Environmental and social management requirements
The selection, planning, design and implementation of the subprojects under DRSLP have to be
consistent with the relevant national environmental and social management requirements as well
as the Africa Development Bank safeguards policies applicable to the program and its
subprojects and international conventions. In each case, national, regional, woreda and local
institutions to be involved in screening, reviewing and approving subprojects; and they were
carrying out their respective roles and responsibilities. The responsibilities may include
identification of subprojects, screening, conducting environmental and social assessment (ESA),
and reviewing the ESA report for ensuring compliance to obligatory requirements under laws
and regulations, and issuing approvals for subproject implementation.
Most of the subprojects planned under the DRSLP were vary in a scale. Due to some of the
DRSLP subproject like development and management of small scale dam, micro-irrigation
infrastructures subprojects, Animal Health post and PVC, PTC, construction of rural feeder road,
construction of market center, Rangeland management, and some of the negative environmental
and social impacts due to these subprojects may have localized impact but less sensitive, site
specific and perhaps reversible environmental impacts if appropriate screening was done and if
such impacts are not considered with regard to their locations or in the design of the subprojects.

Adverse Environmental and social impacts should be avoided, if possible or appropriately

mitigated and compensated while implementing any project activities. In such critical context, it
is relevant to prepare a safeguard guideline or implementation manual that can integrate
environmental and social safeguard issues at any levels of project life cycle so as to ultimately
ensure project sustainability.
The processes, procedures and institutional arrangements for addressing adverse environmental
and social concerns when identifying, preparing, approving and implementing subprojects are
defined in generic steps in this ESMF. When demand-driven subprojects are identified and
prepared at Kebele level by the communities or groups, these subprojects were screened at
Kebele level through environmental and social screening checklists prepared for this purpose.
Similarly, these subprojects were screened, ESIA (ESMP/ESIA) carried out, reviewed, and
approved at Woreda levels.

The potential environmental and social impacts were identified by ESIA study and prepared
ESMP for implementation of mitigation measures for identified adverse impacts (18 in Afar and
42 out (23 were constructed) in Somale) 60 water infrastructures including micro dam, BH,
Birka pond, HDW, etc

Screened format, checklist filled and documented for project infrastructures such as 13 LMCs,
21 PTCs, 27 animal health facilities (24 AHP and 3 PVC) and 5 routes including small bridge
with access road. The total summary is presented on below table (a. for Somale and b. for Afar).
