No. Because as the duration of the projects was very short and only for two months the planned
activities were totally accomplished with the full utilization of allocated budget. So that there
was no deviation from the planned with respect to target groups.

In addition to supporting children with different vulnerabilities, the program also addressed
different stake holders through different programs like organizing workshops and meetings to
create awareness of the community on the protection child right issues. Discussions and
consensuses building programs are facilitated with government bodies and private sectors in
the community to protect children from different forms of abuse and exploitation through

collaboration and create job opportunities for rehabilitated children victim of sexual exploitation
(CSEC) and Mothers in the IGA program.

3. Progress towards achieving the project objective and strategies
Please elaborate on the following (6 pages max.).
3.1 Overall Project Objective
What is your assessment of the progress that has been made
towards achieving the overall project objective?
General objective: -
During bridging months of the project period, AA Area program Office
has intended to ensure the wellbeing and protection of trafficked
children, commercial sexual exploited children and disadvantaged
children in the target area.
Specific Objectives:
1) To protect 50 trafficked children and 10 commercial sexual exploited
children in the target Akaki Kality woreda 4 and 8 by the end of
February 2024.
Interception, withdrawal, rehabilitator and reunification children victim of
trafficking
Provision of psychosocial support during their stay in the temporary
shelter
Identification, withdrawal, rehabilitation and reintegration of children
victim of sexual abuse and exploitation.
Creating employment opportunity through developing work related
vocational skill training.
Supporting job search and employment opportunity
2) Strengthen the capacity of law enforcement bodies, Women, Child
and social affairs office and schools and transport management office
at Addis Ababa and Sub City level on the concern of trafficked
children and commercial sexually abuse exploited children by the end
of February 2024.
3) Establish strong referral linkage and social networking for better
prevention & protection of trafficked children and commercial sexual
exploited children.
Developing the sprite of team work among the workers and stake
holders has been the critical issues of the project from the beginning,
and this may be realized through consensus building between the
concerned bodies from law enforcement bodies, and sector offices to
enhance response capacity on the concern of trafficked children and
commercial sexually exploited children.

Year 2024 Bridging program consensus building workshop among Stake
holders
Stakeholder’s consensus building workshops has been conducted for the
representatives of law enforcement bodies, and sector offices to enhance
response capacity on the concern of trafficked children and commercial
sexually exploited children. On this work shop 45 (F=24) were participated and
happy to work on the issues of child related problem especially to minimize the
magnitude of child trafficking problem and commercial sexual exploitation in the
target area.

On the other hand one pannel discussion were organized and conducted to
enhance private and government enterprises engagement to get possible
employment opportunities for vulnerable children and youth. On this discussion
a total of 13(F=4) participants 4 of them are from garment and textile factory, 5
from womens and men beauty salon and the remaining 4 are from government
bodies.
All of them are a willing to work with us and in line of creating job opportunities
for children victim of sexual exploitation those trained and reintegrated from our
organization they have a willing and promised to hire them.
Identification, Interception, verification and reunification of children
victim of trafficking and migration
During this Bridging time a total of 50 (F=14) Trafficked children coming from
different parts of the country has been reunified to their family. They came to
Addis Ababa for seeking better domestic work, otherwise used as a transit root
and traveling to Arab countries. Poverity, large family size, draught, war and
displacement has been identified as the main pushing factors.
Those children were referred to the center by anti-trafficking committee from
bus terminal, police, women and children affair office and other concerned
individuals. During their stay in the temporary shelter, they benefited from
psychosocial support, food, cloth, shoes, Medical Services and sanitation
materials. They discussed and share experience one another that made them
understand their situation. Children also provided individual and group
counseling to help them improves their coping skill.

Identificaiton, withdrawal, rehabilitation and reintegraiton of children
victim of sexual abuse and exploitaiton
CSEC in Rehablitation Progam
Two days outreach program was conducted by Staff members of FSCE and
akaki kalitty sub city woreda personals from women child and social affair office
to identify children victim of commercial sexual exploitation from the potential
areas where they are found. In this reporting period Ten (10) children victim of
sexual exploitation (CSEC) joined our rehabilitaion program as per the bridging
time plan. Building confidence and convincing those children to join the center
had been a big task that a lot of people participated in , talking/ discussing and
promising as they trust on the program. Once they join the center, orintaiton
had been provided to understand the main objective of their coming to the
center. Through discussion and counseling, children settled and come to
understand the benefite they will get from the center and trained job related
vocational skill traing. Currently all of them are on the vocational skill training at
Lamily TVT Institute on different feilds of courses they are choosen depending
on their intrests.

regulation of the center.
Income generating Activities (IGA support)
FSCE-Addis Ababa Area program has planned to support selected newly 13
vulnerable house headed mothers and 15 existing IGA mothers from Akaki
Kality sub city four woredas (woreda 2, 4 ,7 and 8 ) in the bridging time to
improve their economic problem and protect their children from abuse,
exploitation and trafficking. Those two woredas have number of vulnerable
family and needy to support, but due to budget shortage FSCE proposed to
support only 28 households for the time being.
Targeting is the major feature of providing start-up capital through determining
eligibility and fair distributive result emphasizing on number of children,
household condition, mothers’ commitment and the explicit use of targeting
mechanism were used. These newly sellected mothers are provided with start-
up capital birr 8,500.00 (Eight thousand five hundred birr only) that was
deposited in their individual account to start business activity. On the other
hand those existing 15 IGA mothers engaged on different petty trade have
been supported with onsite consulting as to improve their customer and finance
management to deepen their business management capacity. The aim of this
support was to improve the working area of existing IGA mothers who lost their
shades.

In addition to consulting support each IGA Mothers are provided with birr
4534.00 (four thousand five hundred thirty four birr only) as per their identified.
A five day Trainings have provided for 13 IGA mothers on basic business skill
to enhance the mothers knowledge to initiate them on how paricipate in any
business activities and emprove their economic problems. After provision of
this training mothers were highly initiated to generate income and committed to
improve their house hold income by applying the methods that got from the
training.
Generally mothers developed good commitment to work and save. They
identified profitable business and improve their customer handling capacity.
The training was provided an opportunity to Identifying potential business and
area of implementation to those mothers. And also it improved their income and
expense Recording Saving Customer handling skill capacity.

3.3 Project strategies
To what extent were the approaches and methods
successful?
What contributions were made by other actors and
organisations?
Our main project strategies has been integrated community based stakeholders
approach. Working with active involvement of stakeholders has been important to
identify and address the need of the most vulnerable group of the community in the
target woreda. Stakeholders actively participate in project design/planning,
implementation and monitoring and evaluation. They are also working with FSCE in
identification, withdrawal, reunification and reintegration of children with different
vulnerability.

Positive effect
Stakeholder’s from law enforcement and other government offices
awareness increased on issues of child protection and child right.

child relationship improved, they have something to prepare snack for
their children after school.

4. Child participation

4.1 Child participation in implementing the project
In what ways were children able to participate – in a
meaningful way – in project implementation?
Did you implement any measures involving children/young
people and adults that facilitated meaningful child
participation?

In this bridging time the project was emphasized on the
participation of children in realization of child right.
Children in this project participated in different ways on
issues that concern them. They actively engaged and
shared their ideas during bridging project opening
workshops, choice vocational skill training, purchase of
cloths and other necessary food materials. Their
opinions and views given priority and considered in
family tracing, reunification and reintegration. Children
also participated in planning implementation of activities
and monitoring and evaluation.

meaningful way – in the monitoring of the project? What tools
did you use to facilitate this?
To what extent, and how, did children participate in analysing
the monitoring results and in steering the project? How did

Giving consideration to children in our program view on the service they were
provided is one of our devices to monitor the project. Their satisfaction on the
service we are providing to them and complained tells us something on their
treating system. To gather information in relation with gaps on our service
provision we have a mechanism of monitoring through questions, observation
and interview during their stay in the program.

the monitoring results and in steering the project? How did

this influence the implementation of, and adjustments to, the
project?
Children participated in monitoring of service provision during the project
period. They give opportunity to express their feeling, provide their view and
opinion during group guidance session during their stay in the temporary shelter. Their
ideas and suggestion has been considered, and their view respected that contributed for
improvement of the service provision.

5. Child protection

How child protection and your child protection system is
being implemented in the project;
FSCE has its own child protection policy in which all staffs should follow and
respect. It considers how children right protected by staff, gusts, visitors and
others working with children. FSCE works for the respect and protection of
vulnerable children right; specifically those victims of sexual abuse and
exploitation, victim of trafficking and migration, school and out of school
children, children exposed to labour exploitation, children in conflict with the law
and others. Attention has been given to improve staff understanding on issues
of child protection policy while they are in contact with the children. Volunteer

From the beginning children are admitted to the temporary shelter and safe
home, they are in system of protection. Case management process begins from
organizing a child profile and family background, services provided during the
child stay and family tracing, rehabilitation and reunification/reintegration to the
society. It also identifies the child strong and weak point. In addition, risk
associated with the reunification of the child is assessed and children best
interest identified before the child reunited with his/her family and choice of
vocational skill training.

How children become actively involved in your child
protection initiatives.
Children actively involved in child protection initiatives in school, in the
community, and in the temporary shelter. They discussed on issues of child
right and protection, elect their own leaders to speak on behalf of them, ask
questions on other children right. Providing information, increasing capacity of
children on issues of child protection, made children understand their own
situation and giving clear direction on child protection initiative used in the
process.
