PETITION Pedophilia: EU’s Hypocritical Guideline Strengthens the Vatican’s Conspiracy Of Silence To the President of the European Parliament, Jerzy Buzek To the President of the European Commission, Jose Barroso To the Members of the European Parliament We, the supporters of victims of Catholic clergy sexual abuse, would like to express our great disappointment in the anti-pedophilia directives that were approved during the plenary session of October 24-27 with 541 ballots in favor, 2 against, and 31 absentees. The guidelines are not only harmful, but beyond that, it is useless. Justice can only be served when the statute of limitations is removed, and the obligation to denounce sexual crimes for every individual is enforced. It is necessary to impose true criminal liability for those that do not report these crimes or, worse, protect those who commit these crimes. The guidelines will find it difficult to find children who actually denounce these crimes, as it is hard to get past the trauma and often only do so until they reach adulthood. As a result, time passes and in the meantime, the time allowed to file a complaint expires. This not only allows the criminals to walk free, but also those who knew but did not report the crime, and they will continue to argue that they were not under obligation to do so. Do not even mention obligatory medical treatments to be imposed on the pedophile, since pedophilia is a disturbance of the pedophile’ claimed character that involves repeated offenses. It is not enough to impose employers to do a background check of their employee’s past offenses. Without an international list of criminals who have not had proper psychotherapeutic recovery path accessible to all, then no one can protect our children. The limitations of this guideline have been immediately received by the authorities of the Vatican. Monsignor Scicluna, standing before the Senate of the Italian Republic on November 3, invoked the rule of silence by declaring that “The duty and the right to report abuses to the higher authorities is the responsibility of the parents or guardians of the children concerned". By claiming the right to conspiracy of silence, the Vatican shifts its responsibility unto defenseless parents, often unconscious children, and the burden of asking for justice. Also, all too often, church authorities are aware of the abuse and they prefer to simply transfer the criminal, rather than to denounce them to the civil authorities. If you do not continue supporting those have denied the truth and justice for victims of clergy abuse, you have to make a radical change immediately. We hope that the European authorities understand our demands.
