See there are two procedures for that:-

1.Go to your concerned Regional Center and submit the

offline form there for change which will you get from there
itself.

2.Here I am giving you an online mail format regarding the

same which you have to send to your RC.

But i wanted to clear you one thing in second case(online

mail) there is no gurantee that your mobile number/email id
will be updated but you can try that first, if that doesn't work
then go to your Regional center and update it from there.
