EXECUTIVE SUMMARY

A contingency plan is a plan that is made for events that will happen in
the future. Our contingency plan is designed for Mt. Isarog once it will erupt.

The objective and goal of our contingency plan are the following:

1. To prepare the people in Barangay Panicuason when Mt. Isarog erupts.

2. To reduce the possible risk or disaster of Mt.Isarog in people, animals and

property once it erupt in Barangay Panicuason.

3. To make people of Panicuason safe once the Mt. Isarog erupt.

This objective and goal of our contingency plan is designed by our

team, the Changing Team. It's designed for the safety of the residents of
Barangay Panicuason.

INTRODUCTION

According to Bicol Mail, at its highest point, Mt. Isarog is roughly 1900
meters above sea level. Goa, Tigaon, Ocampo, Pili, Tinambac, and
Calabanga encircle it. Naga is on its western side. Around 4,300 years ago,
according to the study of Timothy John E. Daita, Mt.Isarog of Camarines Sur
emitted a fast-moving and burning mixture of gas, ash, and other volcanic
debris that traveled as far as 20 kilometers away from its crater and burned
everything on its path. However, based on research done in 2013 by Karen
Fontjin and Christopher G. Newhall, the Philippines Institute of Volcanology
and Seismology (PHIVOLCS) reclassified Mt. Isarog, which was previously
thought to be a dormant volcano, as an active volcano. Fontjin and Newhall
also stated that Mt. Isarog's last eruption was around 5000 years ago.
Furthermore, they said that in 2017, government volcanologists also
employed a seismograph, an instrument used to track Mt. Isarog activity.

The Changing Team has no other purpose in making the contingency

plan but to save the residents of Barangay Panicuason once Mt. Isarog
erupted. Reduce the possibility of the threats that will happen to the residents.
Barangay Panicuason is chosen to be the area of study, since it is closed to
Mt. Isarog it will be first affected once it erupted.

Only the residents of Barangay Panicuason were covered by the

contingency plan that the Changing Team have made. The Capitol of Pili and
Robredo Coleseum was also covered because the residents of Barangay
Panicuason will evacuate on Capitol of Pili and Robredo Coleseum once the
Mt. Isarog erupted, but our contingency plan is more focused on Barangay
Panicuason and its residents.

RISK ASSESSMENT

The contingency plan is very important. Many risks can happen when
residents don't have a contingency plan. Without the contingency plan, less
information will be given regarding the eruption of Mt. Isarog to the residents
of Barangay Panicuason and that lead to:

- Destroying of Livelihood

1. EARLY WARNING SYSTEM

 PHIVOLCS (It is an agency that talks about volcanic eruption and
earthquakes)
 TV&RADIO (Gives an update about the situation of Mt. Isarog)
 SOCIAL MEDIA (Facebook, Messenger)
 ISAROG-GLOBAL VOLCANISM PROGRAM (Giving a latest
information about Mt. Isarog)
 NDRRMC (Gives warnings through texting)
 BICOL MAIL (Gives updates about Mt.Isarog)
 CHANGING TEAM (Gives updates and latest information about
Mt.Isarog)

-There is a high possibility that Mt. Isarog will explode, and that explosion
will be extreme.
2. COMMUNICATION PLAN
 Here are some signal/signs that Changing Team will use to have a
communication to the residents of Barangay Panicuason, before,
during and after a volcanic eruption.

 Warning alarm (Siren)

 Megaphone
 Whistle
 Any sounds that give the residents of Barangay Panicuason an alarm
or information before, during and after the volcanic eruption.

the volcanic eruption:

Camarines Sur in case of emergency before, during and after the
eruption of Mt.Isarog.

3. EVACUATION PLAN
- Residents of barangay Panicuason need to evacuate if the Mt. Isarog is in
alert level of moderate and high. Changing Team will be plastering a map in
every corner of the resident’s house showing the locations on how to go in
the evacuation.

-Changing Team, LGU and Barangay Officials of Panicuason will alarm and
text the residents on how to go in evacuation center.

-Mt. Isarog slow eruption> Capitol of Pili

-Mt. Isarog strong eruption>Robredo Coleseum of Naga City

4. SECURE PROPERTY AND EQUIPMENT
- Changing Team, NDRRMC, LGU, Barangay Officials of Panicuason will
give an information to the residents of Barangay Panicuason through
texting, giving signs/signals and harubay, reminding them and posting in
social media sites on how to secure the residents property, equipment, and
important documents.
5. EMERGENCY SUPPLIES
- Important emergency supplies that are needed of the residents of
Barangay Panicuason:

6. SHELTER AND SAFE AREAS
Changing Team, LGU, Barangay officials of Panicuason will give an
information through texting, signal or signs and harubay about this
information, by following this information the houses of Barangay
Panicuason can be a safe shelter once the Mt.Isarog erupted:

 Close all windows, doors, and fireplace or woodstove

dampers.
 Turn off all fans and heating and air conditioning systems.
 The residents should find a part of their house that you think is
safe to hidden for a while.

-Changing Team will have a wheelchair when PWD and pregnant will
evacuate.

-Changing Team will first evacuate the PWD'S, pregnant and senior citizens
as soon as possible.

Changing Team, LGU and Barangay Officials will accompany the PWD’S,
pregnant and someone that need an assistance, to prevent residents from
panicking during the eruption of Mt.Isarog.

-Accompany the residents to go in Capitol of Pili and Robredo Coleseum

once the Mt.Isarog erupt because it is the safest area.
7. EMERGENCY RESPONSE TEAM
-Camarines Sur Provincial Disaster Risk, Reduction and Management
Council (PDRRMC), LGU of Panicuason, ambulance, PNP, BFP and
changing team will be the one that will correspond in the emergencies.

-The emergencies that will correspond by the emergency response team

are.

 Major and Minor injuries

8. POWER AND UTILITIES

-Changing Team will be sending the residents an information about
identifying the main electrical and gas shut-off points:

9. POST-VOLCANIC ERUPTION ASSESSMENT

- DOH, LGU, Brgy. Officials and Changing Team will be conducting an
assessment to check any damage as the volcanic eruption had passed in
Barangay Panicuason. Also, to check the residents of Barangay
Panicuason if anyone was injured, had an accident, and lost a house.

-Clean and Green Program, Brgy. Officials, Changing Team and LGU will
have a unity to achieve the clean and green operation in Barangay
Panicuason after the Mt. Isarog eruption.
10. REVIEW AND UPDATES
- It is appropriate that our team which is Changing Team should have a
seminar with the Barangay Officials, LGU and residents of Barangay
Panicuason to talk about the followings:

-The important of first aid kit and emergency supplies to everyone.

-Train the residents of Barangay Panicuason on how to do the first aid.

- Discussing to the residents of Barangay Panicuason, what are the

important things that are needed to do before, during, and after the eruption
of Mt.Isarog.

-Giving the residents of Barangay Panicuason the hotline number of every

Emergency Response Team.
