.
Wedding, reunion, birthday or induction night will all be fun and extraordinary experience.

Our Gym is fully equipped with 2 Fitness bike, 4 Life-Fitness treadmills, mats and hand held
free weights. Lockers and changing rooms are provided with direct lift access from bedroom
floors. The gym is located in the second floor.

Public gallery showcases different artifacts and paintings that show the things that
happened in the history of Porac. You will see the Mt. Pinatubo eruption and Binulo festival
paintings.

Promotional stalls are new strategy that can help the community to gain more revenues and
be known. These are not permanent stalls. We allow different markets to put up stalls when
there are events. One of our greatest stall is Mekeni Food Corp.

Our Function halls will always be part of your life’s best celebrations. While our Banquet Hall
offers 500 capacity of guests. It holds grandest celebrations.

Business centers can accommodate all your important meetings.

Jaggos Rooms are rentable room for occasions of smaller groups. These rooms are Janine,
Archielyn, Gizella, Glezy and Oscar.

Our Restaurant serves local food of Pampanga. Savor sizzling sisig of Pampanga.

Tourism Policies and Regulations


Please read with the following rules and regulations which are mandatory for all our guests.

1. Check in/checkout Time

Generally, you can check in at 2:00 p.m. and your room will be held until midnight Early check-in
is at the discretion of the inn and is based on the availability of your room. Call the Jaggos
touirst inn to make your request, or ask the front desk staff when you arrive.
Check-out: You can check out any time before the hotel's check-out time, which is generally
around 12:00 p.m.
2. Accomodation

 The guest will be held responsible for any loss or damage to the hotel property caused
by themselves, their guests or any person for whom they are responsible.
 The room key is kept by the guest. Any damage and loss will be subject to a fine.
 Keep silence on the Hotel premises.
 No prohibited articles, flammable articles or commercial goods are allowed to be stored
inside the room.
 If any abandoned luggage or lost and found items are not claimed by the guest after a
maximum storage period of 90 calendar days, the Management has the right to dispose
of these items.
 No smoking is allowed
3. Swimming Pool

 Swimming Pool opens at 9:00AM and proper swimming attire is required.


o Male: Garterized / cycling shorts, trunks, white shirt
Female: Bathing suits, cycling shorts, white shirts or sleeveless light
 Always shower before entering the pool.
 Lifeguards are on duty in the swimming pool.

 For children age 12 and under to enter a pool area they must be supervised by someone
age 16 or older.
 Parents are responsible for the actions and safety of their minor children at all times.
While the staff is tasked with ensuring the safety of all swimmers, each parent must
realistically evaluate the skill and experience level of their child and supervise
accordingly.
 No eating or drinking is allowed at the edge of the pool.
RESERVATION POLICY

Once the booking has been processed, you will receive a Reservation Confirmation email that
outlines a summary of your booking. Please review the information carefully and contact us
immediately at reservations@jaggos inn.com if you have any questions or require any changes.

Please review our Cancellation Policy below. Securing your reservation with a credit card
means you accept the terms of our Cancellation Policy.

CANCELLATION POLICY

Securing a reservation with your deposit means you accept the terms and conditions of our
Cancellation Policy.

Requests Cancellations or reservation changes must be received no later than 48 hours prior to
arrival date for deposit refund. Cancellations or changes received less than 48 hours prior to
arrival, including "no-shows", will result in forfeiture of deposit. Take a note that reservations can
only be changed or canceled online if they were originally booked online. Reservations booked
through the call center must be changed or canceled through the call center. Cancellation policy
is strictly enforced with no exceptions. Special requests are noted and maintained in the
reservation system; however, specific room numbers or locations cannot be guaranteed.

PET POLICY

Your pets are always welcome. While the Inn does not require a deposit, there are some simple
rules listed below you‘ll need to follow during your stay. In addition to our rules you are also
responsible for being in compliance with all local laws and regulations.

• We love all kinds of animals, but only domestic pets, like cats and dogs, are allowed to stay at
Jaggos.

• While our rooms are spacious, no more than two (2) domestic pets are allowed per room.

• When you check in, let the front desk staff know you’ll have a pet in your room. You’ll need to
sign a Pet Policy Agreement, and then you and your pet can make yourselves at home.

• Be sure to keep your pets on a leash or in a carrier if they’re outside your room.
• Pets (s) shall remain within your control at all times, either on a leash or in a carrier. Pets may
remain alone in a guestroom so long as the pet is well-behaved. However, if your pet is
disturbing other guests/staff or causing damage, then it cannot be left alone and must remain in
your control.

• With the exception of authorized service animals, pets are not allowed in the breakfast area,
the fitness center and the laundry room or at the pool.

• Please contact Housekeeping to make arrangements for room cleaning. Because we can’t
clean your room while you and your pets are present, we suggest you schedule a time during
the hotel’s normal cleaning schedule for us to clean while you are out and about. (Maybe this is
a good time to think about a walk?)

• In consideration for other guests, please clean up after your pets, and keep them within your
control at all times. If your cat is staying with you, you’ll need to provide a litter box.

• We count on you to prevent your pet from making excessive noise, being disruptive or
aggressive to other guests. If your pet is deemed dangerous, harmful or disruptive, hotel
management has sole discretion to require you to find other accommodations. The inn also
reserves the right to contact animal control to have a pet removed.

• If your room requires excessive cleaning, or if damages are incurred as a result of your pet’s
actions, the hotel may charge for additional services and repairs.

I. Definitional Phase
 A feasibility study for the construction of the project is initiated. The researchers
gathered all the necessary information needed in the study. The group collected
data such as the geological and demographic background of the municipality.

II. Analytical Phase


 After the collecting secondary data, the researchers proceeded in gathering
firsthand data by conducting a survey, both on the tourist, to determine the demand
and on the residents, to know the local’s perception about tourism impacts in their
municipality.

III. Operational Phase


 After making a conclusion for the analyzed data, the researchers proceeded to
creating a site appropriate for the municipality. With the help of a professional
consultant (architect), the group came up with the idea of a tourist inn.

IV. Implementation Phase


 Development of an effective and collaborative destination management structure to
facilitate stakeholder engagement and communication and guide development and
management;
 Discussed in the community the propose project to ensure that is widely understood
and accepted.
 Developing a strategic approach to the management of risk, visitor health, safety
and security.

required tourism infrastructure and product, including:
