make and model of crane. The crane operator must have a valid KSA driving license.
A copy of the manufacturer’s operation manual shall be located on the equipment.
Only approved hand signals shall be utilized to provide direction to operators of mobile
cranes. The crane operator and the rigger/banks-man responsible for giving the signals to
the crane operator must both be familiar with the system of signals used.
The rigger/banks-man shall wear a vest provided with reflective material and red helmet
to be distinguished so that he/she can be easily identified by the crane operator when at
a distance and among other people.
Acceptable areas within the swing radius of the rotating superstructure shall be
barricaded.
Every lifting operation performed by a crane requires a lifting permit issue by the Heavy
Lift Specialist or Competent Person for lifting operations.
No person shall ride the headache ball, hook, or load being handled by the crane.
All cranes shall have a boom angle indicator visible to the operator.
A suitable fire extinguisher shall be mounted on all cranes in an accessible location.
Lifting areas shall be clearly indicated with barrier tape. Personnel inside the area shall be
only those directly employed on the hoisting activity. No one is allowed to be present
under the suspended load or boom under load.
Attachment and tie down of loads shall be clearly specified and checked before lifting to
prevent slippage. Slings and cables shall be protected against sharp edges. Damaged
slings and cables shall be removed and destroyed immediately.
During hoisting operations, the load shall be controlled by means of one or more ropes
(tag lines) to prevent the load from turning or swinging.
All conditions and requirements specified on the applicable permits shall be complied
with adhered to at all times.
Loose materials shall be lifted in suitable hoisting containers.
Persons shall not be lifted other than in a suitable and legally certified work cage, work
platform or man basket.
The total weight of the full load shall be verified by the crane operator on the crane’s load
moment indicator or computer during the initial stages of the lift.
The crane operator shall never leave the controls if the engine is still running or when the
load is still in lifted position.
When mobile equipment (cranes, drag lines, winch trucks, etc.) are used near overhead
power lines, the following safe working distances shall be observed:
A minimum distance of 3 m for voltages of 500 V;
A minimum distance of 5 m for voltages exceeding 500 V;
A permit is required for work within 20 m of overhead power line;
Electrical shielding of power lines is required when minimum clearance distance cannot be
maintained. The use of “Tattle Tales” is recommended to mark clearances.
Cranes with outriggers shall set outriggers prior to use. Crane wheels shall be slightly
elevated;
Soil must have been compacted and within 1o of level;
Unimix Ready Mixed Concrete
Adequate protection for underground cables and/or pipelines shall be provided. When
crossing underground cables and/or pipelines with heavy equipment and/or loads,
adequate mats or steel plates shall be used to prevent damage; and
Weather forecasts are regularly monitored when planning a critical or heavy lift.
All personnel involved in the lifting activities shall pay attention to visibility especially
during dusty weathers and re-evaluate.
Lifting will be suspended when the wind speed is 35km/h or above.
For boom or boom + jib over 40 m length a wind velocity meter must be installed at the
top of the boom.
The assistance of a rigger/banks-man is mandatory for all lifts.
Ensure that the designated maximum permitted operational wind speed 40km/h is not
being reached or exceeded. When the wind speed reaches 35Km/hr is reached, a special
attention is to be given and re-evaluate the lifting operation.
Ensure tag lines are being used to help control and stabilize large or awkward loads.
Ensure that all loads are landed on timber battens to prevent any damage to slings and
chains.
Check that the crane is able to free slew in the wind when lifting operations have stopped
for any reason, when the operator is leaving his cab. For mobile cranes the swing brake
shall be on when the operator leaves the cab.
Ensure the angle between chain / sling legs is less than 90 degrees or not to exceed the
angle specified by the crane manufacturer. Any angle greater than the maximum angle
could overload the leg of the lifting equipment.
Ensure that all loads are stable with center of block over center of gravity of the lift being
carried out.
Crane operator shall never leave cab if the crane is still hooked to existing load.
Unimix Ready Mixed Concrete
In the event that the operation to be carried out by either a specific crane or lifting operations
generally on the site involved, could be adversely affected or dangerous, due to either the nature
of the load to be lifted at the wind speed being experienced, or the wind speed is approaching
the defined limit of 40 km/h, the following procedure should be adopted.
Do not lift the load, or if already on the hook of the crane, place it on the ground in a safe
area and disconnect the slings or lifting tackle from the load, then place them in the
storage location near the base of the crane affected.
Raise the hook, with no load or tackle suspended from its hook to the crane’s maximum
height of lift, and trolley in to minimum hook radius, or in the case of a luffing jib tower
crane or mobile or crawler crane, park the jib at their out of service parking radius, as
defined by the manufacturer.
Ensure that the Aircraft Warning Beacons are functioning, if appropriate before vacating
the crane.
No lifting operations are allowed when the wind speed reaches 35Km/h or more.
10. Training
The personnel named in this document should be all competent personnel, with appropriate
experience of working with Mobile and Tower cranes. Approved Third Party Training certificates
The term “common lift” is given to all pre-planned lifts where the crane size, type & position can
be determined, as can the load type, size, weight and lifting characteristics, and the radii of the
pick-up and drop-off points.
Whenever the lift exceeds 75% of the maximum safe work load, it shall be considered as Critical
Lift and a specific lifting plant with crane load chart and drawings shall be prepared.
For the purposes of this assessment, the “common lifts” shall include;
Any load, which falls outside of the “common lift” criteria, will require that the supplier provides,
load specific details relating to weight, size, and center of gravity and advised method of slinging.
An individual lift assessment will then be conducted, based upon the above details, to confirm
that the lift details accord with the performance of the attendant crane. Where the lift does not
comply with the crane specification, the load will either be safely subdivided into manageable
proportions, or the replacement crane with appropriate lifting capacity shall be used.
It is important to confirm the delivered weight of a given material prior to lifting, and to ensure
that the radius of the crane hook is established, by the means fitted to the crane, to ensure that
the load / radii is not likely to be exceed, before lifting from the bed of the delivery lorry. Where
the pre-determined lift weight does not accord with the common lift schedule, an individual
assessment will be conducted for that lifting operation. Note that for mobile cranes the weight of
the hook block and lifting tackle needs to be included in the weight calculation
The load calculations or pre-determined load sizes are shown in the table at Figure 1.
The required “pre-lift” information is shown at Figure 2
When the mobile crane is being used an allowance for the mobile crane’s hook block and lifting
tackle shall be made.
Note: Prior to lift any of the above listed units, it is necessary to check them for residues (left over
materials) inside and re-evaluate the weight.
