Sub: Coordination with Coaching (Punctuality) Cells in Divisional and
Zonal headquarters level in recording and conveying correct information
regarding Punctuality loss case~ to Railway Board.

An incidence has occurred in West Central Rnilwny in which the hanging of


Traction Motor gear case of WAP-5 locomotive hauling 2952 Rnjdhnni Express was
wrongly reported to Railway Oonrd as • falling of Traction Mol or'. This in fonnalion
got circulntcd to high officials including MR, MOSRs nnd Board Members, cnusing
lot of cmbnrrassment.

It may be pointed out here that Railway Board Punctuality Cell is being
operntcd round the clock monitoring punctunlity of all important trains including MR
trains, Rnjdhani Express trains. The. Fir5l lnfomuHion is usunlty rclnycd lo the
Railway Bonrd 'punctuality Cell over phone, or by FAX, by Coaching cell of lhc
Rnilway, which is circulated to High omcials in case of serious fnilurcs/puhfic
• agitations etc; incidences where train operation is seriously hampered, or which arc
potential snfcty ha1.nrds.

must ensure that correct cause of failures, in cases enumerated above,
urc quickly ascertained and relayed to all concerned including
Cunching cell of the division. The Sr.DEEs would also keep the
hcadqunrtcrs informed regarding the· logging of the cnusc of incidence
in the Conclling Control of the divisions. They must nlso ensure llwt
correct position is relnyed by !he Coaching cell of the Division to the
Zonal Hendquarters.

(ii) CELEs/CEE(OP)s, Dy.CEE (OP)s. of the Railways will closely


coordinntc wilh their counlcrpm1s in the hcnd(111nrlers nnd Conching
Punctun!ity Cell to nsccrtnin that correct informntion is logged in the
records, and the same is relayed to Punctuality Cell ofRnilwny Bonrd.

(iii) All serious cases affecting runctuality of trains, accidents. unusual

2. The instructions issued so far can be summarized as: q

{v) Wedging of wheels on locos to prevent rolling down, using
wooden wedges as per RDSO's letter No.200l/TR/O/Safety-
200/Vol.ll dated 14.11.2003, as circulated vide this office letter
reference 1, above.

3. Railways are directed to immediately undertal<e, Special Safety Drive


for <'1 period of one month, covering all electric locomotives, owned as well
as orerated in their Railways to ascertain the following:

(i} The locomotives are provided with 4 nos of wooden wedges in
locomotives and :sufficient number in brake vans.
(ii} All tocomot.ives hnvc hnnd bral(as <md Parl~ing brili(CS (for ]
plltlse locomotives) provided, i:."'rtd in worldng condition.

(iii) The loco pilots and Assistant loco pilots are familiar with
instructions regarding measures to be taken wllen the
locomotive is disabled, on line.

Instances of disabled locos/trains rofling dov.11 on graded sections, continue to


come to notice. Investigation have often brought out that prescribed safety precautions
covered in Board's letters No. 94/Safety(A&R)/29/34 dt. 22.11.92 and 95M(Safety)/7/31
dt. 13 .11. 95 and also listed below, were not followed.

(iv) Application of hand brakes on wagons.
(v) Wedging whe-;>ls of loco to prevent rolling down.

2. The size and number of wooden wedges provided on locos should be in


accordance with the RDSO's approved design referred to in their Jetter at (ii) above.
Railways should make arrangements to stock the required wedges of Sal wood, Bullet
wood, Black Chulgam, Irul, or Axle wood, with CSI ~ 88 and of size 250 mm long,
100 mm wide and 100 mm high. as shown in the sketch, in adequate numbers and ensure
that four wedges are provided ort~Eh electric locomotive, in use. ·

3. A drive may be launched on the railv,•ays to ensure that

(a) Every locomotive is provided with the required wedges.


(b) Drivers are advised to ensure availability ofthe wood wedges while taking
over/making over charge of the locomotives.
(c) Working hand brakes of locomotives.
(d) Reiteration of instructions contained in Board's circulars dt. 22.1 1.94 &
13.11.95.

4. In initial and refresher courses of all Asstt. Drivers and drivers, the staff should be
trained to wedge loco wheels in emergencies to prevent the vehicle the from rolling down
on gradients. Wedges should be provided after precautions (a) to (d) for stopping of
trains on grades as above, have been taken.

Report on completion of the drive n·the--drive may be communicated.

In partial modification of instructions issued vide letters under reference,


following decisions have been taken:

1. Attaching of dead locomotive with MIE/Superfast trains:

In addition to freight/passe£1ger trains,· a dead locomotive can afso be


attached to Mai/Express trains inc!114ding Superfast trains but excluding R-Jdhani
and Shatabadi if the locomotive brakes including proportionate brak'IJ are
operational and maximum permissible speed of the locomotive is not less tqpn the
booked speed of the train in which it is being attached. Locos with inoperative
brakes can be attached subject to the brake power of the train being within the
permissible limits.

Locomotive with defects in undergear equipment can be attached QJtly in


freight trains.

2. ~scorting of dead locomotives:

Escorting of locomotives (diesel as well as ele.ctric) attached to freight and


passenger carrying trains is not necessary if the brakes including proportionate
are fully operational and the dead locomotive is attached next to the· train
engine. The dead locomotive will continue to be escorted if attached in the r~ar of
brake van or has defect in undergear equipment.

3. Safety precautions circulated vide RDSO's letter under reference, shall


continue to be ensured.

contained in their letter of even nwnber dated 17.7. 76, that the Trip Allowance paid to the
guards and Brakesmen (if provided) working the Delhi-Howrah and Delhi-Bombay
Central Rajdhani Expresses may be revised toRs. 3/- and Rs. 2/- respectively.

4. The above has the sanction of the President and issues with the concurrence of the
Finance Directorate of the Ministry of Railways.

Sub:- Recommendations of the Committee on


Running Allowances - Decisions on.

As you are aware, the Running Allowance Committee (hereinafter referred to as


RAC) submitted its report in April 1980. The report has been under consideration of the
Ministry of Railways since then. After detailed deliberation on the various
recommendations contained in the report, the Ministry of Railways have taken decisions
on them as indicated in para 3 of this letter in consultation with the recognized L..t..b~
Federations viz., NFIR and AIRF. Reference to the relevant paragraphs of the RAC is
given in brackets at the end of each decision.

2. The decisions communicated herein take effect from 1.8.1981 except where any
other date is specifically indicated. These decisions will have the effect~ of superseding
the existing rules and orders wherever contained on the concerned subject to the extent
those rules and orders are repugnant thereto.

3. Decisions on the recommendations ofthe RAC.

3.1 Continuance of the Scheme of Running Allowances.

The Scheme of running Allowances for running Staff will continue to be


operative with the modifications as contained hereinafter (Para 607).
1) The following criteria will be adopted for declaring a section as Ghat
Section for the purpose of payment of running allowance qn the .basis of
computation as indicated in sub-para (ii) below: ·;·J

a) The ruling gradient of a section will be the determining factor.

b) Sections with a ruling gradient of 1:40 or steeper will be classified as


Class I Ghat Section and those with ~ruling gradient of 1:80 or steeper but
less steeper than 1:40 will be classified as class Ghat Section.

c) The distance between two adjacent block stations will be treated as a


section for this purpose.

d) The total length of the stretches in such a section having the


gradients specified in (b) above should be at least one-third of the length of
the section concerned. t' ·.

ii) Computation of kilometrage for the purpose of payment of running


allowance to the running staff working trains on a Ghat Section will be made
on the following basis:

a) In the case of running staff working trains on all Ghat Sections,


where the banker is actually employed in assisting the train, the computation
ofkilometrage will be fi~e times the actual distance travelled. .1" ~, ,;. 1

b) In all other cases (including those ~re the banking eng.lne is nin ~,.
a light engine or assi'stance not required) the computation will be five times
the actual distance in the case of class I Ghat Section and three times the
actual distance in the case of Class II Section. (Para 1067)

· 3.22 High Speed (Super-fast) trains.

i) For the purpose of payment of trip allowance to running staff,.·::


the existing nomenclature of the concerned trains will be changed to
"High Speed Trains".

ii) The following criteria will be adopted for classifying a train

Vide, reference-(i), above MT has desired that, status of wagons, coaches,


locos, wherever it gets changed from ' available for traffic' to ~ not available for traffic'
and vice-versa should be fed to FOIS/COIS within 4 hours of the change of status.

2.0 Vide reference (ii) above, detailed Joint Procedure Order was issued to
Rallway5, regarding loco monitoring through FOIS and procedures for entering '!>heel-in'/
'shed out' data pertaining to locomotives in the FOIS. (copy enclo5<.:d).

Para 2(1) of the JPO states: "All information in FOIS relating to 'shed our will
be fed by diesel power controller or traction loco controller on duty for diesel or electric
locomotives respectively for each loco coming out of shed/off trip sheds"

Para 2(IV) of the JPO states: "All information in FOIS relating to 'shed in' will
be fed by Oy.Chief Controller/Chief Controller on duty".

3.0 The JPO also categorically vests responsibility for correct entry of other loco
related data i.e. owning railway, particulars of maintenanc(~ schedules overdue schedules
etc. in the FOIS.

4.0 In this regard, Railways are requested to strictly observe the directives of
MT, according to the detailed JPO as per reference (ii) above. Feedback regarding the
compliance may be communicated to this office within 15 days.

Substantial discrepancies are being noticed in shed outage and tcn·itorial outage
or electric locos being reported by Railways making it difficult for traffic directorate or
Railway Bo;ml to cflcctivcly plan cflicicnt utilization. Therefore, it is necessary that ull
loco movements are fully captured in real time, for which FOIS terminals need tu be
provided to Traction Loco Controller in I Jcadquartcr and divisions. All Trnction Loco
Controllers may be imparted suitable training for timely feeding of full information on
movement of electric locomotives.

AM/Traffic has already directed. Yidc letters under reference, to provide


required hardware, to all loco controllers. under GM 's power on priority and get the
port definition and ID allotted through CAO/FOIS. COM and CEE of your railway
may be directed to ensure that these directions arc implemented so that l~1ctual position
of loco movement is available in real time on FOJS network. Your CEE and COM may
be advised to monitor this process and progress may he reported by CEE in his MCDO.

Railway Board have been stressing the importance of reliability in maintenance of


assets and reduction in failure rates. Instructions have been issued by Board from time to
time for procurement of safety and critical items from RDSO/production Units/Railways
approved sources. It has come to the notice of Board that while these guidelines are
being followed in Zonal Railway headquarters and PUs, these are not implemented fully
while making local purchase of safety and critical items in the field through Depot Stores
officers/Divisional stores officers. This therefore may result in procurement of non-
standard/sub-standard items affecting safety and reliability of the assets. Therefore
following procedures may be followed by field units for local purchase of safety and
critical items.

(a) The procurement of stores through local purchases should normally be from
RDSO/Production Units/Railways' approved sources.
(b) In cases of deviation in extreme emergencies Branch officer of the
shed/division must certify in writing the exigencies or reasons for not
adhering to the approved soUl'ces.
(c) Details like description of material, quantity and amount of the items not
procured from approved sources during the month should be intimated to CEE
'I! of the railway by the concerned branch officer.

for inspection of these components. The instructions were reiterated after deliberations held
in the ChiefElectrical Engineers' Conference held in South Eastern Railway, Garden Reach,
vide Board's letter dt. 15-9-2003.

2.0 Railways are advised to connec~ RDSO's amendment referred to at (3) above and

from sources other than OEM till further advice.

Instances have come to notice that the directories of approved vendors do not include

circuit breakers etc.). As exclusion of such products from the directory is likely to result in
difficulty for railways in procuring genuine spares, it may be ensured that,

(i) for such major unit exchange spare items indicated in Board's letter of even
number dt. 7-7-1999 and amendments issued thereafter, the directories of
approved vendors of CLW/RDSO continue to list approved vendors/GEMs
even ifthe products are not employed in current build of locos.

(ii) It should be categorically indicated that such retention is only for the purpose
of procurement of' spares/sub-assemblies for maintenance needs of zonal
railways. .

2.0 Necessary action may be taken by CL W & RDSO to update their list of approved
vendors in this respect.

As per decision taken during Chief Electrical Engineers' conference held at South
Eastern Railway on 26th & 27th August 2003, a Committee consisting of following four
officers was constituted to identify strategies to achieve targets of Corporate Safety Plan
2003-2013.

5.0 System of reporting material failures

5.1 A system of reporting materi.al fa,jlures, rt!cordi.Dg and ;malysis of


failu::es, for safety, vital and criticd items should be introduced in the
technical vdngs on each railway and production unit. This positive reporting
of mat~rial failures and information will go a long way to eliminate suppliers
\Vho have not been able to mamtain quality supplies according to their original
apptvYal. Tnis \Viii also help vendor appraisal sy:;tematically and will also
help appropriate purchase de::isions to improve qt:ality procurement and to
discourage inferior suppliers. Railways and PUs wi.ll report systematically to
the authorities who are respor..sible fo:~ issue of lists of approved vendors for
appropriate action.

6.0 Quality Assur:mce Programme

6.1 RDSO a,..,d Production Units!Railways should review the drawings and
specifications to introduce ide:::t!fication marks of suppliers and month/year of
manufactur~ so that materials, i.-1 the act'Jal use can be traced to the suppliers
for .premature failures. This must forn a part of im:pection. The Joca£ion for
these idendiicatico marks should be :;uch that they do not get obliterated on
wear & tear or failure of the m::.terial.

6.2 Imf'::;tion p:!rameters ~.,d testing procedure including sample sizes for
destructiYe :~.r:..:l non-destructive testing etc. wherevt:r considered necessary be

Railway Board have been stressing the importance of reliability in


maintenance of assets and reduction in failure :rates. A Committee of
Additional Members was nominated by Board to make reconunendations with
a view to improve the system for. ensuring quality proc'u.rement 'of materials.
The recommendations of this eorr.mittee have been con.sidered'iri: the Boardts
office and it has been decided to implement them so as hnpro.ve quality of to
materials being procured anci ther~by the reliability of assetS.' ·

Fa !lowing decisions· have been taken by. B~ard for in1pie·mentation:~

1. Procurement ~f materials from approved sources

1.1 Instructions have .been .. issued by ·Board fro in time to time for
proc·Jrement of safety and critical items from · RDSO/Production
Units/Railways approved sources. In this connection copies of instructions
issued under Board's letter No.73fRS(G)I779/30 PtJI dated 30.3.87, 19.11.87,
17.1.95 & 26.10.95 are attached. The procedure of procurement through
appmved sources

1.2 Lists of items for procurement fro:n apprOV·i!d sources have also been
issued in the pnst by the technical directorates. These lists are.being reviewed
and updated by the respective technical directornte~ of the Board and will be
issued shortly.

1.3 RDSO/Raihvays should· also make a provisic·n of the approved vendors


acquiring ISO 9000 accr:edition within a stipulated time frame.

envisages plact:ment of development orders on .new sources considered
capable for development as per quality norms, separateiy-1 without" delaying the
placement of regular orders on the already developed sources.

1.5 Placement of development orders should not be considered as routine


but considered ~nly in the following sit~ations:-

L Where the approved sources are not adeqtiate and it is


desirable to develop more sources for ·oringing in more
competition or improvement in quality.

ii. Where the rates received from the new sources are lower
than those applicable ~o. approved sourc~s and where new
sources are having potential for supply of quality material
and are having infrastructure of plant nnd mach inert and
testing equipment as per the quality assurance
programme .

. 1.6 Approval of vendors in the .approved. list of suppliers should be for a


period of two years at a time: The performance of the approved sources with
respect to quality supplies will be the responsibility .:)f the approving authority
who will systematically monitor the quality norms sc thar quality of supplies is
of the highest .standard as per specifkations. The vendors whose quality is
suspect will be systematicaUy weeded out.

1.,7 Wberever sources have been approved under Part I and Part IT, ordering
on Part II sources shall not be more then 15% of the total quantity' and this will
.be within the procurement quantity. Ordering on r.ew sources in such cases
shall be restricted to 5% and this could be within or outside the pro~urement
quantity.

1.8 In cases where sow·ces are no·: approved separately w.1der, Part ll, but
tl1ere is a need for placement of repea: development orders, the philosophy of
ordering on Part II sources given abov~: shall be applied.

1.9 The quantity to be procured fie>m new development vendors should be


restricted to the minimum which may be adequate for monitoring performance
ofthe item.

L 10 Each educational/development order should not exceed 33% of the


quantity ordered on any of the approved sources in a tender case.

2.1 In the purchase of spares used for maintenance of expensive


equipmimt/mac:hines, rate contracts for the spares be ertered into for a period
of 2 yt::ars and with predetermined price variation 1;lause with OEMs to
facilitate unbterrupted supply of gem::ine spares. Procurement from an
alternative source be allowed only after proper scrutiny and approval of the
source.

2.2 Wherever possibler annual maintenance contract be entered into


(beyond wa."Tanty) at the t~me of procUrement of new equipment/m~chjne and
price ca:alogues for spares and components should also be invariably asked for
at the time of procurement of~~e new equ:pment/machine.

3. Running contracts· for low value spares:

3.1 In case of low value items vulnerable for failures like rubber
components, low value castings ··and . forgings, certain specified hardware
items, etc., running contracts should be rinalised on reliable/quality sources.
These running contracts may cover 2 years' 'requiremer..t at a time and should
be centrally operated by the office of Controller of S·:ores, so. as to keep a
check on the total drawal against each contract.

Receipt of this letter may be acknowledged and Board kept infonned of


the action taken in the matter.

available in Trip Sheds. and Homing Sheds of some of the zonal railways.

Vide RaHway. Board's letter referred to above;:·Railways were asked


to Iaurich Special Intensive Drive to ensure 1Jpkeep and Cleanliness
·of Locomotives'. Only Northern and East Coast Railways have given
compliance to this office. The same is awaited from other electrified
R~ilways.

Since the cleanliness and general upkeep of locomotives is a


matter of great concern, Railways are advised to report feedback on
the Special Drive and action taken in this regard for appraisal of
Board.

Further, the upkeep and cleanliness of locomotives including


drivers' cab is a continuous process and should form a:n integral part
of reglilar maintenance process at Electric Loco Sheds, Out station·
Pits and while -on run. Periodical test checks at Officers' level should
be ensured.

dt. 21-4-2004. on the subject oftrial on DBR with AC blower cooling motor.

The perfonnance of Dynamic Braking Resistor units with AC MVRF has been undergoing
extensive trial in locomotives maintained by Electric Loco Shed!VSKP. As per the above letter of
Electric Loco Shed/VSKP, the utility of DBRs with AC MVRF has a distinct advantage over their DC
~·1VRF counterparts in controlling speeds over a wide range and have higher factor of maintainability.
The operatio'n of AC MVRF from Arno power supply by cutting ofT the MVRH. is also perfonning
satisfactorily.

2.0 From analysis of FRPCPY figures. perfonnance of three-phase cooling blower motors, is
<> better than the DC blower motors. The three-phase AC Motors supplied by M/s. KEC have failed in
two instances. 1l1eir design and manufhcturing process may need further study.

3.0 On the basis of the feedback on perfonnance of three-phase AC MVRF in DBR units, it has
been decided that

(a) RDSO will take up a critical study of the Electric Loco Shcd/VSKP's scheme of DDRs with
AC MVRF. both with regard to system and equipment perfonnance and issue revised
specification in consultation "'ith CLW and technical instructions for fitment of vertical Dl3Rs
with AC MVRF, to be adopted in electric tap changer type freight locomotives. both in respect
of newly built as well as existing locomotives. RDSO will also issue SMis/Modification
Sheets in respect of retrofitment of DC MVRF by AC MVRF in existing DBR wlits with DC
MVRF.

The issue must be finalised by 301, June, 2004.

(b) CI;..W will cut in the 'vertical DBR with AC MVRF. in future productions on tap changer
freight locomotives, after revised specification and technical instructions are issued.

(c) On issue of the revised specification and technical instructions, Zonul Railways \viii pro\·ide
·oaR units with AC MVRF', for their future requirements in electric freight locomotives.
The Zonal Railways will also replace the DC MVRFs. on their condemnation by AC MVRFs.

Directions were communicated to CLW in 1997 for import of side bearers as life
obtained from indigenous materials was not satisfactory. Further instructions were given
vide Board's letters dt. 17-11-1999 and 14-6-2001, for importing centre pivot bush and side
bearers.

2.0 Since the quality of indigenous material has sti!l not stabilised, side bearers and
centre pivot bush should continue to be imported. As 1214 nos. (approx.) of imported side
bearers are still to be provided by zonal railways on their locos. CLW may take necessary
action for covering this requirement for zonal railways on receipt of vetted indents, in
addition to any out of course replacements which may be m the range of 3% of the
population.

3.0 CLW will turn out the locomotives with imported side bearers only.

4.0 CLW will continue to be the nodal agency for import of both centre pivot bush anc.l
side bearers.

5.0 Please acknowledge the receipt of this letter.

The subject of provision of DBRs on passenger service electric locomotives has been
under consideration for quite some time and RDSO, in consultation with CL W have developed
di!J'erent types of designs/equipment to suit it's provision on different class of electric locos.

2. On recommendation ofRDSO, vide their letterNo.EL/3.1.23 dt.21.3.0l the roof mounted


DBR was approved for 100% cut in on CLW built WAP4locos. Subsequently, RDSO vide their
letter No. EL/3.2.29/DRl dated 16.8.2001 brought out certain limitations in the use of roof
mounted DBR in lower speed range and recommended development of the ventilated (vertical)
DBR by suitably designing the layout etc. This arrangement was tried out at electric locomotive
shed, Ghaziabad and CLW in one locomotive each.

3. Meanwhile, feed back on the performance of the roof mounteq DBRs on passenger
locomotives was taken from railways seeking their views on the subject. Reports have been
received from six railways, generally recommending provision of roof mounted DBR's on
passenger locomotives

4. -In consideration of the views and feed back received from railways, it has been decided
that the roof mounted DBRs, according to the CLW's specification No. CLW/ES/R-36 (with
latest amendments) and cleared by RDSO, are to be provided on WAP4, WAPI & WAM4
locomotives. Further development of vertical DBR with DC MVRF in WAP1/WAP4
locomotives need not be pursued further.

RDSO shall continue to take up the subject of improving the capacity ·of existing design
01. roof mountedDBR.

4.2. RDSO may also take up the development of vertical DBRs with AC MVRF for adoption
in future builds and rctrofitmcnt.

The colour scheme to be employed on locomotives ex. CL W is decided generally

colour schemes adopted on locos should therefore not be altered by sheds and shops.

For any special event which may require a particular locomotive to be painted to

The subject of providing gaplcss lightning arresters on tap changer electric locos has
been under consideration and examination for quite sometime. Gapless lightning arresters
have been provided on the three-phase electric locos and performance has been satisfactory.
The lightning arresters provided on electric locos since 1994 have also performed
sntisfactorily. With a view to limit deleterious effects of transients/surges, it has been decided
to progressively provide surge arresters on all electric locomotives, to CLW's specification 0
no. CLW /ELlA 12 (latest amendment).

Zonal railways may take requisite action for procurement and fitmcnt from sources ...
approved by CL\V for provision on existing locos, with priority for locos with VCBs.

CLW has retained ET-2 with an increased setting of 105 mm in locos provided with
surg~ arrester (LA). RDSO shall re-examine the issue of removing ET-2 which is rendered
redundant with the provision of surge arrester. A separate advice may be sent by RDSO to
zonal railways.

Compliance muy be sent to Board.

Vide letter under reference 2, Western Railway has indicated difficulties in getting '
rehabilitation of TAO 659 stators from approved sources for traction motors/magnet frames.

2.0 The matter has been reviewed and it has been decided that mechanical rehabilitation of
stator ofTAO 659 may be got done from sources approved by Chief Electrical Engineers, in
addition to the sources approved on regular/developmental basis for new traction motor and .
magnet frame by RDSO.

3.0 Electrical rehabilitation of TAO 659 stators, if required to be carried out from trade
may ·be got done from sources approved on regular/developmental basis for TAO motors by
RDSO.

4.0 RDSO may be kept advised of performance of stators got rehabilitated/repaired from
trade by Zonal Railways.

9.2 "The work of providing air driers on the locomotives should be finished on a war
footing. The Railway Administration should complete this work in the next one year
