BASIC ORIENTATION COURSE
LEARNING ACTIVITY DESIGN
I. BACKGROUND
The Barangay Newly Elected Officials (BNEO) towards Grassroots Renewal and
Empowerment for Accountable and Transparent (GREAT) Barangays Program is a
term-based capacity development program for barangay officials implemented by the
Department of the Interior and Local Government (DILG) with LGA as the lead office.
The program generally aims to enhance the capacities of barangays, particularly
improving the competencies of barangay officials, staff, and key stakeholders for them
to perform their tasks effectively, improve the quality of service, and uphold good
governance in the barangay.
The program is designed to address some of the capacity issues of barangays and
barangay officials. These include limited knowledge and skills to perform their
mandated functions, and insufficient capacity for effective planning, budgeting, and on
project development and management. In addition, competency of barangay officials
and staff on specific governance areas or subjects like government procurement,
financial administration, and other still needs to be enhanced. Participation in barangay
governance needs to be strengthened, too. Lastly, barangay performance needs to be
propelled forward even as they comply with the policies relevant to barangays.
With the vast number of barangays, the program is designed to be implemented with
the Local Regional Resource Centers (LGRRCs) and their partners, and even with the
higher LGUs. At present, there are more than 42,000 barangays in the country with
over 420,000 elected and appointed officials. Add to that the staff and volunteers of the
barangays who also need to be provided with capacity building interventions.
The Basic Orientation Course under the BNEO Towards GREAT Barangays Program
plays an important contribution in empowering barangay officials with the requisite
administrative acumen, technical expertise, and mindset for good governance.
By providing foundational training early in their term, it sets officials up to actualize
responsive and ethical grassroots leadership. The course enables them as trustees of
public welfare to hit the ground running on their mandate of uplifting barangay
development.
II. TARGET AUDIENCE/ PARTICIPANTS
The 2-day Basic Orientation Course is designed for newly elected officials- the Punong
Barangays and Sangguniang Barangay Members, and appointed barangay officials
Barangay Secretary and Treasurer. The elected Sangguniang Kabataan Chairperson,
as ex-officio member of the Sangguniang Barangay, may also take part in the Basic
Orientation Course for Barangay Officials in order for him/ her to acquire the basic knowledge and understanding on
barangay governance.
Ideally, all elected barangay officials are targeted to participate in the Basic Orientation Course. However, due to
limited resources- financial, human resource and others, prioritization may be needed especially for activities that
will be supported by LGA, city and municipal governments, and other partners. For prioritization, the following
criteria shall be considered:
● Income class of the mother LGU (city or municipality)- barangays belonging to a 6th class municipality shall be
given the highest priority, followed by 5th and 4th class
● Level of capacity and performance- priority shall be given to barangays belonging to LGUs with low capacity and
low performance. Based on the SGLG results, LGA categorized the LGUs into 4 quadrants. This segmentation of
LGUs may be used as reference for prioritization. LGUs belonging to quadrant 3 (low capacity, low performance)
need to be engaged and therefore should be given the highest priority. This is followed by those under quadrant 2
(low capacity, high performance).
III. LEARNING OBJECTIVES
The learning activity generally aims to enhance the competencies of elected barangay officials and staff in effective
barangay administration, which will help them jumpstart their leadership journey toward community development.
After the activity, participants are expected to be able to:
A. Describe the main ideas and principles of public administration and effective governance for barangays, which
are grounded in the major provisions of the Local Government Code;
B. Outline the components and processes required for barangay development planning and capacity development
formulation;
C. Examine the process of barangay budgeting and resource mobilization; D. Identify mechanisms at the barangay
that promote participation in governance; E. Analyze the role of DILG in supporting barangay governance through
DILG/Sub-LGRC program offerings for barangays;
F. Commit to maintaining professional decorum, valuing public ethics, and being accountable as barangay officials;
and
G. Craft their Barangay Agenda for Governance and Development (B-AGAD)

VI. STRATEGY OF IMPLEMENTATION
All elected barangay officials are targeted to participate in the Basic Orientation
Course. To be able to cover more barangay officials, Regional Management Teams
and Provincial/HUC Management Teams shall be organized. Composition and roles
of the teams are outlined in the following:
Regional Management Team (Composition: Regional Director, LGRRC Manager,
LGCDD Chief, LGMED Chief, DILG Regional Focal Person, LnB (Regional
Chapter), and others)
● Ensure that provincial/ HUC/ city/ municipal training management teams (TMTs)
are organized
● Provide directions and guidance to the local TMTs for the effective
implementation of the training
● Ensure that the standards (e.g., design, objectives, minimum content, number of
participants, criteria for RPs, logistics, and others) are adhered to during the
implementation of the training
● Resolve policy issues and other concerns or queries raised by the local TMTs ●
Provide the local TMTs with the regional directory of resource speakers (internal or
external to DILG) who may be tapped during the implementation
● Facilitate issuance of Certificates of Participation to the participants who comply
with the requirements signed by LGA Executive Director and concerned DILG
Regional Director
● Monitor the implementation of the training, collect and consolidate reports from
the provincial training management teams
● Make an overall analysis of the conduct of the training, including results of the
activity evaluation

● Submit accomplishment report to the DILG Central, through the LGA, to include
recommendations for enhancement and other appropriate learning interventions
or strategies
Provincial/ HUC Management Team (Composition: Provincial Director/ City
Director, BNEO Program Focal Person, Cluster Leaders, LnB (Province/ HUC
chapter), Provincial Government Rep, other partners e.g., local resource institutions)
● Plan out how the Basic Orientation Course shall be implemented within the
province/ HUC
● Organize learning activity/ training management teams who shall directly
implement the orientation course
● Ensure that the standards (e.g., design, objectives, minimum content, number of
participants, criteria for RPs, logistics, and others) are adhered to during the
implementation of the training
● Resolve policy issues and other concerns or queries about the training at the
local level
● Develop and update directory of local resource speakers (internal or external to
DILG) who may be tapped during the implementation
● Monitor the implementation of the training, collect and consolidate reports from
the city/municipal TMTs
● Assume the role of training management team for provincial/ city-led training ●
Make an overall analysis of the conduct of the training, including results of the
activity evaluation at the local level
● Submit consolidated accomplishment and activity report to the to the Regional
Management Team to include recommendations on areas for enhancement
and other appropriate learning interventions or strategies
The HUC/ PMT may forge partnerships with local resource institutions, city/municipal
chapters of the LnB and other organizations for the implementation of the basic
orientation course. Partners’ roles and responsibilities may include provision of training
facilities and resource speakers or facilitators, facilitate resources and others.
Organizing Training Management Teams (TMTs) who will directly manage and
implement the Basic Orientation Course will facilitate the conduct of the activities, even
simultaneously. P?HUC Management Teams may act as TMT, too. In general, these
are the expected tasks or responsibilities of the TMTs:
● Manage the pre-, actual, and post-training activities to induce planning and
implementation of technical, administrative, and logistical requirements of the
training
● Facilitate invitation of resource persons, guests, and participants ● Act as
facilitators and/or resource persons during the actual conduct of the training
● Resolve issues that may arise during the conduct of the training ● Ensure that the
standards (e.g., design, objectives, minimum content, number of participants, criteria
for RPs, logistics, and others) are adhered to during the implementation of the
training
● Facilitate issuance of Certificates of Participation to the participants who comply
with the requirements, and Certificates of Appearance
● Administer pre- and post-test, and pre- and post-activity evaluation ● Prepare and
submit terminal report on the conduct of the training including evaluation report and
recommendations to the Provincial Management Team
LGA shall provide support or partial subsidy for 15% of the total barangays in the
country except for those in BARMM. The implementation in these 15% barangays will
still require additional resources from the participants or partner organizations. For the
remaining barangay officials, the PMTs may organize activities in partnership with local

chapters of the Liga ng mga Barangay, local resource institutions, city or municipal
government and others with a fee.
VII. VENUE AND SCHEDULE OF IMPLEMENTATION
The venue and schedule of implementation of the learning activity shall be agreed by
the Training management Teams organized by the Provincial or HUC Management
Teams. For the venue, the following shall be considered:
● Onsite (within the PCM), preferably in a facility of an academic institution, considering
the most cost-effective venue for the design and the target participants ● Can
accommodate target number of pax with provision for structured learning exercises
(SLEs)
● Preferably with reliable internet connection for accomplishment of forms
VIII. LEARNING EVALUATION
The orientation will utilize Kirkpatrick’s model of learning evaluation. At the reaction
level, pre- and post-activity evaluation forms shall be administered to all participants to
determine the participants' thoughts on the achievement of the learning objectives,
improvement in their knowledge and skills about the topics presented, and the overall
design and management of the training course.
The next level of evaluation is on learning. For this, a pre-and post- test shall be
administered to all participants. The accomplishment of the output- B-AGAD shall also
be considered in this level.
Form templates for the pre- and post-test and the activity evaluation shall be crafted
and provided by LGA
LGA with the assistance of the DILG Regional and Field Offices shall also endeavor to
monitor and evaluate the learning at the level of application after one year of the
orientation.
