House Bill No. 2663 (An Act Creating the Manila Bay, Rivers, and Waters
Authority)
In addressing the environmental issues Manila Bay and the surrounding water
resources face, the proposed law to establish the Manila Bay, Rivers, and Waters
Authority has the potential to be a major step forward. The creation of this new
agency/organization would address the dispersed management of water resources
and demonstrates the understanding that these resources are critical to ecological
health, human life, and economic growth. The establishment of a central body could
improve efficiency in addressing environmental issues by streamlining the efforts of
the relevant government agencies and private entities, even though a Writ of
Continuing Mandamus directs them to clean up, restore, preserve, and maintain the
waters of Manila Bay.
This authority may be able to achieve better flood control, cleaner rivers, and better
sanitation if they are committed to their duties. But it's important to take into account
worries about the authority's efficacy and efficiency. In what ways will it be financed
and organized to guarantee capable and open leadership? In order to prevent function
duplication and overlap as well as conflicts over who will manage the resources and
enforce the regulations, specific powers that do not conflict with or duplicate the
functions of the current member agencies involved in water management must be
established. Furthermore, the establishment of a new agency might result in an
additional layer of red tape, which could impede decision-making and implementation
processes.

Authority).
With the establishment of the Manila Bay Development Authority, a concerted effort
to restore Manila Bay's natural environment is being made. A centralized strategy of
this kind might provide the resources, efficiency, and focus needed to manage a
project this size and complexity. The Manila Development Bay Development Zone,
which encompasses the whole surface area and coastline of Manila Bay and spans
several regions in the Philippines, will be under the authority of this government-

owned and controlled corporation upon its establishment. With the goal of
transforming Manila Bay into a thriving economic center, numerous business sectors
including commerce, finance, industry, leisure, and tourism will be established, along
with jobs and foreign and local investment. In the midst of its ambitious development
goals, the Authority must fulfill its vital responsibility of safeguarding, maintaining, and
restoring Manila Bay's natural resources. However, it is not intended to take the place
of local governments in the areas that surround Manila Bay, respecting their
independence, particularly when it comes to issues that are solely local in nature.
While pursuing economic development, it's crucial for the MBDA to prioritize
environmental protection. The success of the Authority depends on two key factors:
transparency, or open communication and clear oversight of the Authority's actions,
decisions, and finances to foster public trust and prevent corruption; and collaboration,
or working closely with local governments to leverage their expertise and ensure
community buy-in.
I think it would be best to combine these two bills because both of their policies seek
to establish a point person or agency that will be responsible for the preservation,
protection against pollution, and sustainable development of Manila Bay and its
surrounding waters. Their policies also require specific powers that will not conflict
with or duplicate the functions/powers of the current member agencies that are
involved in water management, preventing redundancy and overlap in duties and
conflicts over who will manage the resources and enforce the regulations.
